This study systematically examines recent trends in public transit ridership in the U.S. during the 1990s. Specifically, this analysis focuses on agencies that increased ridership during the latter half of the decade. While transit ridership increased steadily by 13 percent nationwide between 1995 and 1999, not all systems experienced ridership growth equally. While some agencies increased ridership dramatically, some did so only minimally, and still others lost riders. What sets these agencies apart from each other? What explains the uneven growth in ridership?

In 2001, the Nebraska Health and Human Services System (HHSS) applied for and received a one-year, transitional Medicaid Infrastructure Grant, provided for by the Ticket to Work and Work Incentives Improvement Act of 1999 (TWWIIA). In 2002, HHSS applied for and received an additional three years of funding (through 2004). This combined funding allowed Nebraska to support research that examines how the opportunities for people with disabilities to engage in competitive work could be improved.

Personal assistance services (PAS) are a currently underutilized, but in many cases, necessary work support for people with disabilities. With TWWIIA funding, HHSS determined that …

The triple convergence principle, proposed by Anthony Downs, states that subsequent to increases in roadway supply, travelers change their travel route, time, and mode to mitigate the effect of lowering congestion levels. More recently, studies indicate that building roadways also induces people to drive more, a phenomenon called induced travel.

Using personal data from the 1995 Nationwide Personal Transportation Survey (NPTS) enriched with roadway supply data from the Texas Transportation Institute (TTI), this dissertation studies travel behavioral responses of urban workers to roadway supply improvements. For many individual Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) recipients, the risk of losing Medicaid coverage linked to their cash benefits is a powerful work disincentive. Eliminating barriers to health care and creating incentives to work can greatly improve financial independence and well being. To support this goal, Congress included a Medicaid Buy-In option in the Balanced Budget Act of 1997 and enacted the Ticket to Work and Work Incentives Improvement Act (TWWIIA) in 1999. These laws authorized states to create Medicaid Buy-In programs to extend Medicaid coverage to persons with disabilities who go to work. …

This report provides policy frameworks to assist stakeholders (such as Medicaid directors, state legislators, and cross-disability coalitions) design and implement Medicaid Buy-In programs and related work incentive initiatives to enhance the level of economic self-sufficiency of persons with significant disabilities. Of particular focus of the paper are the design decisions affecting enrollment, costs, and a state's fiscal exposure.

The policy frameworks describe the interrelationships between federal and state cash assistance programs (particularly SSDI, SSI, and state SSI supplementation programs) and health entitlements (particularly the Medicaid program).
