At the forefront of education research and policy agendas is an effort to ensure that all children, especially those in low performing, high-poverty schools, get a quality education. The question of which programs and strategies are most effective in reforming K-12 education is complex. School administrators and policymakers throughout the nation are seeking strategies that will help all students to achieve mastery of basic grade-level academic skills as measured by standardized tests. This brief summarizes current research on the characteristics of effective schools and effective teachers. The final ruling in the 1992 Lake View School District case was upheld by the State Supreme Court in November 2002 in a decision known as “Lake View III.” The ruling found that the school system for Arkansas failed to meet the mandate in the Arkansas Constitution requiring that the State provide a “general, suitable and efficient system of free public schools equally available to all" (Article 14, § 1) and required that the legislature develop remedies by January 1, 2004. The movement for academic indigenization has been growing swiftly in the social science fields over recent decades. From a historical, sociological perspective, for example, Lee (2000) recognizes that Western social sciences were implanted in East Asian countries like many other developing societies where there were abundant cultural traditions and indigenous frameworks of understanding human interrelations. As early as the 19th Century, several Chinese intellectuals had called for “Eastern Way and Western Technology” or “Chinese Body and Western Utility” in their search for solutions to “saving the nation” from feudal corruptions and imperialist invaders. The GICHD Study of Mechanical Application in Demining is published after two years of research. The study puts the spotlight onto the use of machines as part of worldwide efforts to clear land mines. It looks at how machines work, the physical interaction between the machine tool, the ground struck, and the effects on the mines and UXO. The main roles for machines - potential for clearance, area reduction, and ground preparation - are explained, giving a description of each methodology, and illustrating these with actual case studies from the field.

Developments in mathematics and social theory and in techniques of communication and computation have brought network analysis to a state where it can be practically applied over a broad spectrum. Surprisingly, this mode of analysis has not been adopted by practitioners and scholars of peace and conflict studies to the extent that it ought to be. Examples of types of analysis that could have important applications are given, using network concepts such centrality, structural equivalence, and regular equivalence.

This theoretical paper derives inspiration from former Czech President Vaclav Havel and lessons from “learning organizations” to guide government executives in helping develop shared meaning among constituents, interest groups and public employees. Such shared meaning is seen as a framework for policy decisions and implementation. American civil society, like learning organizations, is understood as broadly interdependent and continuously changing, with conflict both latent and overt. Leadership is defined in contrast to management and administration; government leadership is compared and contrasted with learningorganization leadership. Strengths, weaknesses and political costs of various approaches are considered. It is argued that successful publicsector leaders …

Recurring incidents of school violence indicate the need for effective school crisis plans with unique strategies. Acts of international terrorism combined with highly sensationalized school shootings, although rare but significant, generate demands for additional measures of school safety. This study was designed to investigate the status of crisis preparedness in Indiana schools. The study attempted to determine the adequacy of school crisis plans based on state and federal recommendations for school safety. Organizations may view outsourcing as a way to manage risk. We developed a decision-analytic approach to determine which risks the buyer can share or shift to vendors and which ones it should bear. We found that allocating risks incorrectly could increase costs dramatically. Between 1995 and 1998, we used this approach to develop the request for proposals (RFP) for the US Department of Energy’s (DOE’s) privatization initiative for the Hanford tank waste remediation system (TWRS). In the model, we used an assessment protocol to predict how vendors would react to proposed risk allocations in terms of their actions and their …

The immediate job of project evaluation is to decide what worked and what didn’t. However, the more challenging task is making sense of why success or failure occurred and in so doing to propose appropriate future action. Effective evaluation of conflict resolution initiatives is complicated since interventions involve multiple goals and cross-level connections where indirect effects are often not seen in the short-run. This paper argues that there is no single best instrument or method for evaluating the extent to which conflict resolution practice has been successful. However, this does not mean that evaluation should be ignored. Instead projects need …

This article explores the possibility that an analysis of racism in the United States and sectarianism in Northern Ireland inspired by literary, psychotherapeutic, religious and philosophical conceptions of metaphor might yield new insight into the two situations by attending carefully to similarities and differences between them. Following brief summaries of the current state of racism in the U.S. and sectarianism in Northern Ireland, the article offers two perspectives from the field of psychotherapy that seem particularly germane to both situations. This article offers a group relations perspective of conflict and conflict transformation and explores how conflict manifests on the individual, interpersonal, group, and inter-group levels. Conflict and aggression are defined as normal aspects of the human condition. Current theories and practices in the field of conflict transformation tend to be more rationally based. The author uses concepts from psychoanalytic theory, such as defense mechanisms; and concepts from open systems theory, such as task, role, boundaries, and authority, to argue that in order to transform conflict, it is essential to understand the non-rational and often unconscious emotional elements that operate in …

This assessment report shows that SARP has faced considerable political and logistical difficulties during its two years of operation. As a result, there is little doubt that the delivery rate has been low for a project of this size. There are a number of reasons for this that relate to the original programme design, the political situation, the role of UNDP COs, the involvement of other international actors, the management of the programme and the role of BCPR.

The initial focus of this study is to identify the dominant culture of Nevada hospitals and to determine whether hospital organizations in Nevada share similar corporate values and beliefs. If differences exist, what are the distinctions in those organizations that make them different? The competing values framework was used to diagnose four corporate culture types of each hospital. The clan culture possesses high affiliation and concern with teamwork and participation. The developmental culture is based on risk taking, innovation, and change. The hierarchical culture reflects values and norms associated with bureaucracy. The rational culture emphasizes efficiency and achievement (Quinn & …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.
