On Thursday, February 24th, 62 randomly selected residents of Lincoln/Lancaster County, Nebraska participated in a discussion about economic growth and quality of life in the City of Lincoln. The event was termed “A Community Conversation: Future of Lincoln.” The participants were surveyed both before and after the event to measure their opinions and knowledge of topics related to Lincoln’s economic growth and quality of life.

The effort – from the briefing materials sent to participants beforehand to the group discussions to the opportunity to present questions to a panel of experts – was modeled after the Deliberative Polling® format developed …

Evaluating Sex Offenders Under Sexually Violent Predator Laws: How Might Mental Health Professionals Conceptualize The Notion Of Volitional Impairment?, Cynthia Calkins Mercado, Robert F. Schopp, Brian H. Bornstein

This paper examines the significance of the Supreme Court’s Hendricks and Crane decisions, with focus given to how mental health professionals may conceptualize the notion of volitional impairment. The Hendricks decision authorized postsentence civil commitment for sex offenders having a mental abnormality or personality disorder, rendering them likely to engage in future acts of sexual violence. In the Supreme Court’s majority opinion, Justice Thomas implied that the Kansas Act was legitimized by limiting the class of offenders eligible for this specialized form of commitment to those who are “unable to control” their dangerousness. Urban Studies and Planning Faculty Research Publications

Identifying a few indicators that summarily tracked key dimensions of neighborhoods would be invaluable for neighborhood monitoring and measuring impacts of interventions. Our goal is to search empirically for such robust, parsimonious indicators. In five cities we analyze the interrelationships among a broad set of census tract indicators related to: mortgage market activity; home prices; jobs and firms; demographic, socio-economic, and housing stock characteristics; crime; and public assistance and health. Through factor analysis we identify four to six neighborhood dimensions among these indicators that are common across cities. Using regression we identify a parsimonious number of indicators that are inexpensive, …

Since the September 11th terrorist attack, there has been an increased emphasis on understanding and modeling terrorists groups. While several efforts have focused on identifying transnational terrorists' centers of gravity (COGs), most of these efforts have proposed COGs using a traditional nation-state paradigm. In today's "global village", terrorist groups are no longer limited by locality and national boundaries. With the increasing threats from transnational terrorist groups, new paradigms and models are necessary to properly analyze today's, and tomorrow's, conflict. Stabilization and reconstruction operations are necessary to secure and maintain the peace in the aftermath of conflict. The complexities of nation-building involve many different but interrelated systems and institutions. The basic structure of a country may or may not remain; its political, economic, and judicial systems, cultural, educational, medical, and military institutions, and critical infrastructure all vitally contribute to the overall progression of stability and prosperity. Understanding the significance of the dynamic relationships between the forces in play during stability and reconstruction operations is paramount to the successful conclusion of such missions. This research project has two inter-related parts: (1) an assessment of the equity of implications of the emissions inspection program in the State of Oregon and elsewhere; and (2) an assessment of the impacts of the new trip permit program on vehicle operations. The study provides a better understanding of the benefits and equity impacts of the inspection program and the recent change to the trip permit system. The findings will be of use to Oregon, as well as all public agencies that oversee vehicle inspection programs throughout the country. In February 2003, in an effort to expand Medicaid coverage within tight fiscal constraints, the Oregon Health Plan (OHP) underwent a significant redesign of benefits, cost-sharing and premium structure. The OHP2 redesign resulted in two tiers of coverage, OHP Plus and OHP Standard, and a premium subsidy program. The OHP Plus benefit package and cost sharing structure is similar to the original OHP and serves the federally-mandated Medicaid populations: children and pregnant women, low-income elderly and individuals meeting the SSI definition of disability. OHP Standard, designed for Oregon’s expansion population,1 includes a reduced benefit package, expanded co-pays and increased premiums. …

To encourage employment for individuals with disabilities, the Social Security Administration (SSA) offers special provisions that limit the impact of work on Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI) benefits. These provisions are called work incentives and include the Plan to Achieve Self-Support (PASS), Impairment-Related Work Expenses (IRWE), and Blind Work Expenses (BWE).

Approximately 18 million people in the U.S. have diabetes. Diabetes in and of itself does not necessarily qualify any given individual for disability services. The Anti-Personnel Landmine Regulation mandates an overall assessment of all EC mine action every three years. This report contains the first such assessment for the period 2002-2004. The total funding by all EC budget lines for 2002-2004 for mine action was about 116M, of which the horizontal mine action budget line was nearly 40% at 45M. The total for the same period for all EU mine action, including contributions by Member States, was about 410M, of which the dedicated budget line is just 11%. Since Sept. 11, 2001, there has been great interest in the military and intelligence communities in using Social Network Analysis (SNA) to support the disruption and destruction of global terrorist networks. SNA results, however, tend to be descriptive and are limited due to the lack of advantageous properties of the relationship measures applied to the arcs in a social network. Further, SNA techniques generally focus on a single network context while real relationships are based in multiple contexts. This thesis develops a new proxy measure of pair-wise potential influence between members of a network, a Holistic Interpersonal Influence Measure (HIIM). …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.
