Impacts Of Trip Permit Program Changes On Vehicle Operations And Inspections, Jennifer Dill

This research project has two inter-related parts: (1) an assessment of the equity of implications of the emissions inspection program in the State of Oregon and elsewhere; and (2) an assessment of the impacts of the new trip permit program on vehicle operations. The study provides a better understanding of the benefits and equity impacts of the inspection program and the recent change to the trip permit system. The findings will be of use to Oregon, as well as all public agencies that oversee vehicle inspection programs throughout the country. In February 2003, in an effort to expand Medicaid coverage within tight fiscal constraints, the Oregon Health Plan (OHP) underwent a significant redesign of benefits, cost-sharing and premium structure. The OHP2 redesign resulted in two tiers of coverage, OHP Plus and OHP Standard, and a premium subsidy program. The OHP Plus benefit package and cost sharing structure is similar to the original OHP and serves the federally-mandated Medicaid populations: children and pregnant women, low-income elderly and individuals meeting the SSI definition of disability. OHP Standard, designed for Oregon’s expansion population,1 includes a reduced benefit package, expanded co-pays and increased premiums. …

This paper presents findings on changes in bus running times, on-time performance, and excess passenger wait times following implementation of transit signal priority in select bus corridors in the Portland metropolitan region. Analysis of the effectiveness of transit signal priority is often undertaken using simulation techniques or empirical studies that are either limited in scope and/or data availability. The present research uses an abundance of trip-level data collected from TriMet’s Bus Dispatch System. The study focuses on the most common performance measures of interest to both transit operators and passengers. Our study shows that the expected benefits of TSP are …

As a result, educational institutions will no longer be self-contained. Community members and organizations have become not only critical partners in framing the goals and intentions of the educational reform movement, but they also have assets that must be tapped by educational institutions that wish to implement change and respond to social needs.

This paper summarizes research conducted by the authors who served as the ad-hoc Disbursement Task Force created by NCPlenty, Inc., the non-profit managing agency for a local currency system in central North Carolina, USA. NCPlenty, Inc. began printing a scrip-based local currency called the PLENTY in October 2002. The PLENTY, or Piedmont Local EcoNomy Tender, is based on the Ithaca HOURS currency and has faced circulation and distribution issues similar to other HOURS-based systems in the US. In addition to an inventory of potential urban agriculture sites, the team also conducted a literature review, held focus groups with relevant stakeholders, conducted numerous interviews, and administered and analyzed surveys. The results of these outreach efforts greatly informed criteria development and recommendations, and expanded our understanding of the potential for urban agriculture in Portland. These groups contribute immeasurably to the community through the services and educational opportunities they provide and through their role in the social and economic fabric of the neighborhood. Urban renewal has come to the neighborhood in the form of several large projects that are either currently underway or scheduled to begin in the next several years. Background: The role of paternal factors in determining the risk of adverse pregnancy outcomes has received less attention than maternal factors. Similarly, the interaction between the effects of race and socioeconomic status (SES) on pregnancy outcomes is not well known. Our objective was to assess the relative importance of paternal vs. maternal education in relation to risk of low birth weight (LBW) across different racial groups.

Methods: We conducted a retrospective population-based cohort study using Washington state birth certificate data from 1992 to 1996 (n = 264,789). We assessed the associations between maternal or paternal education and LBW, adjusting for …

Ron Paul worked in the restaurant business for 18 years, including 15 as the owner of Ron Paul Charcuterie . Then, as chief of staff in Commissioner Charlie Hales' office in 2000, Paul assembled a citizens group that began to explore the feasibility of a public market in the city. He now leads the effort for the Portland Public Market, drawing upon both of his career paths from the last 20 years.
