There is no doubt that the Ukraine is a mine and UXO affected country. This fact is well known but still not recognized by the international mine action community. Perhaps the biggest issue is that the Ukrainian government has not acknowledged this national challenge, and consequently, international assistance has not been given.

After the success of short term mine action interventions in Kuwait and Kosovo, there has been discussion about the value of the United Nations building national mine action capacity in the countries it supports, rather than implementing a more direct, hands-on strategy. While there is obviously no way of dictating a one-size-fits-all policy, this article will show that the concept of building national capacity remains a vital one and one that has a proven successful track record.

This study seeks to establish that policy in vocational education has oscillated between two poles. At one, vocational education is seen largely as an adjunct to economic development and the primary concern of the sector is to meet the needs of industry rather than of students. At the other, vocational education is seen as primarily student centred, encompassing goals of individual self-development and the creation of a more equitable society. In practice both these perspectives are present at any time, and both may be almost equally emphasised in VET policy and rhetoric.

This report is a comparative study of the salary and benefits compensation packages of nonprofit executives in Onondaga County. The local data collected is contrasted to information presented in four similar studies of nonprofit organizations across the country. Three of the research studies were national in scope; one examined nonprofit agencies in New York City.

This study focuses on the modem day use of TQM, reengineering and privatization initiatives to gain efficiency and effectiveness in government operations, and the impact of alignment on the successful implementation of these three initiatives. A large state government agency which is currently using TQM, reengineering and privatization was used as a case study. Two-hundred-and-twenty-four employees were voluntary participants. This study examined three research questions: 1. Could the level of alignment, as hypothesized by Labovitz and Rosansky, be replicated with a sample of public agency employees? 2. Recent changes in administration of the Medicaid program make it imperative that local agencies improve their ability to forecast demand for Medicaid services. In October of 1998 the State of Michigan redesigned the Medicaid specialty care in Michigan from a fee-for-service system to a capitated system. In a capitated healthcare system, financial risk is a result of unanticipated changes in the population size and mix. Numerous demographic factors, such as crime, population, unemployment, median age, income, and ethnicity may be used to improve the accuracy of predicted changes in enrollment for Medicaid. Many traffic simulation tools exist for developing traffic simulations; these tools can be divided broadly into two categories — macro simulation tools and micro simulation tools. These two categories of simulation tools are directed at modeling the extremes of traffic systems: very large systems and very small systems. There is a class of intermediate-sized transportation networks for which neither category of simulation tools might perform adequately. Additionally these specialized traffic simulation tools have a high learning curve. Throughout the 1990s the United Nations Human Development Index, an annual report that measures human development, depicted Sierra Leone as one of, if not the poorest nation on the planet. In 2001, the same report depicted 162 countries in terms of human development and Sierra Leone ranked 162. This Sub-Saharan nation experienced a total collapse of its state and society beginning in 1990. The passage of landmark deregulatory reforms in the Motor Carrier of Act of 1980 has constantly pressured the U.S. trucking industry to reduce transportation costs. Thanks to such pressure, total logistics costs have declined from 16.5% in 1980 to 10.1% of gross domestic product (GDP) in 2000. In particular, transportation costs have fallen from 7.6% to 5.9% of GDP in 2000. Transportation cost savings definitely benefit shippers, while jeopardizing the viability of carriers. The introduction of double stack rail services opened up a variety of transportation options for shippers located in the North Eastern parts of the U.S. The availability of transcontinental double stack service from the Canadian West Coast has increased this option even further particularly because of a recent new service introduced by a small U.S. railroad company. The paper uses Analytical Hierarchy Process (AHP) methodology to provide a decision-making framework for the intermodal choices of shippers located in the region suitable for duplication elsewhere where similar options exist.

High-speed rail is a form of self-guided ground transportation, which utilizes steel-wheels or magnetic levitation (i.e., Maglev) and can travel in excess of 200 miles per hour. High-speed ground transportation (i.e., HSGT) has been widely used in Europe and Asia, but the debate continues over the usefulness of high-speed rail in the United States. Several metropolitan areas in the United States have been identified as corridors that would benefit from HSGT. There is a great deal of research regarding Supply Chain Management (SCM) and Logistics Information Systems (LIS). However, there has not been a recent examination of the current state ofTransportation Management Systems (TMS). This article provides an overview of the previous research and examines the current state of TMS and the relationships between these systems and other information systems in general. The results of over twenty years of LIS and TMS data are presented to highlight potential information gaps and significant relationships between TMS and other functions.
