The scope of the study was to investigate the factors and issues associated with installing a mix of renewables — wind, solar, wave and tidal/current power generating facilities — with a combined output of between one and ten megawatts at sites on or around five of the Boston Harbor Islands. The number of children in foster care continues to grow. Unfortunately this increase in children is far greater than the number of foster families available. Children are being placed in homes in which the race of the foster parent is different from that of the foster child. Legislative policies have also been enacted to eliminate discrimination in foster care placement. This study is designed to explore the impact of transracial foster care on adolescent children’s racial identity and self-esteem. Scholars and practitioners working with protracted conflicts in polarized communities have long recognized the complex dynamics between intragroup disputes and intergroup relations in these settings. In fact, the multitude of factors interacting within and between groups in these conflicts, and their tendency to change over time, largely contributes to their intractable natures. Unfortunately, the ability of scholars to conduct research on such dynamic phenomena has been largely constrained by the atomistic, linear approach of traditional research models and methods. The U.S. Forest Service (USFS) has implemented the Healthy Forests Initiative (HFI) (2002), which streamlines the NEPA process for proposed forest fuel reduction projects. A key question is whether the USFS’s streamlined NEPA process produces an adequate environmental document and fulfills regulatory requirements. This thesis evaluates whether the streamlined approach practiced by the USFS under the HFI satisfies the NEPA requirements. A review of four streamlined documents assesses whether these requirements are met. A non-conforming zone change, sometimes known as a non-conforming zone boundary amendment is a proposed request that is not within the range of residential densities and/or non-residential intensities indicated on the applicable land use plan map, master plan, or concept plan. This is an exploratory study about charitable gambling in Nevada. In the 1990 General Election, the voters of Nevada passed Question 2, which amended the Nevada State Constitution to allow lotteries to be operated by charitable organizations for fundraising purposes.1 Up to this point in time, lotteries of all kinds were banned by the Nevada Constitution since its passage in 1864, during Nevada’s first legislative session. Following the 1990 General Election, the Nevada Legislature approved Assembly Bill (A.B.) 449 in 1991 which enacted by statute the parameters for operating a charitable lottery. This study aims to contrast affordability and quality of life as factors of attraction and retention of workforce and businesses in Northeast Ohio’s metro areas with comparable regions across the country. The study is limited to reliable and available data for 36 metropolitan areas from 27 states. As presented, this study serves two purposes: it allows us to compare Cleveland to other metro areas in selected indicators,1 and it creates a valuable database of variables and indicators on affordability and quality of life in 36 metro areas.

What is an employment center? McMillen (2003) defines an employment center as a “concentration of firms large enough to have significant effects on the overall spatial distribution of population, employment, and land prices.” Bogart (1998) sees employment centers as a collection of small open economies in a metropolitan area that specialize and trade with each other. Technically speaking, an employment center is a geographic area that exceeds a threshold employment density (employees per square mile) and a threshold employment level.

Welfare Reform, Saving, And Vehicle Ownership: Do Asset Limits And Vehicle Exemptions Matter?, James X. Sullivan

This paper examines whether AFDC/TANF asset tests affect the asset holdings of low-educated single mothers, exploiting variation in asset limits and exemptions across states and over time. There are important reasons to examine vehicle assets in this context. For example, vehicles make up a very significant share of total wealth for poor families, and the variation in vehicle exemptions over time and across states far exceeds the variation in asset limits. Consistent with other recent research, I find little evidence that asset limits have an effect on the amount of liquid assets that single mothers hold. However, I find evidence …

During the past few decades, the populations of many U.S. and European cities have shown the same residence and workplace mobility patterns: Annually, approximately 10 percent of the population changed residences and approximately 20 percent of employed workers changed workplaces within the same metropolitan area. According to a U.K. transportation panel survey, annually, about 20 percent of commuters changed their commute mode.

Even though the Seattle metropolitan region experienced a substantial amount of residential and workplace mobility and a boom in employment and population in the 1990s, the morning commute time and distance was roughly constant. To explain this situation, …

With this study, a cross disciplinary team of the Center for Construction Policy Research has taken a first and significant step in documenting employee misclassification in the Maine construction industry. This report documents the dimensions of misclassification and its implications for tax collection and worker compensation insurance.

Misclassification occurs when employers treat workers who would otherwise be waged or salaried employees as independent contractors (self employed). Or as one report commissioned by the U.S. Department of Labor put it, misclassification occurs “when workers (who should be) getting W-2 forms for income tax filing instead receive 1099-Miscellaneous Income forms."
