The purpose of this discussion is to dispel the notion that the United States is and always has been a polity grounded in egalitarian ideals and open political processes. We should not ignore or make light of injustices such as slavery, segregation, Eurocentric immigration policies, and social and economic discrimination that have played a major part in our history. If only for the sake of historical accuracy, we should not dismiss these trends as temporary lapses in judgment in an otherwise open and plural society.

This is the final report of the Lloyd District transportation management program and the subsequent survey.

During the one year that had elapsed between the implementation of the Lloyd District transportation and management programs and the survey information collected in this study, the drive alone mode for the trip to work by employees in the Lloyd District had decreased by 7 percent. For the District as a whole, the drive alone commute share is about 56 percent. These are remarkable achievements.

Developing culturally supportive long-term care services for Native American elderly has gained increasing attention on the federal level. On the state level, Oregon's Senior and Disabled Services Division (SDSD) possesses a federal Medicaid waiver that allows for the development of home and community-based long-term care services. While this waiver is culturally neutral, its value is that it would allow tribal governments within Oregon to develop their own culturally supportive home- and community-based services, yet none have done so.

The purpose of this paper is to develop a framework and principles for sharing of transportation data. The framework is intended to clarify roles of the various participants and the principles are intended to provide guidance for the participants. Both the framework and the principles are based on a GIS-T data model that defines relations among transportation data elements. (See Dueker and Butler (1998) for a detailed description of the data model. A simplified version is provided in the next section.) Why is independence a central theme for proponents of assisted living facilities? How do assisted living providers respond to this theme? These questions are pursued in an ethnographic study centered on Oregon's assisted living program. Assisted living facilities (ALF), defined and monitored by Oregon's Senior and Disabled Services Division (SDSD), are a type of housing for disabled, primarily elderly, persons. Oregon Administrative Rules (OAR-411-56) define independence, requiring ALF providers to support resident independence.

Nationally, as well as locally, the emphasis in public assistance is to assist clients in becoming job ready. To this end, Oregon received waivers necessary to implement an innovative welfare reform effort, JOBS Plus Program (JPP), in 1994. The JPP provided subsidized employment for welfare recipients through the cashing out of public assistance benefits and Food Stamp monies. Employers were required to provide an on-site mentor for subsidized employees as a condition of agreement to participate in the Program.

This project examines Holgate Lake. Despite its natural hazard characteristics, the Holgate Lake area has not been immune to development pressure. Holgate Lake is an intermittent water body that forms when groundwater levels rise. Historical accounts show that the lake has formed at many different times in the last century. Because the lake fluctuates with the groundwater level, it is not necessarily present from year to year. As the area has developed, more and more people built in the location of the natural lakebed when the water was not present. When the lake level returned in the 1960's flooding of …

Light Rail Transit Impacts In Portland: The First Ten Years, Kenneth Dueker, Martha J. Bianco

This paper examines how the first decade of light rail transit (LRT) in the Portland region has affected auto ownership, mode share, density, and property values. The empirical analysis provides evidence that light rail has had some positive effect of rail on single-family property values, transit use, and slower growth of two-plus car households in the outer part of the LRT corridor as compared to an outer part of a parallel bus corridor. These effects may be the result of households self-selecting to make housing location decisions where LRT is located, rather than current households changing mode.

The Hollywood Group investigated the Hollywood District to access how well its built environment and neighborhood services meet the needs of its substantial elder population. A goal was to connect the concerns expressed by seniors and their hopes for the future of the area to other visions for Hollywood currently being developed.

The Aging in Hollywood Project provides a senior perspective on such issues as community design, transportation and access, neighborhood services, housing choices and community involvement. The Chinatown Senior Housing Committee, a group of concerned citizens and leaders, is exploring the possibility of building senior housing and a cultural community center in Chinatown. The project is intended to help revitalize Chinatown and provide needed services to Portland’s Asian community. To aid the Committee in achieving their goals, four Masters students in the Professional Planning Workshop at Portland State University completed a needs assessment of Chinese-American seniors in the Portland metropolitan area. This report presents the findings and recommendations of the Planning Workshop Group.

This study examined if physician assistants (PAs) are cost-beneficial to employers. In an era of cost accountability, questions arise about whether a visit to a PA for an episode of care differs from a visit to a physician, and if PAs erode their cost-effectiveness by the manner in which they manage patients.

Four common acute medical conditions seen by PAs and physicians within a large health maintenance organization were identified to study. An episode approach was undertaken to identify all laboratory, imaging, medication and provider costs for these diagnoses. Over 12,700 medical office visits were analyzed and assigned to each …

This paper will review the history of the GM Conspiracy Myth, as well as what legal theorists refer to as "the facts in the case." The legal explanation of what really happened goes only so far, though. The whole story about the decline of mass transit in the U.S. is a story about the failure of public policy and about conflict among competing constituencies in the transportation policy process. Even with a considerable amount of attention being paid to the role of public transportation in addressing inner-city mobility problems, there is very little evidence of the degree to which one affects the other. In other words, little research has specifically focused on how labor participation is impacted by increases in public transportation availability. Research on the spatial mismatch hypothesis has dealt with the relationship between labor participation and the spatial separation of jobs and houses; however, most analyses concentrate on commuting time or distance as a function of auto accessibility. This paper is a case study of the evolution of Oregon’s groundbreaking Transportation Planning Rule, from its adoption in 1991, up through present amendments. Our analysis is an assessment of how private- and public-sector investors grapple with the coproduction of the built environment under the constraints of a value system that emanates from the state, shepherded by litigious public interest groups. In this case, this value system is articulated in the Oregon administrative rule known as the Transportation Planning Rule. This paper proposes that the aging baby boom will contribute significantly to transportation problems in the future because 1) current land use patterns necessitate dependence on cars; and 2) aging baby boom women will drive more than elderly women do now. Policies that promote central city residence by stressing the transportation advantages of high-density living, therefore, should have particular appeal to baby boom women seeking prolonged independence. Such policies would also serve the interests of localities by reducing traffic congestion, pollution, and further sprawl. Policymakers seeking to reduce reliance on single-occupant automobiles are giving serious consideration to methods to price roads during periods of congest ion and to increase the cost of parking. Such policies are intended to induce increases in carpooling and in the use of mass transit; however, they may have unintended consequences that counteract these goals in the long run. In particular, actual implementation of such policies may create differential price increases that affect the spatial competition for markets between firms located in the central city and those in the suburbs. Much of the family member involvement that is happening at the state and local level is due, at least in part, to the efforts by the federal government to institutionalize family involvement in policymaking. In 1985 Child and Adolescent Service System (CASSP) staff added a family goal to the program. This goal translated into a requirement that state applications for CASSP funds describe how families would participate in service planning efforts at the child and family, program, and system levels.
