‘Sworn’ Versus ‘Civilian’ Career Development Paths In The Fire Service In Nevada, Kelly Blackmon

The Clark County Fire Department has no formal career development path for fire prevention (civilian) personnel as it does for suppression (sworn) personnel. The purpose of this paper is to compare the career paths developed for suppression personnel and prevention personnel in five fire departments throughout the State of Nevada. Each department was chosen because they have over 100 total employees. Three dimensions relevant to the extent to which a career development path exists were identified and each department was assessed terms of these dimensions. Surabaya is Indonesia’s second largest city but is not well known to the outside world. Yet in 1900, Surabaya was a bigger city than Jakarta and one of the main commercial centers of Asia. Collapse of sugar exports during the 1930s depression, followed by the Japanese occupation, revolution, and independence, brought on a long period of stagnation and retreat from the international economy. Not until the export boom of the 1990s did Surabaya regain prominence as Southeast Asia’s leading non–capital–city industrial area. Policing Guns And Youth Violence, Jeffrey A. Fagan

To combat the epidemic of youth gun violence in the 1980s and 1990s, law enforcement agencies across the United States adopted a variety of innovative strategies. This article presents case studies of eight cities' efforts to police gun crime. Some cities emphasized police-citizen partnerships to address youth violence, whereas others focused on aggressive enforcement against youth suspected of even minor criminal activity. Still others attempted to change youth behavior through "soft" strategies built on alternatives to arrest. Finally, some cities used a combination of approaches. Key findings discussed in this article include:

The author argues in this Comment that disingenuity as first resort is an unwise approach to the conflict between our ex ante and our later, illness-endangered selves. Not only does rationing by tacit deceit raise a host of moral problems, it will not work, over the long haul, because markets reward deceit's unmasking. The honesty about clinical limit-setting that some bioethicists urge may not be fully within our reach.
