Emergency department crowding and delays have become major issues for America's safety net hospitals and health systems. Many facilities are experiencing increasing wait times, a need to "board" admitted patients in emergency department (ED) hallways, and rising numbers of hours spent on "diversion" or "bypass." These trends result from increased patient demand at a time when the number of emergency departments has declined and hospital inpatient capacity has lagged. Other factors also may contribute to the crisis. Patients without access to medical specialists may view the ED as the quickest route to specialized services. Overburdened physicians may be more likely …

Clinical treatment as well as coverage, payment, care quality, and certainly one's own personal health care decisions all depend profoundly on robust, accurate, appropriate, timely, private and secure information. Further, the ability to conduct largescale health services research is inextricably linked to information, as is the ability to measure population health and conduct surveillance of public health risks.

In America, teacher compensation has undergone major changes over the last 200 years. Throughout much of the early 19th century, teachers were often paid with room and board within a community and taught all grades. Around 1921, a form of the single salary schedule still in use today was implemented (Protsik, 1995), where teachers’ salaries were linked to their educational background and their years in the field. Like the salaries of most other public officials, however, teachers’ salaries shift with changing social, economic, and political climates. Discrimination and inequality encountered by gays and lesbians in the United States is profuse. A cornerstone of the gay rights movement, equality in the workplace has been a pivotal struggle for gays and lesbians. This study examined the attitudes and opinions of registered nurses (RNs) regarding homosexuals in general and the protection of homosexuals in the workplace through a nondiscrimination policy. The author measured overall homophobic and discriminatory beliefs of the sample using the Attitudes Toward Lesbian and Gay Men (ATLG) Scale; the demographic questionnaire was infused with questions regarding a protective workplace policy. Conflict between managers and employees is inevitable in any organization, whether public or private. Often, the source of the conflict is employee non-compliance. Managers are responsible for disciplining those employees whose performance or conduct is sub-standard or inappropriate. Therefore, the ability to effectively address employee non-compliance is an essential skill for all managers. Most employee discipline systems fall into one of three categories: traditional, progressive, and affirmative. Traditional systems were prevalent in the late-nineteenth and early twentieth centuries. An autocratic, demanding manager would mete out punishment to non-compliant employees both as an action against the employee and as a warning …

As the census data reveals, the state of Connecticut will experience a sizeable increase in the percentage of Blacks and Hispanics by the year 2025. The projected increase in Blacks and Hispanics will most certainly have political and public policy ramifications in the years ahead.

Demographic trends in Connecticut pose distinct challenges for both political parties. The ability to understand the policy needs of the state's increasingly diverse population, an understanding of how policy needs translate into political behavior will be required among those who seek public office in Connecticut.

As the result of field experience gained in Egypt and Angola, the Humanitarian Demining Program Management Office (HDPMO) of the U.S. Army Research, Development and Engineering Command (RDECOM), Communications-Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD) undertook the design and fabrication of a heavy-soil cultivator to lift buried antitank (AT) and antipersonnel (AP) mines to the surface and move them off to the side in windrows. Justice O’Connor’s “perception of endorsement” standard governs the analysis of religious displays on public property for purposes of the Establishment Clause. The test rests on the perceptions of an “objective observer,” endowed with essentially perfect factual information, who assesses whether the display of religious imagery reasonably implies official endorsement of its message. Applying this standard, a well-developed jurisprudence unambiguously proscribes the permanent placement of religious symbols on public land. The remediation of these violations, however, is an ad hoc and often superficial exercise. In recent years many scholars are studying “happiness” seriously. Economics, long known as the dismal science, has a well established “utility theory” but utility should not be treated synonymously as happiness. This paper questions some premises of the Benthamite theory that presumes utility is the same as happiness and proposes a theory that there are three kinds of happiness: a forward looking or “prospective happiness,” a “happiness in process,” and a backward looking or “retrospective happiness.” It suggests that perceptions and value formation, which are normally outside the purview of economics, are important determinants of happiness. We build a monetary model to show how expected revaluations lead to the instability of a pegged exchange rate regime. This model assumes current account convertibility and some degree of capital control, and fundamentally sound domestic policies and economy, as is the case in China. The model demonstrates that market-oriented interest rates can act as an automatic stabilizer to ease revaluation pressures, but cannot resolve them completely because the nominal interest rate has a zero nominal bound. Therefore, the official parity will eventually collapse and the revaluation expectations can be self-fulfilling, in the absence of external intervention. The empirical results …

