Competing At The Frontier: The Changing Role Of Technology Policy In Singapore's Economic Strategy, Winston T. H. Koh, Poh Kam Wong

For an economy competing at the global frontier, an innovation-based growth strategy requires a well-developed technological infrastructure, a set of capabilities-focused technology policies, as well as an institutional environment that stimulates innovation and entrepreneurship. This paper examines the role played by science and technology policy in an economy's transition to an innovation-based growth strategy. We discuss the challenges governments face as they restructure economic institutions to deepen R&D capabilities and encourage technology creation. We review Singapore's experience in this regard and assess its ongoing efforts to remake itself to compete at the global frontier.

A principal objective of the welfare reform act of 1996 (PRWORA) was to encourage welfare recipients to obtain jobs rapidly, a strategy termed "Work First." Much analysis shows that Work First raises the incidence of direct-hire and—in a sizable minority of cases—temporary-help agency jobs among welfare clients. But the effect of these jobs on longer term labor market outcomes, such as labor force participation, earnings, and welfare recidivism, is unknown. Because welfare recipients who obtain jobs rapidly are positively selected from the pool of all Work First participants, a simple comparison of long-term outcomes among job takers and non-takers is …

The purpose of this analysis was to identify opportunities for eliminating unnecessary inconsistency and increasing consumer choice and control across Maine's personal assistance services (PAS) programs. Thirteen recommendations were made based on the findings which indicated that Maine PAS programs vary in the level of support they offer but the difference in support cannot necessarily be explained by differences in the level of need. Additionally, Maine PAS programs have been and are currently working toward increasing opportunities for expanding consumer choice and control over services.

This paper presents findings on changes in bus running times, on-time performance, and excess passenger wait times following implementation of transit signal priority in select bus corridors in the Portland metropolitan region. Analysis of the effectiveness of transit signal priority is often undertaken using simulation techniques or empirical studies that are either limited in scope and/or data availability. The present research uses an abundance of trip-level data collected from TriMet’s Bus Dispatch System. This cost-benefit analaysis of mine clearance operations in Cambodia was launched by the national regulatory and coordinating body, the Cambodian Mine Action and Victims Assistance Authority (CMAA) in cooperation with UNDP. The socio-economic benefits of mine action was assessed covering the period since the start of the programme in 1992, and a cost benefit analysis model developed for the use of the Royal Government of Cambodia and stakeholders involved in mine clearance.

The paper is an overview of English language publications that discuss what might be considered 'social' and 'cultural' geographies in Southeast Asia over the past two decades. We have strategically chosen two major themes that help us shape the mass of material into digestible strands: (1) the politics of social and cultural change; and (2) constructing identities. The former addresses various politics: the politics of nationhood; the politics of national development; the politics of cultural sites; the politics of urban change; and the politics of the global-local.

Today, public transport fares are reviewed annually and adjustments, if any, are capped by the “CPI + X” formula, where CPI is the change in the Consumer Price Index over the previous year and X accounts for the net effect of wage changes after deducting productivity gains. For the period from 2001 to 2005, X was determined to be 1.5%. While this mechanism has worked well in keeping public transport fares affordable, the formula lacks transparency and is not easily understood by the general public. This thesis examines President Ronald Reagan’s poverty discourse during his first term. Using the work of Walter Fisher, this study examines Reagan’s narrative rationality in constructing images of welfare recipients and the welfare system in the justification of his policies. By identifying links between Reagan’s rhetoric and the rhetoric of debates leading to the passage of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), this thesis supports Asen’s (2002) claim that Reagan created a "discursive context" that made passage of PRWORA possible. Moreover, the study suggests the utility of using Skowronek’s (1997) "Recurrent Structure of Presidential Authority" in …

This article critically examines the goal of minimizing transaction costs, including the costs of legal decision-making. This goal permeates the law and economics literature and has profoundly influenced public policy. While most transaction cost scholarship has focused upon private law, the minimization goal has strongly influenced public law, where it has contributed to a variety of legal changes aimed at reducing public transaction costs, often through privatization.

We argue that transaction costs purchase corollary benefits. They frequently enable those engaging in transactions to obtain information needed to correct for information asymmetries or inadequate information. They perform the functions of facilitating …
