The Birth Of The Cape Breton Regional Municipality, Richard Ramsay

This paper examines whether the causes of amalgamation in Cape Breton County are similar to the causes that have driven other amalgamations in the Maritime Provinces. Interviews with key stakeholders and an analysis of reports associated with the amalgamation were conducted. The findings reveal that Cape Breton County is a unique case and the Government of Nova Scotia decided to amalgamate because it recognized the dismal financial position of several of the municipal units.

In this paper I discuss three case studies of facilitation and mediation in South Africa: 1) facilitation between the South African apartheid establishment and the African National Congress in exile from 1963 to 1989; 2) facilitation that eventually led to mediation between Inkatha and the United Democratic Front in Natal over 10 months from 1985 to 1986; and 3)mediation between the African National Congress and the Afrikaner Freedom Foundation (Afrikaner Vryheidstigting, also known as Avstig) over 18 months from 1991 to 1993.

The U.S. trade deficit is the most misleading indicator of economic performance in our statistical tool kit. More often than not, bad news for the economy is good news for the trade deficit, and vice versa. In 1992, the economy was in recession and our trade deficit came down. One year later, the opposite was true. When we look beyond the short-run gyrations of the trade balance and the business cycle, more fundamental, longer-run problems do involve the trade deficit. Indeed, it is a symptom of a more basic economic imbalance.

Development literature often depicts development as a transitional process in which agriculture is marginalized while resources are transferred to growing nonfarm sectors, through either voluntary exchange or involuntary coercion. In the early days of the United States, care of the disabled elderly outside the home meant the public almshouse. By the 1920s, private, nonprofit homes for the aged were prevalent. More recently, private, for-profit facilities have grown to dominate the field.

For-profit ownership has been controversial. Underlying the controversy is the concern that quality might be lowered in order to enhance profit.

The investigators determined that the victim was working normally and registered a detector reading, so marked the spot and began prodding towards it. Before he reached the marked point an undetected mine detonated at 11:15. They found that he was working in a squatting position without wearing his helmet. They also found that he "ignored" correct prodding procedure and so applied pressure directly onto the pressure plate of the mine.

It was while excavating with a "demining trowel" [see Analysis] at 08:30 that he detonated an anti-personnel mine, leaving him with "slight" injuries to his left hand and right thigh (it is presumed that the latter was caused by the handle of the "trowel"). The victim was blown onto his back and the trowel was found much further away. The victim was approximately 0.8m from the mine, and the crater was taken to indicate that it was buried to a depth of about 20cm.
