Adoption Of Riparian Forest Buffers On Private Lands In Nebraska, Usa, Peter Skelton, Scott J. Josiah, James W. King, James R. Brandle, Glenn A. Helmers, Charles A. Francis

Pesticide and nutrient runoff from agricultural fields is a socio-environmental problem in the Midwestern United States. Riparian forest buffers (RFBs) are a proven conservation practice that effectively manage this problem, though adoption rates are low. A mail survey was conducted to determine differences between adopter and nonadopter characteristics and attitudes with regard to the use of RFBs. Data were collected from 48 RFB adopters and 261 RFB nonadopters in two Nebraska watersheds. Inferential and multivaririate statistics were used to identify differences between adapter status and producer status groups. About half (50.8%) the respondents were nonproducers. Successful distance learners and entrepreneurs may be similar in that they seek out and capitalize on opportunities and marshal resources to achieve their goals. Further, entrepreneurial behavior is a vital asset in the rapidly changing global knowledge economy of the 21 st Century. This paper presents a theoretical framework for examining the characteristics of successful distance learners through the lens of entrepreneurship. The proposed theoretical framework suggests a relationship between the entrepreneurial personality, which is the combined score of locus of control, need for achievement and risk taking propensity, with success and persistence in the academic environment. School Choice Demonstration Project

The District of Columbia School Choice Incentive Act of 2003 was passed by Congress in January 2004. The Act provided funds for District of Columbia Public Schools (DCPS) improvement activities and charter school facility acquisitions. Most notably, the statute established what is now called the DC Opportunity Scholarship Program―the first federal government initiative to provide K-12 education scholarships, or vouchers, to families to send their children to private schools of choice.

In the Lake View v Huckabee school funding lawsuit, the Arkansas Supreme Court found the state’s school funding system unconstitutional because it did not provide an “adequate and equitable” education to all students. In light of the court’s ruling, this paper addresses the adequacy of the Arkansas system by examining levels of expenditure, teacher salary levels, and school performance. Further, this paper highlights the level of equity within the state of Arkansas as compared to other states in the nation using the Federal Range Ratio, the Coefficient of Variation, and the McLoone Index. Using the theoretical concept of ‘policy entrepreneurs’ in public policy, this study draws on interview data from six key figures in a controversial city debate, to examine the impact, role, and characteristics such entrepreneurs have in policy making in city politics. This paper begins by providing an overview of public problems and the concept of policy entrepreneurs in relation to their role in the agenda setting process of policy formation. The nursing workforce shortage faced by long-term care providers stems from factors both outside and inside the organization and operation of long-term care services. The nursing shortage diminishes quality of care and increases the costs of providing services. Migrant and seasonal farmworkers are an integral support to the nation's agricultural industry. Nearly three million workers earn their living through migrant or seasonal farm labor. Migrant and seasonal farmworkers and their families confront health challenges stemming from the nature of their work, their extreme poverty and mobility, and living and working arrangements that impede access to health coverage and care. This brief provides an overview of migrant and seasonal farmworkers and the health challenges they face and considers options for improving their health coverage and access to care.

Medicaid has touched the lives of half of all of the low income young adults of prime military service age. The roots of Medicaid's unique child health eligibility and coverage policies can be traced to a seminal, 1964 government study entitled One Third of a Nation: A Report on Young Men Found Unqualified for Military Service. This study analyzed the underlying causes of the astounding 50 percent rejection rate among the young men drafted into the military in 1962. It documented pervasive evidence of treatable and correctable physical, mental, and developmental conditions, and its findings influenced the course of Medicaid …

This article provides a historical perspective of American roadway financing. It explores revenue collection and expenditures at the federal, state, and local governmental levels. Accounting practices of the Highway Trust Fund are discussed including the enactment of the Truth in Budgeting Act to shift revenue collection closer to a direct-user tax. Factors affecting roadway tax revenues are identified and the impact of increasing taxes is discussed. Four key considerations which will continue to shape roadway revenue collection are identified.

In its early days, the international air express industry was synonymous with on-board couriers, carrying bags of documents on commercial flights. The industry has changed dramatically. That initial focus on documents has widened into the transport of packages and freight, carried by fleets of fully owned or dedicated aircraft, trucks, trains and delivery vans. The bulk of the business is dominated by 24-hour guaranteed and next-day deliveries. “Every day, hundreds of thousands of employees serve the distribution needs of an increasing number of businesses worldwide from one region to another” (European Express Association, 2002). The high unemployment rate and barriers to employment experienced by people with disabilities are well documented.
