Towards the end of fiscal year 2004, the Massachusetts Department of Transitional Assistance (DTA), the state’s welfare department, initiated eight pilot programs to better serve homeless families, to end the state’s reliance on placing families in hotels/motels, and to enable families living in motels to move into stable housing as quickly as possible. These initiatives were created in reaction to the unacceptably high number of motel placements of homeless families (about 600 in 2003). Motels do provide a needed alternative when emergency shelters are full, but they are a political, fiscal and moral liability. In 2004, DTA, in partnership with …

A central objective of the Homelessness Prevention Initiative (HPI) is to generate information for state policymakers on viable statewide approaches for investing in homelessness prevention. Therefore, to contextualize the policy relevance of HPI evaluation findings and to add to the strength of recommendations, the evaluation team has systematically explored examples of community-wide homelessness prevention efforts already underway in Massachusetts and in other parts of the country.

We selected communities that met the following criteria:

• The prevention network included an entire county, city, region or state.
• Cross-organizational resource-sharing, policies and interventions were in place.

While elders tend to prefer to “age in place,” they often have reason to consider residential alternatives. Declining health and loss of social supports invite elders to consider modifying their homes or moving to other settings that are less demanding and more supportive. Residential adjustments of elders are often a family issue. Among middle-aged adults, worry about the safety of aging parents in their residential environments is widespread. Also common is frustration among adult children about their difficulties in persuading parents to make recommended residential adjustments.

This report first provides an overview of the statistical data on women in prisons in the U.S. over the past two decades. It pays particular attention to the literature on the effects of mothers' incarceration on their children and the gradual recognition of the emotional, economic, and legal consequences for families when parents, especially mothers, are incarcerated. When viewed in this broad context it becomes clear that the concerns and challenges families face extend beyond the perimeters of a single agency or policy area. This research is focused on the importance of logistics capability and its effect on firm performance in the e-commerce market. Technology-based net companies are known to have poor business network and infrastructure compared to resource-based traditional non-net based companies. A multiple-item logistics capability measurement scale is used to measure logistics capability of the firm. Firm performance is also measured by multiple items. The results indicate that logistics capability has a positive relationship with firm performance and this relationship is stronger for net based firms than for non-net based firms. The first issue of the Journal of Transportation Management (JTM) was published in the Fall of 1989. This new publication was to provide an outlet for research and writing of a practical nature, of direct benefit to logistics and transportation managers and their firms. Since that first issue, the Journal has weathered three sets of editorial staff that have collectively produced sixteen full or partial volumes. This article provides some of the history of the JTM and an analysis of some of the characteristics of its contributors during the tenure of its third and current editor, Jerry Wilson.

The constantly evolving logistics discipline confronts practitioners with the challenge of keeping pace with the many advancements in the field. The authors examine ways in which logistics trainers may be able to improve their ability to effectively convey knowledge to logistics practitioners by supplementing the traditional lecture-based approaches with active learning exercises. The results of a recently conducted survey detailing current usage levels and approaches of active learning exercises, specifically simulations, by logistics educators is then presented. This research project looks at one strategy to address the safety of older drivers, vehicular modifications. Specifically, a video demonstrating low-tech, low-cost features that may alleviate some driving challenges was produced to determine whether viewing the video would increase awareness of and motivation to use those features. Prochaska and DiClemente’s Transtheoretical Model of intentional behavioral change provides the theoretical framework for this study. This model posits five stages of change, a continuum over which the individual becomes more receptive to taking action.

Population trends for 1095 species listed as threatened and endangered under the Endangered Species Act were correlated with the length of time the species were listed and the presence or absence of critical habitat and recovery plans. Species with critical habitat for two or more years were more than twice as likely to have an improving population trend in the late 1990s, and less than half as likely to be declining in the early 1990s, as species without. To this end, assessments are conducted to reduce vulnerability. The literature offers multiple definitions of vulnerability and measurement has not been adequately addressed. Thus, the purpose of this research has been to develop and deploy a systems-based model that quantifies vulnerability to critical infrastructure. The federal government supports the use of collaborative service planning for many federally funded programs. While there are anecdotal studies supporting community collaboration, its use has not been adequately evaluated. This study provides exploratory information regarding the relationship between successful collaboration and outcomes for children and families.

Data were collected from six Michigan communities using a survey tool sent to all members of the six community Family Coordinating Councils. The tool was designed to measure eight factors seen in successful collaboration. The respondents evaluated their own collaborative council on these eight factors.

This study evaluated the use and effectiveness of the Xeriscape Conversion program, dubbed the “Water Smart Program,” administered by the Southern Nevada Water Authority. The Conversion program is used by five water purveyors throughout Southern Nevada. Because of phenomenal growth in the area, water has become one of the most valuable resources. With its limited availability, conservation has become the logical solution to ever increasing demand. There is a paucity of literature on how treatment programs for mentally ill prisoners are developed. Federal mandates require that services to mentally ill prisoners be comparable to what is offered in the community. Planners, therefore, must find ways to provide treatment programs that produce that outcome.

This research identified the most important factors that affect treatment program development and implementation to aid planners in designing treatment programs for mentally ill prisoners. The individuals who negotiated the peace agreement that ended the war in Bosnia and Herzegovina considered ethnicity to be the most salient division within Bosnian society. Consequently they organized Bosnia's political structure around ethnic representation. While it is doubtful that peace in Bosnia would have been possible without guarantees for ethnic-based political representation, such guarantees have proven insufficient for building a functioning, stable, and cohesive state. This article analyzes the role that Bosnia's political framework, which focuses exclusively on ethnic representation, has played in impeding the development of a significant cadre of moderate political actors and in hindering the success …
