Health care providers in Polk County are faced with increasing numbers of low-income, uninsured patients who do not have the resources to pay for their health care out of pocket. At the same time, state and local funding sources are limited, and are insufficient to ensure that these individuals have access to the health services that they require. Community leaders are extremely interested in developing information to understand the magnitude of the uninsured problem in Polk County and to identify health care delivery strategies to better serve this population. 以長江三角洲為依託的上海，在90年代以來進入了高速發展的軌道， 自92起上海的生產總值實際增幅均達雙位數，並超過全國總體增幅。上海無論是從城市規模、人均GDP、城市產品在國內或國際市場上的佔有率、利用外資規模，還是從城市知名度、城市影響力、城市創新能力上衡量，都已成為目前中國城市競爭當之無愧的領頭羊。中共十六大以來，中央政府對上海的發展提出了新思路，從而使上海建設世界級城市的設想浮出水面。上海要建設成為世界級的城市，上海要成為中國經濟發展的引擎和龍頭，這已經成為上海明確的城市定位和發展的方向。上海的繁盛和飛速發展已引起海外的廣泛注意，也引來了罛多的投資者：去年上海引入的直接投資協定額增五成六，實用額增百分四，均高於全國平均增幅。其中累積到今年9月份，台商的合同投資已達77.17億美元，今後幾年隨跨國公司及台商踴躍投資大型專案，估計引資增幅將持續高於全國水平。上海經濟的快速發展和上海對長江三角洲這一中國經濟龍頭地帶的巨大輻射力，使上海對台商投資呈現出愈來愈強大的吸引力。台商在對上海及以上海為中心的長江三角洲的投資經歷了若干發展階段以後，正呈現以相對單一到相對多元，由低層次到較高層次的投資結構轉化的趨勢，因此，筆者相信台商對上海及長三角地區的積極投入將會進一步對上海發揮巨大的經濟龍頭作用，產生積極的影響和作用。

Evaluation of government-funded programs is essential to identify ways in which initial funding makes an impact and programs can improve. The purpose of this study was to understand the value of the North Central Region's Sustainable Agricultural Research and Education (SARE) grants operated through the United States Department of Agriculture, from their inception through 2002. Using both quantitative and qualitative data, impacts were explored from the perspective of former grant recipients. Survey data were collected from 171 former SARE and 33 interviews conducted with grant recipients who represented three different grant "families"--researchers, producers and educators. In 2002, with support from The Commonwealth Fund, the National Public Health and Hospital Institute (NPHHI) created a consortium of safety net hospital systems to work together to address common concerns regarding the care of patients with diabetes. As part of that project, NPHHI conducted a survey of patients with diabetes who received at least some of their care from four Consortium hospital systems: Cambridge Health Alliance; Community Health Network of San Francisco/San Francisco General Hospital; Cook County Bureau of Health Services; and LSU/Medical Center of Louisiana at New Orleans. This study provides a detailed description of the one-stop permit and plan review center, an organizational innovation that is being introduced in numerous U.S. cities to improve governmental performance. The change represents a streamlining of local development review and code compliance functions.

Utilizing a qualitative methodology, the research records this one-stop application's diversity of form, contrasts it with the system it replaces, explores therationale and process that led to its adoption, and enumerates its useful features. This paper analyzes autobiographical essays from women who work as social service workers in child-protection agencies. Working long hours in relatively low-paying jobs, these women have limited prestige and autonomy and increasingly, come under close scrutiny and public criticism. They are clearly exploited in terms of the emotional and "mothering" labor they are expected to perform and are held personally accountable for daily decisions that could have dire consequences for the children they serve to protect. Youth and young adults who are injection drug users (IDU’s) often live and survive in physical and emotional environments that are associated with negative behaviors and outcomes. Past environmental and social factors, such as participation in social welfare systems or institutionalization in foster care or juvenile hall, have been found to be associated with IDU-involved young adults’ health behaviors when they become older. Social networks, which include drug, sex, or hangout networks, may influence their health outcomes and behaviors. The 1981 Nevada Legislature reduced property tax rates in what is known as the “Tax Shift”, whereby cities and counties received less property tax revenue and more sales tax revenue. Nevada made this change to mirror California Proposition 13, along with over forty states nationwide. Furthermore, the property tax rates that could be levied by local governments were “capped.” Nevada also became the only state to depreciate improvements (buildings) in determining the value of property (Tax Topics, 2001). U.S. federal and state governments involve faith-based agencies in public administration by contracting with them to implement social service programs. How can Catholic social service agencies effectively compete in procuring these social service contracts and securing the program funds? To answer this question,a leadership model applicable to Catholic social service agencies was proposed. Four strategy constructs, evolving from the literature review, comprised theleadership model. Structural and financial inadequacy of Canada's retirement income system, especially with respect to income support benefits (i.e. Old Age Security), are often identified as one major reason unattached senior women experience poverty. While it may be compelling to blame low benefit levels and changing eligibility requirements, particularly because 'crisis' policy discourses have influenced questionable restructuring over time (i.e. the clawback), this paper argues that this is too simplistic of an account of the relationship between these women's poverty and the retirement income system. I first discuss theories that have arisen out of the sociological and policy discourse on urban poverty and the research that supports and challenges these theories. I then review current public housing initiatives and discuss the impact of these theories on current housing policy.

How do deliberators reason together on what is best? Planners, policy analysts and community developers should know how to recognize the validity of participatory deliberations claimed to give groups voice in policy decisions. Policy analyses have lost power in the face of postmodern critiques of objectivity. Practical policy analyses require more than objective validity for they express results of what Jürgen Habermas refers to as normative rationality. This study followed John Forester's recommended research agenda for rigorous empirical analyses of policy process deliberations using Jürgen Habermas' Theory of Communicative Action.
