The Lexington Fayette County Urban League Senior Community Service Employment Program is a federally funded program designed to assist low-income senior citizens find unsubsidized employment. To accomplish this mission the SCSEP utilizes a number of activities in an effort to address barriers that inhibit successfully finding unsubsidized employment. The Executive Director believes that the extent to which she can successfully address the barriers of those considered hard-to-place will have an impact on how well the program meets future mandates.

The growth of ISO 14001 certificates worldwide has led to much research on the role of voluntary standards in improving the environmental impacts of industry. Most of this research, however, has focused on industrialized countries, with very little research examining the effects of ISO 14001 and other voluntary initiatives in the developing world. This is especially unfortunate because it is in these very countries that proponents of ISO 14001 claim the largest benefits of the standard will occur, by helping polluting industries improve performance and by assisting environmental regulators in enforcing laws more effectively.

On October 12, 2005, the Southern District of New York ruled that the New York State Attorney General was enjoined from enforcing state laws prohibiting discriminatory lending against national banks.1 The court found in favor of the Office of the Comptroller of the Currency (OCC), the federal regulator of national banks. The OCC claimed that while state fair lending laws had not been preempted, the New York State Attorney General’s (OAG) authority to enforce those laws had been preempted by a series of federal statutes and OCC-written regulations that give the OCC exclusive authority to bring any enforcement action against …

Introduction: This study examines living arrangement patters of racial/ethnic groups in New York City as of the year 2000 – particularly Latinos.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: New York State is the third ranking state in population and households in the country. Data for New York City (NYC) indicate that national patterns are not replicated when the number of family households …

Within Republican political circles, numerous state legislatures, and even the U.S. Congress, advocating caps on "noneconomic" damages in tort suits is in vogue, as part of the ongoing politics of "tort reform." Yet, the distinction between "economic" and "noneconomic" damages is nonsensical. It does not originate in the discipline of economics, but seems instead to be purely a rhetorical invention of those who wish to limit damages by any means politically possible. But law reform based on sheer rhetoric should be shunned; unprincipled rhetoric is no substitute for justificatory reasons, and to make laws without reasons exemplifies arbitrariness and injustice. …

Once the heart of a town’s commercial district, Main Street in the post-World War II era became a ghost town as suburbanization lured consumers and merchants to new shopping complexes in rural areas. From the 1950s to the 1970s, with the aid of federal dollars cities embarked on various urban renewal projects. These revitalization attempts did not help the slumping commercial districts. During the first 24 to 72 hours following a terrorist attack, local officials and first responders will be responsible for dealing with the initial aftermath. While most officials—federal, state, and local—have all acknowledged that domestic preparedness must occur at the bottom of the governmental structure, it is unclear if any changes to emergency response planning have actually occurred at the local governmental level.

HB 455 brought about the 1998 Omnibus Crime Act which created the Police Officer Professional Standards;16 requirements to becoming a peace officer in Kentucky. Five of the standards defined minimum physical agility standards. Though physical agility testing has had a history of controversy, validation studies have been created to support this practice. Candidates seeking public office must build a strong political following to be successful. This applies at national, state, and even local levels. The support generated for a candidate's campaign can be attributed to factors such as personal characteristics, political following, political resources, and endorsements. This analysis focuses on union endorsements in relation to other political endorsements. The case study of the race for Snohomish County Council in District Five illuminates the connection between endorsements, monetary contributions, and voting behavior. Wellman, a combat photographer with the 571st Bomb squadron, 390th Bombing group, 8th Air Force, 1943-1945. Photographs show B-17s and fighter planes in formation, bombing runs, aerial views of bombs and ground attacks, and anti-aircraft fire during World War II.
