The swollen creeks of Boulder, Colorado provided a fitting backdrop for the “Water, Climate and Uncertainty” conference at the Natural Resources Law Center of the University of Colorado in June 2003. Recognizing the importance of providing a forum for discussions between water managers, lawyers, policy makers, and scientists, Doug Kenney, the conference's organizer, assumed the responsibility of master of ceremonies, providing thoughtful transitions between speakers and sessions while throwing some humor into the mix. On 10th June 2003, [demining group] EOD Team Echo 3 were conducting a clearance operation on a building used by the Iraqi Forces to store ammunition of mixed natures. At approximately 10:35hrs, a fierce fire was detected outside the building immediately after the demolition by detonation of 2 Sagger missiles. Medicare has a long history with private health plans, most importantly the 1997 creation of the Medicare+Choice (M+C) program. The objectives of M+C included expanding the types of plans available to Medicare beneficiaries, increasing payments to plans in low-cost areas, and fostering competition among private plans. HMOs have left the M+C program in large numbers. Although many private M+C plans perform well compared with fee-for-service Medicare on selected preventive health measures, on other measures—including access to care, stability of providers, simplicity of benefit structure, and costs to the Medicare program—the history of M+C is less positive.

Institutional Disarticulation : The Changing Educational Governance In Post-Handover Hong Kong, Y. K., Anita Poon, Yiu Chung Wong

CAPS Working Paper Series

This paper reviews the educational governance in the post-handover Hong Kong SAR by using a five actor theoretical framework, namely colonization, de-colonization, neo-colonization, re-colonization and globalization. The paper argues that, similar to the overall political governance in Hong Kong, the educational governance has been encountering institutional breakdown since the handover in 1997. However, the resulting chaos in the education sector could be comprehended through the perspectives of re-colonization and globalization.

Présence Francophone: Revue internationale de langue et de littérature

This paper is illustrative of the conflict of languages in a sociolinguistic landscape. It asserts that in French-speaking world, notably Black Africa and the West Indies, politics in collusion with French language policies work for the imperceptible, but gradual disappearance of vernaculars on behalf of the prestige of French language. The International Organization of "Francophonie" is depicted as being instrumental in the ongoing strategy. The article ends up suggesting criteria for a harmonious cohabitation of languages in the above-mentioned ommunities.

In order to serve rural and urban 4-H members, 4-H relies heavily on adult volunteer leaders. Dramatic rural-to-urban shifts in Nebraska's population base have resulted in 4-H becoming more heavily reliant on urban adult 4-H volunteer leaders than ever before. Assumptions about volunteer motivation, recognition, and perception of program quality should be challenged to determine if the old assumptions based on a past experience with predominately rural volunteers fit the new mix of 4-H volunteer leaders in Nebraska. This study examined coordination between privatized child welfare initiatives and Medicaid managed care systems for the delivery of behavioral health care services for children and families in the child welfare system. Grant seeking is a source of funding for many nonprofit organizations. If a proposal is funded, the organization must contend with the responsibility of project implementation and the expectations of successful project outcomes. A project implementation process with strategic and tactical steps that clearly define the path that leads to positive grant outcomes would assist the grant administrator. Using the Delphi Method as a methodological tool for facilitating dialog among anonymous experts, 12 foundation program officers identified, ranked, and rated the essential elements and barriers of grant implementation. The problem addressed by this research can be demonstrated through the following scenario: If we were to ask randomly chosen voters in the state of Michigan if they possessed sufficient knowledge of Great Lakes water diversion policy, the answer would likely be no. Yet, if after a short description of the purpose for this type of policy, the voter was questioned about supporting such actions he or she would likely voice strong support for strategies that would prevent water diversions.

Linking Welfare Clients To Jobs: Discretionary Use Of Worker Social Capital, Michelle Livermore, Alison Neustrom

The Journal of Sociology & Social Welfare

The overarching theme of the 1996 welfare reform law was to move clients from dependency to self-sufficiency by facilitating their entry into the labor market. While numerous mechanisms were used to do this, this study explores discretionary actions taken by workers to help clients find jobs, namely, tapping into their own social capital. Respondents in one urban and one rural county in a southern state reported using their own social capital to get information regarding job openings and to exert influence to get clients hired. Notably, respondents at all levels of the bureaucracy expected this behavior to occur. Both the …
