Kellogg Foundation Chooses Nebraska Initiative For National Grant: Hometown Competitiveness, Jeff Yost

Lincoln, Nebraska, USA—HomeTown Competitiveness, a Nebraska initiative currently working in seven counties and communities in Nebraska, has been chosen as one of six recipients of grants provided through the W. K. Kellogg Foundation’s 75^th Anniversary Entrepreneurship Development Systems for Rural America.

The $2 million award, over three years, was approved by the Kellogg Foundation Board of Directors meeting at Battle Creek, MI last month. More than 180 applications were received for the grants to develop six national models in rural entrepreneurship.

The Department of Energy has set forth a proposal to use an Alternative Landfill Design (ALD) for the Mixed Low Level Waste disposal facility, in Area 5 of the Nevada Test Site in place of a traditional engineered liner for the facility. The purpose of this thesis is to examine the impasse between the DOE and the State of Nevada regarding the proposal of placing a traditional liner versus the alternative landfill design, using a case study method to provide recommendations to policy makers and the NTS CAB. Ground level ozone is an air pollutant that affects people of all ages and origins in many urban areas including the Las Vegas Valley. The purpose of this study is to examine the best strategy to minimize tropospheric ozone generation through using a system dynamics approach via LUTAQ is used to formulate a solution to the reduction of ozone in the Clark County non-attainment area. By increasing housing density, decreasing average distance per trip, and decrease average number of trips per person per day is the most effective strategies to improving ozone levels in Las Vegas Valley.

Contributing to the research on the topic of the media, public opinion, and public policy, this research investigated the question: Given the environment's relatively bipartisan backing and the public's support for a stronger environmental protection agenda, how can an environmental policy direction apparently incongruent with public opinion be maintained?

The method of answering this larger question was to examine the dynamic among public opinion, the media, and environmental policy, focusing specifically on the media's agenda-setting and framing functions. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

The Greek Cypriots made a clear choice to reject the Annan Plan for their country in a referendum in April 2004. The Annan Plan offered a dichotomous choice to the electorate to accept or reject a federal solution to reunite Cyprus. In this paper, the author investigates the Greek Cypriot population’s preferences for a solution to the Cyprus Problem by performing multivariate analyses of data obtained from one thousand Greek Cypriots following the April 2004 referendum. The analyses find that preferences for solutions are a function of age and attitudes towards the ability of the two communities to interact successfully. …

This study examines and critiques the discursive construction of a Hobbesian “war of all against all” in North American commercial news magazines. The prevalence of war metaphors and related adversarial news schemas is documented over a twenty year period, from 1981 to 2000, through an analysis of TIME and Newsweek, along with their Canadian counterpart Maclean’s. After documenting the pervasiveness of these discursive constructs, the paper discusses the underlying causes and potential consequences of these patterns in commercial news discourse. The purpose of this study was to analyze Indiana school superintendents' perceptions of the impact of the recent changes in Indiana school funding on local school districts. Indiana school superintendents' perceptions of whether the 2003 Budget Bill (HEA 1001) impacted school district personnel, educational programs, facilities, and transportation differently because of assessed valuation per student and student enrollment were tested. Differences in superintendents' perceptions because of years of superintendents' experience were also tested. The State of Indiana passed alternative education legislation in 1997 to meet the needs of at-risk students who were not succeeding in the traditional school setting. The number of alternative education programs and schools in Indiana had increased 28% from the 1997-1998 academic year to the 2004-2005 academic year. Developed forest camping has received little attention in the recreation research since the late 1960s and early 1970s. Changes in socio-demographics, technology, and the publicâ s expectations for amenities over the past forty years suggested that the nature of the developed camping experience may have changed. The purpose of this study was to confirm the factors contributing to the scarcity of eligible, licensed applicants for the superintendency, and to confirm what barriers existed for those choosing to consider the superintendency as a career. Of the responding participants, Indiana public school superintendents, 67%, and licensed superintendents who are not currently serving as a superintendent, 45%, responded to eleven identified barriers, six factors that superintendents may face in the political arena, and five factors of stress. This paper presents data concerning the effect uniformed police officers have on attitudes towards the police and fear of crime within the high school setting. Two identical surveys were administered to 522 high school students at two periods during a school year. The primary purpose was to determine whether placing uniformed police officers, called School Resource Officers, in high schools would improve attitudes towards the police and reduce the fear of crime. Although opinions towards the police were positively affected and the fear of crime was reduced, neither was affected significantly. The primary implication drawn from this research is that …
