This publication is a follow-up study to MTI publication 00-01, Why Campaigns for Local Transportation Funding Initiatives Succeed or Fail: An Analysis of Four Communities and National Data. The earlier publication was case studies of four local ballot tax measures for transportation packages. The current study, Factors Influencing Voting Results of Local Transportation Funding Initiatives with a Substantial Rail Transit Component: Case Studies of Ballot Measures in Eleven communities, uses the same case study methodology as the prior study, and is expanded to 11 communities from the past four years. This study empirically examines a practical aspect of a relationship that is only now being conceptualized––the relationship between rail transit, land development, and telecommunications. It pushes the envelope of knowledge in so far as the interaction between just two of the factors, public transportation and land use (urban form), has been a focus of policy research for only about 30 years, especially the last 10 years. This study is concerned with the feasibility of introducing three telecommunications-based incentives for transit-oriented development. This report was prepared for Ohio’s IT Alliance, a statewide network of six regional IT groups located throughout Ohio and headquartered in Dayton. The study was conducted by the Ohio Economic Development Information Network, better known as the ES202 Network. The ES202 Network is a statewide group of ten urban and rural universities that develops and maintains a database of employment, payroll, and establishments at the zip code level throughout Ohio. ES202 Network researchers are engaged in industry and labor force research that utilizes this unique database.

At approximately 1320hrs on the day of the accident, the team leader of 13M [the Victim] was called forward by one of his deminers [name excised] to remove a PMA3 blast mine that he had located approximately 10cm beyond his base stick. [The Victim[ instructed the deminer to return to the rest area and wait until he had completed removing the mine. As [the Victim] got into the prone position to remove the mine he knelt on another PMA3 mine that was in the cleared lane.

The Victim was working on a slope and the initial blast caused him to fall backwards and roll a little way down the hill. The team leader witnessed the explosion and then assisted the Victim to the rest area where they then awaited the arrival of the team medic.
