Research has shown that more men and women are occupying multiple roles as employees and caregivers to a child or an elder. The proliferation of women in the U.S. workforce since the 1960's has resulted in a “typical” American family that no longer consists of an employed father and stay-at-home mother, but rather one in which the father and mother both work outside the home. Indeed, the “dual-earner” family is the dominant family form in the U.S. today and into the foreseeable future. After the political unification of Hong Kong with China, Hong Kong is supposed to function as a separate economic entity under the framework of "one country, two systems". However, the increasingly close ties between the two economices have raised the possibility of full economic integration, and even of monetary union as the Chinese currency progresses towards full convertibility. This paper employs the theory of optimum currency area (OCA) and adopts recently developed techniques to test whether China and Hong Kong constitute an OCA. In 2001, the arsenic standard for drinking water was lowered from 50 parts per billion to 10 parts per billion. The clean-up costs for Nevada are estimated at approximately 400 million dollars. The purpose of this project is to examine the economic impacts the State of Nevada will absorb as a result of the new regulation. Research of historical data will be the basis for the project. This paper illustrates how policies that relate to traffic calming devices are implemented in the Las Vegas Valley. Traffic calming is the attempt to achieve calm, safe, environmentally improved conditions on streets, and the lowering of speeds. Traffic calming measures reduce the negative effects of motor vehicle use, alter driver behavior and improve conditions for non-motorized street users. An analysis of The Nevada Revised Statutes was conducted to understand state directives pertaining to the implementation of policies at municipal levels of government. As the Latino population in Massachusetts continues to grow, there has been a corresponding increase in the number of Latinos achieving elected office throughout the state. Twenty years ago there was only one Latino serving in elected office in Massachusetts—Nelson Merced. In 1995, there were only four elected officials who were Latino and no state representatives. Today, through the hard work of candidates, activists, and Latino community activists and organizations, there are three Latinos serving as state legislators, fourteen holding municipal office, and an increasing number of campaigns at all levels of municipal and state government being conducted.

Instrumental Variable Estimates Of The Labor Market Spillover Effects Of Welfare Reform, Timothy J. Bartik

Upjohn Institute Working Papers

By increasing the labor supply of welfare recipients, welfare reform may reduce wages and increase unemployment among other less-educated groups. These "spillover effects" are difficult to estimate because welfare caseloads decrease in response to improvements in the economy, which leads caseload reductions to be associated with improvements in labor market outcomes. This paper corrects for the endogeneity of caseloads by using instruments that reflect policy. The estimates suggest that welfare reform has significant spillover effects: welfare reform reduces employment of male high school dropouts, and reduces wages of single mothers and male high school dropouts.

Revenue forecasting is one of the most critical and often difficult tasks in governmental budgeting. It is critical because it determines the parameters upon which the budget is based. It is difficult because many outside influences can impact revenue results and cause variances with the forecast. If revenue is under projected, valuable services may not be provided during the fiscal year and an unexpected surplus may be created at year-end. Drawing on the literatures on democratization, security studies, and small states this dissertation explores the relationship of small states' domestic and international institutionalization and their security. Small states have limited power not only to affect their environment but also to guarantee national security. Small states, it is hypothesized, enhance their security through the consolidation of domestic institutions and the accumulation of capacities provided by their participation in capacity-reach international institutions.

Education reform has spawned efforts to test learning across the nation. This paper analyzes the determinants of Massachusetts’ school district test scores under the state’s high stakes testing program, MCAS. The study is the first to demonstrate direct links between improvements in MCAS scores and state aid to school districts. The authors estimate “value added” for each school district in the state. The list of schools with high value added produces real surprises — while some affluent districts do well, others rank at the very bottom. 中國大陸已於2001年12月1日成為「世界貿易組織」(World Trade Organization) 正式會員國。雖然大陸加入此一號稱「經濟聯合國」的經濟組織眾所關心的議題主要是對大陸產業的街擊，國有企業的生存競爭挑戰，以及失業的惡化，但事實上政府體制與職能的變遷與調控，更是值得重視的課題。換言之，加入世貿組織對應的主體首先是政府，其次才是企業。此外，大陸政府職能調過良好與否，亦將攸關大陸經濟市場化發展，以及政經體制變革之進程，其發展動向值得關注。

針對政府職能調整議題，本文由體制面、行為百與法制面分析與觀察：中國大陸加入WTO後政府職能調整與變遷趨勢，並評估其政府職能轉變較易實現之目標與較困難改變之處，以及WTO 規範「應然」(what ought to be) 面與大陸實際發展之「寶然」(what is) 面之落差與影響。最後將提出台商因應之道及大陸政府職能轉變與政經結構調整之展望。

American Indian tribes have new options under the 1996 Welfare Reform legislation that created Temporary Assistance for Needy Families (TANF), a block grant enacted to replace the Aid to Families with Dependent Children (AFDC). TANF, which expires in September of this year, provides cash assistance to poor families with children, including poor American Indian Families, and gives tribes the option to design and administer their own family assistance programs following approval of the plan by the Department of Health and Human Services. 世界貿易組織(WTO)的前身為關稅暨貿易總協定(GATT)。臺灣於1990年1月1日，以「臺、澎、金、馬個別關稅領域」正式向GATT 提出入世申請；並於1993年取得其觀察員資格。由於在1994年12月24日烏拉圭回合談判的最後協議中，決定成立WTO，臺灣再於1995年12月1日改申請加入WTO。

此間歷經12年的籌備和努力，臺灣終於在今年(2001年)9月18日完成入世文件採認，最快可於明年1月正式成為WTO 會員，立法院也正在配合行政部門加速進行相關法案的修定。臺灣在入世後，必須克服市場開放對各產業的多方衝擊，而臺灣政府相關部門亦早為入世調整相關產業政策和法規，以期使產業能轉型成功。

本文將針對入世對臺灣銀行服務業相關法規和政策上之調適，作一簡單之介紹和分析。

Countries going through democratic transition have to address how they will deal with the human rights crimes committed during the authoritarian era. In the context of amnesty for perpetrators, truth commissions have emerged as a standard institution to document the violent past. Increasingly, claims are made that truth commissions have beneficial psychological consequences; that is, that they facilitate 'catharsis', or 'heal the nation', or allow the nation to 'work through' a violent past. This article draws upon trauma counseling experience and anthropological fieldwork among survivors to challenge these claims in the context of the South African Truth and Reconciliation Commission. …

Immediately after the events of September 11, the US was stunned by horror and disbelief, angry at the perpetrators of such awful violence, puzzled by the country’s inability to recognize itself in the eyes of the world, and eager to learn more about other cultures from which it felt so alien. Our college campuses reflected this range of responses. At their first meetings of the academic year, members of NERCHE’s Think Tanks, who represent faculty and administrators in New England, and SAGES (Senior Academics Guiding Educational Strategies), retired presidents and provosts, described their reactions and the range of responses campus.
