While 2-1-1 systems are being planned and implemented across the United States, policymakers and other stakeholders must weigh the costs of implementation against the perceived benefits. How do proponents of 2-1-1 systems present the benefits of their systems? This article will address two issues: examining the variety of ways that 2-1-1 systems benefit their communities and suggesting methods to measure those benefits.

The One Family Scholar Project provides resources and financial support to low-income and formerly homeless women who are pursuing educational goals. This unique project faces many challenges as it seeks to strike a balance between serving as a traditional scholarship program, which solely offers financial support, and operating as a supportive educational program designed to help women and families make life and system changes. By design, the Scholar Project is quite different from traditional financial support programs. Global warming and resulting climate change present the world with major and potentially devastating challenges. China is among the countries that will suffer the effects of climate change. Although its per captia emissions of pollutants causing global warming remain relatively low compared to the world’s richest countries, China is now the second largest global polluter, and in coming decades it will overtake the United States as the world’s largest polluter of the global atmosphere. The present report is the fourth in the annual series begun by that initial study; it extends the time period covered through 2002, and expands the number of individual cities and towns for which data on subprime refinance lending are provided to 108.

Although motivated by a concern with predatory lending, this study and its predecessors – like all of the other quantitative studies of which I am aware – analyzes and reports on lending by subprime lenders. This paper analyzes the political economy of the livestock sector in two Indian states, Andhra Pradesh and Orissa. The aim is to identify politically feasible interventions that could have broad positive effects on poor rural livestock producers in these states. To that end, the paper assesses the relationship between land, livestock, and poverty, describes the organization of the sector, and analyzes the political and bureaucratic interests shaping livestock policy.

When James Anastos, a transgender man, turned 21 and moved into a residential living environment for the neurologically impaired in Staten Island, his male gender identity became a problem. "Being transgender, they told me they could have me put away if I dressed like a boy. They didn't like the way I dressed—all boys' clothes," he told me during an interview.

Characterizing Human-Tiger Conflict In Sumatra, Indonesia: Implications For Conservation, Philip J. Nyhus, Ronald Tilson

Human-tiger conflict occurs in Indonesia but there is little recent information about the scope of the problem, and adequate policies are not in place to address the conflict. Published and unpublished reports of conflict between Sumatran tigers Panthera tigris sumatrae, people and their livestock were collected and analysed to characterize the extent, distribution and impact of human-tiger actively conflict on the island of Sumatra, Indonesia. Reportedly, between 1978 and 1997, tigers killed 146 people and injured 30, and killed at least 870 livestock. Conflict was less common in protected areas and more common in inter- mediate disturbance areas such as …

In 2005 Medicaid will turn 40, a momentous event in the life of the largest and most complex of all means-tested public entitlement programs. Since 1997, Medicaid has co-existed with the State Children’s Health Insurance Program (SCHIP), a small program which covers a fraction of the number of Medicaid enrolled children but whose legislative structure looms large against its much beleaguered companion. To the unpracticed eye, SCHIP and Medicaid appear to be quite similar in design; in reality however, their differences could not be more profound, and it is in these differences that clear directions for Medicaid’s possible future become …

We feel there is a need for opportunities for clinical and administrative faculties to connect with students in a way that can fit into the very busy schedules of both students and faculty/staff. Our plan is to use the Student Portal currently being developed by the Office of Academic Technology. There, one click would connect students to faculty/staff profiles where the student could query topics of interest and then email selected faculty and staff. On Saturday, January 24, 2004, a random sample of rural Nebraskans participated in a national dialogue about America’s national security and involvement in Iraq, and international free trade as one of ten communities (and the only rural community) selected to participate in MacNeil/Lehrer Productions’ By the People Citizen Deliberations. The Deliberations were videotaped by Nebraska Educational Television and will be included in national and state televised broadcasts. Participants in Nebraska and in the other communities completed surveys to measure their opinions about America’s security interests, the intervention in Iraq, and trade policies.