This book chapter questions the conventional theory purporting to establish that environmental benefit trading encourages innovation better than comparable traditional regulation. It argues that the induced innovation hypothesis, that high costs encourage innovation, suggests that trading would lessen incentives for innovation by lowering the cost of complying with conventional approaches. The conventional theory relies upon the incentive emissions trading creates for polluters to make additional reductions in order to sell credits. But emissions trading also creates incentives for half of the pollution sources (the credit buyers) to make less reductions than they would under a traditional regulation. By focusing analysis …

Many librarians question the usefulness of the traditional cataloging of difficult historic sets in a time when more and more information moves either to the Internet or is digitized outright. One of the most challenging sets to catalog is the United States Congressional Serial Set, a 14,000+ (and growing) mega serial comprised of five monographic sub-series. The Congressional Serial Set is an anomaly since it is both monographic and serial in nature. On the evening of September 13, 2003, British soldiers from the Queen's Lancashire Regiment arrested several Iraqi men at a hotel in Basra. The soldiers took the hotel receptionist - Baha Mousa - and several other men to a holding facility previously used by the Iraqi Intelligence Service. Coalition personnel reportedly hooded the men, forced them into stress positions and severely beat them in the abdomen and genitals. Mousa was allegedly taken to another room where the soldiers further beat him. He later died. The death certificate issued after the incident indicated that Mousa had died of "cardio-respiratory arrest asphyxia." …

In February of 2004, former Chechen President Zelimkhan Yandarbiyev was killed in Doha, Qatar, when his car was detonated by an explosive device. Local authorities later arrested three alleged Russian intelligence agents for his death, one of them holding a diplomatic passport. Two of the men admitted to being members of Russian intelligence services, and reported that the explosive used to kill Yandarbiyev was smuggled into Qatar through a diplomatic pouch. A U.S. official later stated that the arrests of the Russian agents were made with assistance to Qatar by the United States. After a diplomatic row between Russia and …

On Monday, October 24th, 2005, 130 Central Nebraskans gathered at the University of Nebraska at Kearney to participate in the MacNeil/Lehrer Productions’ By the People citizen deliberation project (see http://www.pbs.org/newshour/btp/). By the People, an effort to bring the opinions of informed citizens into debates on public policy, was launched in 2002 and has supported more than 100 citizen deliberations around the country. The October 2005 By the People included citizen deliberations in 15 cities, from San Diego, California, to New Haven, Connecticut, focusing on either healthcare or education policy issues. On Saturday, August 20, 2005, 48 residents of Lancaster County gathered at Gere Branch Library in Lincoln to participate in a “Citizen Deliberation on Genetically Modified Food.” A citizen deliberation is a technique used to promote informed and thoughtful public discussion on public affairs or policy issues and a means for gauging considered (as opposed to off-the-cuff) public opinions. The Family and Medical Leave Act of 1993 (FMLA) permits eligible workers to take up to 12 weeks per year of unpaid leave for medical reasons—either their own or those of an immediate family member. In the case of personal medical leave, an employee is entitled to leave for medical conditions that constitute “serious health conditions” and that make an employee unable to perform the functions of his or her position. The FMLA statute defines “serious health condition” as: “an illness, injury, impairment or physical or mental condition that involves inpatient care or continuing treatment by a health care provider.” …
