What's Need Got To Do With It? Barriers To Use Of Nonprofit Social Services, Rebecca Joyce Kissane

In recent years, legislators have called upon private nonprofit and proprietary organizations to assume a larger role in provision of public benefits to poor persons. Little research, however, has examined poor people's willingness to use nonprofit agencies in lieu of public welfare. This analysis draws data from over 2 years of fieldwork and in-depth interviews with twenty poor women in Philadelphia. I demonstrate that decisions to use nonprofits are contingent upon stigma, information, practical predicaments (e.g., agency hours), and perceived need. I explore the implications of these impediments in a post-welfare reform landscape, while focusing on how decisions to use …

During the past decade, there has been increased awareness of issues facing grandparent caregiver families on the part of policymakers and service providers. This awareness has prompted efforts to document the numbers of children being raised by grandparents, to identify challenges faced by grandparents raising grandchildren, and to provide services to meet the needs of these families. National estimates suggest that the numbers of grandparent caregiver families are increasing. Recent estimates suggest that 1.4 million (2%) of all children under 18 live in “skipped generation” families in the United States; similarly, 29,000 (nearly 2%) of all children in Massachusetts live …

In an effort to highlight community-planning efforts in low-income populations and communities of color, a group of Masters of Urban and Regional Planning students conducted interviews with community leaders and wrote this chapter of cases to be incorporated into ONI’s Community Involvement Handbook. These cases are meant to provide inspiration and understanding about the strengths and differences between planning approaches used in diverse communities working outside of the neighborhood association structure. This chapter may also help to inform opportunities for neighborhood associations and other organizations to better collaborate with diverse community groups.

Communities with air quality problems in California and across the nation are proposing major beltway and highway projects to address roadway congestion problems. However, the travel and emissions models used in conformity analyses and environmental impact statements have low accuracy. Travel demand models are typically estimated on and calibrated to observed data, but rarely validated against observed data not used in their estimation and calibration. This report justifies and designs a comprehensive tool for describing intraurban trucking, which is the bulk of truck movement in an urban area but typically is unexamined in regional transportation planning. We begin by reviewing literature describing the characteristics and policy issues bearing on freight. We extract from that literature a structure for describing those policy issues, and then go on to design a series of map displays and quantitative measures that provide a linkage between the characteristics of local delivery trucking and the public policy issues that stem from and influence these characteristics. The purpose of this dissertation research was to discover, describe, and analyze how disability is portrayed to students attending graduate programs with the objective of becoming certified to practice the profession of speech-language pathology (SLP). Curricular materials drawn from the 228 SLP graduate programs in the United States were analyzed, using qualitative research strategies, to shed light on the processes by which portrayals of disability affect the presuppositions and practices of professionals who work in disability services.

There is significant variation in experiences with M+C across the United States. In some areas of the country, beneficiaries have a choice of multiple managed care plans and M+C market penetration rates remain well above the national average. Phoenix, Arizona is one of the markets where M+C appears to be successful. Thirty-seven percent of eligible beneficiaries are enrolled in a managed care plan and beneficiaries can choose from eight plans offered by six firms. Success of M+C in Phoenix has been partially attributed to a long history of managed care in Maricopa County, especially in the Medicaid program. The new …
