The City of Bend enters the new millennium following an unprecedented decade of development. Population was estimated at 47,635 in May of 1999. The city more than doubled its area with its 1998 annexations. Many public and private projects were built during the past decade, and many are in planning stages or under construction at this time. Given this history, it is prudent for city government to determine how well Bend’s citizens feel public services are performing, how they feel about communication with their government, and what their concerns are about Bend’s future course.

Recent exploration into methods of preventing the escalation of conflicts, which are inherent in any society, to violent or deadly conflict suggests that social and political structures are an important factor in averting armed conflict. The Carnegie Commission on the Prevention of Deadly Conflict has recommended through their research that three areas are important in the structural prevention of deadly conflict: They are Well-Being, Justice and Security.

The residents of the St. Johns and Cathedral Park neighborhoods regard the St. johns Town center as a tremendous amenity. It has successfully served as a destination retail and employment district since the early 1900s but deterioration and a lack of infrastructure improvements are increasingly visible. As a Metro designated town center, the City of Portland is required to conduct a comprehensive planning effort similar to what occurred in the Hollywood Town Center. The project team offers a beginning to that process, with extensive community outreach and data analysis designed to evaluate the pedestrian realm and multi-modal means of access. …

Effect Of Oregon's Axle-Weight-Distance Tax Incentive, Anthony M. Rufolo, Lois M. Bronfman, Eric Kuhner

Oregon s weight-mile tax was amended in 1990 to provide for a lower tax rate for trucks weighing more than 80,000 pounds if they added axles. The additional axles within a weight class reduce the amount of road damage. The tax break was largely based on equity considerations, since trucks within a weight class tend to do less road damage if they have more axles; however, the tax reductions also created an economic incentive to add axles and thus reduce road damage. Large-scale wildlands reserve systems offer one of the best hopes for slowing, if not reversing, the loss of biodiversity and wilderness. Establishing such reserves requires both sound biology and effective advocacy. Attempts by The Wildlands Project and its cooperators to meld science and advocacy in the service of conservation is working, but is not without some problems. Scientists and advocates have differences in methods of work, different understandings of the origins and place of values in conservation, and differing expectations about the efficacy of biological information in achieving protection. The Lloyd District is a high-density commercial and residential district located a short distance from downtown Portland, Oregon. Parking and transportation problems in the District have been a source of increasing contention for nearly a decade. As a result. in September of 1997. the City of Portland implemented a Lloyd District Partnership Plan, which consists of a number of elements aimed at curbing SOY use for the commute to and from the District. This plan included parking pricing in the form of meters, w'here on-street parking had previously been free: discounted transit passes: and other transportation demand management (TOM) strategies. …

Land Use And Growth Impacts From Highway Capacity Increases, Thomas W. Sanchez

This analysis examined the historical relationship between land use changes and the location of capacity increasing highway projects in the State of Oregon from 1970 to 1990. Aerial photography for 18 cities was used to delineate the extent of urban development in each time period. A geographic information system (GIS) was used to assemble the data. Using this data, a logit regression model tested the significance of geographic variables such as proximity to highway projects, land use zoning classification, city size, and other spatial characteristics. Master of Urban and Regional Planning Workshop Projects

This project evaluated the recent construction of a public skatepark located in Tualatin Community Park. The skatepark is unique because a group of underrepresented youth initiated the idea of constructing it and helped bring it to fruition. The city has expressed a desire to see this level of energy and commitment duplicated in other youth-oriented initiatives, but needs to have a better understanding of how the skatepark project served as a positive youth development tool. In support of young people, the Tualtin City Council recently named youth issues as a "first tier" priority.

This paper presents findings on initial changes in service reliability following Tri-Met’s deployment of a new bus dispatching system using automatic vehicle location and automatic passenger counter technology. Changes in on-time performance, headway variation, run time variation, and run times were determined with respect to pre-deployment levels. Changes in headway variation and run times were also used to estimate the initial benefits of the new system with respect to operating costs, passenger waiting, and passenger travel time.

Income Distribution, City Size, And The Role Of Public Transportation, Thomas W. Sanchez

This article presents an income inequality analysis for all 1990 U.S. metropolitan statistical areas (MSAs). The analysis is concerned with whether public transportation has a detectable influence on levels of urban income equality. Because public transportation systems are generally designed to link residences with employment locations, higher levels of transit service provision, all other factors being equal, should be associated with higher employment rates and more uniform distributions of economic gains. The research presented here was influenced by an analysis originally performed by Haworth, Long, and Rasmussen (1978). Along with there study, few analyses have tried to evaluate policies that …

Finding a fit between the demands of work and family life is a struggle for every employed mother and father. For parents whose children have emotional, behavioral, or mental disorders, meeting this challenge can prove extremely stressful, particularly since supportive services are notably lacking. Data sharing among organizations has the potential to 1) decrease long-term costs of obtaining and maintaining data and 2) to facilitate data consistency and accuracy. Consistency includes both completeness and currency, while accuracy includes positional and relative accuracy of transportation features and their attributes, i.e. any data element related to roads or other transportation infrastructure.

Over the past two years the Pedestrian Transportation (PTP) of the City of Portland has been engaged in a project to encourage walking and transit use through targeted infrastructure improvements. These improvements are intended to enhance pedestrian access to transit service by aiding street crossing and providing more amenities at bus stops. Other improvements include landscaping, sidewalks, curb extensions and ramps, and improved street lighting. One of the basic assumptions of this project is that the pedestrian environment is related to transportation choices. This report explores that assumption.

This paper addresses the issue of neighborhood vitality from the perspective of social capital building. Numerous studies have shown that social capital - a complex of networks, norms, and social trust that promotes citizens involvement in local affairs - is crucial for the continuous well-being of communities. Among many political, economic, and cultural factors influencing social capital, the spatial dimension is most often overlooked. Yet the accessibility of places promoting social interactions and interpersonal communication between local residents should have a direct effect on the vitality of a neighborhood.
