The subject of public art has been prolifically but narrowly discussed in conjunction with controversies over particular public artworks. To investigate more broadly the complex aesthetic, institutional, social and political dimensions of public art, I examine a pluralistic landscape comprising nine arts organizations in the Portland, Oregon metropolitan region. A neo-Marxist framework defined by David Harvey organizes the case findings into four topics: material practices or public art outcomes; beliefs, values and desires; institutions and their rituals; and power and social relations.

The nature of engagement between American campuses and communities is contested. This article is an invitation to reconsider why community-campus partnerships often look so different and have diverse and sometimes negative outcomes. Using a cultural theory approach (Thompson, Ellis, & Wildavsky, 1990) to elucidate the four main cultural frames that inform human behavior--hierarchist, individualistic, fatalistic, and egalitarian--this treatment maps these frames onto the broad terrain of community-campus partnerships. This exploration enables service-learning and other partnership building practitioners to more clearly recognize and understand the preconceptions that influence partners' approaches. This essay explores the themes of curriculum and pedagogy, as outlined by the editors of this special edition, in the context of Portland State University's institutional transformation. We elucidate select mechanisms that support curricular-community interactions, known at PSU as "community-based learning." In doing so we discuss how CBL and other civic engagement strategies relate to the disciplines, departments, and interdisciplinary work as well as how these various collaborative approaches affect pedagogy and epistemology at PSU.

The article focuses on the wolves and the need for conservation plans including a wildlife corridor that runs from the Sierra Madre Occidental in Sonora, Mexico, north along the Rocky Mountains to the Yellowstone ecosystem and on to the Canadian Yukon. A broad coalition is working to protect and restore the health of the land, water and wolves in this 4,000-mile-long international passage, often referred to as the ?Spine of the Continent.?

The Kalama Waterfront Preliminary Site Plan sets the groundwork and approach for development of an underutilized 33-acre tract owned by the Port of Kalama. The Plan is intended for the Port of Kalama to use as a starting point for waterfront development. The Plan and implementation strategies will aid the Port by providing a conceptual view of the waterfront and a process by which to begin putting the vision of Kalama's Front Yard in motion. In the 1990s, school districts across the country began to integrate fresh food grown by local producers into school meals and snacks. School food authorities and farmers have broadly defined this new movement, called “Farm to School,” as connecting schools and local and regional farmers. Farm to School programs benefit a community’s economy, improve student nutrition, and strengthen education curricula. A subcommittee representing LNA's board accepted the Crossroads Consulting proposal to identify quickly implementable improvement strategies to create momentum and foster a sense of optimism about Lents Town Center revitalization. Neighbors would like to see improvements made now to help improve Lents' image as a special place. This plan provides an analysis of Milwaukie Avenue as a neighborhood Main Street and provides recommendations for its growth and improvement. Methods of analysis included a comprehensive land use and transportation safety inventory, data collection from neighborhood residents and master of urban and regional planning students, comparison to other Main Streets, and feedback from a technical advisory committee. The analysis shows that Milwaukie Avenue has great potential as a Main Street, although improvements in the existing zoning code and transportation infrastructure will greatly benefit its condition. This research study explored the experiences of 19 women who had been diagnosed with, or were still seeking the diagnosis of SLE (lupus) and their decisions regarding support group participation. The aim of this study was to evaluate the variety of factors influencing their choices in types and sources of support, their coping strategies and the reasons behind their decisions to either choose or not choose lupus support groups as a viable support resource. Those women identified as support groups attendees recalled a more emotion-focused response to their diagnosis and showed stronger reliance on seeking emotional forms of support. Conversely, …

This paper investigates many facets of civic engagement by analyzing how college undergraduate students conceptualize civic engagement and by examining factors that predict greater student involvement in political, social, and community affairs.We administered a survey to college students at the beginning of fall, winter, and spring terms, 2001-02.We analyzed survey responses using a structural equation modeling (SEM) technique. This thesis examines the social relationships of different residents in a gentrifying neighborhood in Northeast Portland, Oregon. It examines theoretical tenants in the social identity tradition to understand social change in terms of the impact of neighborhood change on the day-to-day interactions of individuals in a gentrifying neighborhood by exploring the ways in which different members of that neighborhood define and describe the terms “neighborhood”, “neighbor”, and “neighborly behavior”.

In this paper we examine the effects of amendments to local comprehensive plans on interchange performance. Plan amendments over a 15-year period in Oregon resulting in changes to industrial or commercial land use were reviewed to identify those that occurred within one mile of an interchange. Regression analysis was then performed to estimate the impact of nearby plan amendments on subsequent interchange ADT. Plan amendments were found to have a substantial ADT effect on rural interchanges, but their incidence was very limited. In urban core areas, the estimated effect of plan amendments was negligible, possibly due to interchange congestion or …

Understanding the relationship between land use and transportation near highway interchanges can help to direct resources where they are most needed to maintain the integrity of the adjacent road system. This paper characterizes and ranks highway interchange areas in the Portland, OR Metropolitan Planning Organization (MPO) area with respect to changes in traffic volume and determines what factors are associated with these impacts. How do deliberators reason together on what is best? Planners, policy analysts and community developers should know how to recognize the validity of participatory deliberations claimed to give groups voice in policy decisions. Policy analyses have lost power in the face of postmodern critiques of objectivity. Practical policy analyses require more than objective validity for they express results of what Jürgen Habermas refers to as normative rationality. This study followed John Forester's recommended research agenda for rigorous empirical analyses of policy process deliberations using Jürgen Habermas' Theory of Communicative Action. During the past few decades, the populations of many U.S. and European cities have shown the same residence and workplace mobility patterns: Annually, approximately 10 percent of the population changed residences and approximately 20 percent of employed workers changed workplaces within the same metropolitan area. According to a U.K. transportation panel survey, annually, about 20 percent of commuters changed their commute mode.
