Coverage Decision-Making In Medicaid Managed Care: Key Issues In Developing Managed Care Contracts, Sara J. Rosenbaum, Joel B. Teitelbaum

Health Policy and Management Issue Briefs

Coverage provisions are the most complex part of any managed care contract. This is particularly true for Medicaid agencies, because of important differences between Medicaid and insurance. This Issue Brief identifies general issues that should be addressed as managed care contracts are developed and drafted, and it specifically explores the challenges faced by public purchasers when drafting managed care coverage provisions.

Perceptions Of Competencies For Americorps Supervisors Within The Texas Agricultural Extension Service: An Exploratory Study, Ruben Javier Saldana

As a special project of the Texas Agricultural Extension Service, the AmeriCorps program requires special supervisional and management competencies on the part of supervising agents at the local level. This study tested 131 variables as indicators of high performance and surveyed all fourteen agent supervisors. Management areas were divided into structure, performance management, office management, and competencies. Exemplary supervisors were identified in a triangulation model that involved nominations by peers, immediate supervisors, and the AmeriCorps project director.

Findings were that the use of the plan of work and incorporation of project goals were highly related to high performance. Coaching behavior …

Discrimination occurs when people in a particular class are systematically treated less favorably than other equally qualified people. This study focuses on racial and ethnic discrimination in qualitative actions by real estate brokers, such as showing a customer a housing unit that was advertised in the newspaper. The data come from the Housing Discrimination Study, which conducted over 2,000 fair housing audits of real estate brokers in 25 metropolitan areas in 1989. Each audit consists of a visit to a real estate agency by a white person and either a black or Hispanic person with similar socio-economic characteristics. Using Chamberlain’s …

It is clear that transportation organizations across the nation are integrating GIS into operations at many different levels—from day to day use for data display, to full-scale enterprise level integration for operations, inventory management, research and a variety of other purposes. The cost of building and maintaining a current and accurate GIS database can be substantial within any given organization. The latest iteration of welfare reform, the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), endorses work requirements and time limits on benefits, while giving greater discretion to individual states in developing welfare programs. Linking personal responsibility with work indicates that policy makers believe that it only takes properg uidancea nd minimal trainingfo r welfare recipients( predominately women) to make the transition from welfare to work. We suggest, however, that focusing on incentive, sanction, or compulsion ignores the structural features of poverty, especially as they impact the multiplicities of poor women's lives. Which ethnic groups are more likely to secede is a debated question among scholars. One view, as proposed by Immanuel Wallerstein, holds that ethnic groups living in economically advanced regions are more likely to secede. In contrast, other scholars like Donald Horowitz claim that backward groups in backward regions are more likely to secede. One aim of this thesis is to explore which view has better explanatory power for two republics in the Russian Federation: the Republic of Chechnia and the Republic of Tatarstan. This thesis reviews the historical process of the Sino-American trade relationship. It delves into the United States policy toward China's most-favored-nation (MFN) status, especially after the Tienanmen Incident in 1989. The thesis also discusses the issues related to the trade status.

In essence, the thesis analyzes the political motivation for the U.S. government to shape its trade policy toward China. It provides an in-depth analysis of possible consequences of revocation of China's MFN status if the U.S. adopts a get-tough policy in its relationship with Beijing.

Defining the phrase welfare dependency from a feminist perspective offers a way to understand how the rhetoric around the use of this phrase continues to legitimize current changes in Aid to Families with Dependent Children (AFDC) while simultaneously diverting the public's attention from the real issues of poverty of and discrimination against women. This article includes a detailed definition of welfare dependency, a brief history of its usage, and a reconceptualization of women's use of AFDC on a long-term basis. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Attitudinal Predictors Of Preferred Policy Options: Contrasting Afdc With Work Programs, Jill Littrell, Sahna Diwan

Two studies were conducted in order to determine the attitudinal predictors of support for AFDC, work programs, and the option of the government playing no role in protecting the welfare of poor children whose families have no income. The first study evaluated this question in 362 students of Criminal Justice, Business, Urban Studies, and Public Administration at an urban university in Georgia. The second study evaluated the question in a telephone poll sample of 822 randomly sampled Georgians throughout the state. Majorities in both samples preferred work programs. A National Study Of Domestic Travel: Results For Montana, Rita J. Black

Analysis of Secondary Data from the American Travel Survey Conducted by the Bureau of Transportation Statistics, Washington, DC A nationwide survey of approximately 80,000 households was conducted to document domestic travel patterns of Americans for an entire year. The survey was designed to record travel involving only the travelers' destinations. The data for each state were classified into three areas: nonresidents traveling to each state, each state's residents traveling within their state, and each state's residents traveling out-of-state. The results for Montana are presented in this report, and comparisons to ITRR nonresident data are made.

This team was demining in an area of very difficult terrain. Dogs were the best solution to the problem at hand. Correct drills were being employed. Supervision and Quality Assurance measures were entirely sufficient. Evidence suggests that the dog sat on the mine, causing the mine to detonate. Three personnel were injured by one mine. Evacuation time was one hour and thirty-five minutes from the time of detonation to arrival at the hospital.

The accident occurred near a high voltage pylon to the south of Moamba town and approximately 22 km from the demining group’s camp. The pylon was mined during the armed conflict and a barbed wire fence was put up to prevent the entry of people and animals. Outside this fence were other mines of the PMN, PMN-2 and PMD-6 types.

President Clinton created Grand Staircase-Escalante National Monument on September 17, 1996. The Antiquities Act of 1906 gives the president power to establish national monuments on public lands through presidential proclamation. The Act has been used to create national monuments in places such as Muir Woods, Grand Canyon, Mount Olympus, Jackson Hole, and the 1978 Alaskan d-2 lands. Its use has also produced negative public response, manifested as demonstrations, lawsuits, and congressional bills.

In spite of significant legal and legislative challenges, the Antiquities Act and most of the monuments established through its use remain. The negative public response to the Act …

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

This national study of post-secondary departments of agricultural education examined leadership and human resource management/development course offerings, course characteristics, future department plans, backgrounds of faculty, and related outreach activities. The majority of the courses were offered for undergraduate credit and were predominately required courses for agricultural education department majors. Nearly half of the departments offering these courses characterized their courses as nontraditional. Departments not offering leadership courses cited a lack of resources, institutional impediments and resistance, and lack of student demand as reasons for not offering the courses.
