A long-existing system of wolves (Canis lupus), muskoxen (Ovibos moschatus), and arctic hares (Lepus arcticus) in a 2600 km² area of Canada’s High Arctic (80° N latitude) began collapsing in 1997 because of unusual adverse summer weather but recovered to a level at which all three species were reproducing by 2004. Recovery of wolf presence and reproduction appeared to be more dependent on muskox increase than on hare increase.

In the ten years since wolves (Canis lupus) were restored to Yellowstone National Park (YNP), elk (Cervus elaphus) numbers have substantially decreased. The northern range elk herd is the largest elk herd in Yellowstone, and constitutes the majority of the park’s elk population. During 1994–2005, early winter counts of northern Yellowstone elk decreased from 19,045 to 9,545. Also, during winters 2000–2004, calf:cow ratios declined from 29:100 to 12:100, and were among the lowest recorded during the past several decades. Though many factors (e.g., predation, hunting, and drought) likely contributed to this decreasing abundance and low recruitment, …

The study of public administration is a huge garden of fruits and vegetables. There are a wide variety of different plant species that are beneficial to the public interest. Unfortunately, however, every garden also harbors pests, both of the plant and animal kind. In this essay, the “garden” represents the fruits enjoyed by a democratic public administration and the primary destructive force is the unchecked power of the rat.1 The rat represents the worst of capitalist behavior that undermines democracy and public service. Distribution Of The Federal Tax Burden, Share Of After-Tax Income, And After-Tax Income By Presidential Administration And Household Type, 1981-2000, Richard K. Caputo

Findings of this study show that the lowest- and middle-income households overall and those with children had lower total effective Federal tax rates during the Clinton administration than during the Reagan and G.H. Bush administrations. Concomitantly, the top one percent and highest income quintile households overall, those with children, and those headed by an elderly person age 65 or older without children had higher total effective Federal tax rates during the Clinton administration. Nearly every category of household type and income level measured in this study had more after- Federal-tax income during the Clinton administration than either the Reagan or …

This paper examines how both opponents and proponents of the proposed high-level nuclear waste repository at Yucca mountain Nevada claim that uncontroversial information supports their conflicting positions. Four pieces of information in particular are claimed by both sides: the distance of the proposed site from Las Vegas, the volume of waste that has been produced, the threat of terrorism since 9/11/01, and the occurrence of an earthquake in early 2002. Possible explanations for the difference include naive positivism, social constructionism, persistent beliefs and implicit warrants. The purpose of this Open Space Plan is to protect non-programmed and programmed open space which in the future can be devoted to 1) the preservation of natural resources; 2) outdoor recreation; 3) preservation of hsitoric and cultural property; 4) protection of scenic landscapes; and 5) protection of public health, safety and welfare. To accomplish this purpose, the city of Las Vegas needs to adopt aggressive policies and programs that balance growth with natural resource conservation. The city is in need of a stewardship program that protects valued open space before it is permanently lost to development.

There is a dual purpose to the Las Vegas 2020 Master Plan Conservation Element. The first purpose is to address the requirements of state law, as provided in the Nevada Revised Statutes (NRS) 278.150(4). This section of the NRS requires that governing bodies in Nevada counties with a population of 400,000 or more ensure that their master plans address a stipulated list of subjects, including a conservation plan.

The Metropolitan Institute at Virginia Tech identifies ten US “Megapolitan Areas”— clustered networks of metropolitan areas that exceed 10 million total residents (or will pass that mark by 2040) . Six Megapolitan Areas lie in the eastern half of the United States, while four more are found in the West. Megapolitan Areas extend into 35 states, including every state east of the Mississippi River except Vermont. Sixty percent of the Census Bureau’s “Consolidated Statistical Areas” are found in Megapolitan Areas, as are 39 of the nation’s 50 most populous metropolitan areas. Four years ago, in response to numerous reports of the growth of predatory lending, both locally and nationwide, the Massachusetts Community & Banking Council (MCBC) – whose Board of Directors has an equal number of bank and community representatives – commissioned a study of subprime refinance lending in the city of Boston and surrounding communities. The resulting report, Borrowing Trouble? Subprime Mortgage Lending in Greater Boston, 1999, was the first detailed look at subprime lending in the city of Boston and in twenty-seven surrounding communities.

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The article discusses the issue of inclusion of men and masculinities in the Women's Studies curriculum. Women's Studies programs were started to compensate for the male domination in the academics. Women's Studies presented a platform where scholarship for women was produced and taken seriously, female students and faculty could find their say or voice, and theoretical investigations required for the advancement of the aims of the women's movement could take place. If the academy as a whole does not sufficiently integrate Women's Studies into the curriculum, integrating Men's Studies into Women's Studies might end up further marginalizing Women's Studies by …

What determines whether a specific country embarks on the road to democracy, if it completes that voyage successfully, and finally consolidates democratic values, practices, and institutions? Analysts have debated these issues for decades and have identified a number of historical, structural, and cultural variables that help account for the establishment of successful democracies in some countries and its absence in others. Frequently cited prerequisites for democracy include social and economic modernization; a large and vibrant middle class; and cultural norms and values relating to politics.
