The Peoples’ Plan is a strategic action plan for the recovery of the 9th Ward. We’ve created it based on conversations with residents – some struggling to return home, others intent on remaining in a neighborhood that has always been there own. The Peoples’ Plan provides a thorough assessment of what must be done to provide recovery in one of the hardest hit areas of the City, and provides a recovery model for all badly flooded areas. In March 2006, the National Policy Consensus Center (NPCC) and the United States Environmental Protection Agency (US EPA) co-hosted a multi-stakeholder Colloquium to consider whether collaborative approaches would allow Supplemental Environmental Projects (SEPs) to leverage environmental, public health, economic, and social benefits for communities affected by environmental law violations. A SEP is an environmentally beneficial project that a violator voluntarily agrees to perform, in addition to actions required to correct the violation(s), as part of an enforcement settlement.

PlanPDX worked to assess existing district conditions and assist in the development of goals for the district that could inform and guide future improvement efforts. Utilizing a variety of research methods including community outreach efforts, in-person interviews, technical analysis and organizing two well-attended community workshops, the Vision Team and PlanPDX successfully generated a set of recommendations for Main Street Park Rose. This team provided Metro with an assessment of conditions along the power line corridor on the proposed Westside Trail. The team developed trail goals and objectives, as well as criteria by which to assess the study area. The final product highlights opportunities and constraints for meeting the trail's goals and objectives, and a set of recommendations for the trail. Collaborative governance is the process of public, private, and non-profit sectors jointly developing solutions to public problems.

This process—convening people from different sectors to work together on a shared issue—can yield the best solutions to public problems. Research and experience show that solutions created in a collaborative governance process are “better informed, stronger in concept and content, and more likely to be implemented,” according to Terry Amsler, Director of the Collaborative Governance Initiative.

While many people both inside and outside Oregon envision the state as a place of picturesque coastal bluffs, mountain ranges, the Columbia River Gorge, and oldgrowth forests, the population is primarily urban. It has been for many decades. In 2000, three-quarters of Oregon’s 3.4 million residents lived in towns and cities. Almost one-half of Oregon’s population lived in the metropolitan Portland area. This paper offers an overview of population dynamics in the Portland-Vancouver metropolitan area, which includes five of Oregon’s thirty-six counties–Clackamas, Columbia, Multnomah, Washington, and Yamhill–and Clark County in the state of Washington. This report summarizes the result of the cultural assessment employee survey administered in April 2007 to all City of Longview employees. Responses were obtained from 235 people (response rate 67%).

The survey results include the following key findings:

* Average scores indicate that employees generally support diversity and understand the importance of diversity in the workplace.

* On average, employees rated departmental support and understanding toward diversity lower than their personal support.

* Average scores on the level of comfort discussing diversity-related issues was somewhat lower than other scores. Some people expressed that they do not feel comfortable speaking up …

Food security, as defined in the U.S., means access by all people at all times to enough food for an active, healthy life. Examining the risk factors and consequences of food insecurity for those who leave Temporary Assistance for Needy Families (TANF) has practical implications, but empirical research has lagged behind theory. This study tested the Campbell Model of Food Insecurity (1991), a previously untested theoretical model, in a sample of TANF leavers in Oregon (n=637 Wave 1, n=552 Wave 2). BACKGROUND AND OBJECTIVES: Early-life exposure to environmental tobacco smoke (ETS) can result in developmental delay as well as childhood asthma and increased risk of cancer. The high cost of childhood asthma related to ETS exposure has been widely recognized; however, the economic impact of ETS-related developmental delay has been less well understood.

METHODS AND RESULTS:The Columbia Center for Children's Environmental Health (CCCEH) has reported adverse effects of prenatal ETS exposure on child development in a cohort of minority women and children in New York City (odds ratio of developmental delay = 2.36; 95% confidence interval 1.22-4.58). Regional Planning and Metropolitan Growth Management Research Projects

This is a working document and is the second report in this series. In section one the document begins by reviewing the origin and definition of "Cascadia" as a named place. Section two includes a description of the Cascadian landscape, and the issues and conditions in both its metropolitan and nonmetropolitan areas. Section three present four strategies for growing, stewarding, and sustaining Cascadia along "ecolopoli­tan" lines. The document concludes with the next steps for this project.

Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 2004-05 fiscal year. Services provided were shown in relationship to the Regional Travel Options program 5-year strategic plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

The Gateway Gardens Site Analysis takes a comprehensive look at a largely-vacant land area in Portland’s Gateway District. Currently owned by the Oregon Department of Transportation (ODOT), the 38-acre site currently serves as right-of-way for surrounding freeways, namely Interstates 84 and 205.

The project team developed a sequential process for completing this report. To gain an understanding of the project site, the initial step consisted of identifying key historical events and land uses that formed the site into what it is today. Worldwide, institutions are incorporating sustainable development discourse into policy. Case studies of regional institutionalizations of sustainable development can inform scholars, policy makers and policy entrepreneurs as they interact with sustainable development agendas. This dissertation examined initial institutionalization of sustainable production in State of Oregon policy and explored the role of regime politics during Governor Kitzhaber's administration, 1995-2002. Discourse analysis, implementation analysis, advocacy coalition analysis and categories and criteria from literatures on policy history and the operationalization of sustainable development were used to analyze the character and strength of Oregon's institutionalization. Many growing regions throughout the United States, are turning to these concepts to address problems of traffic congestion and suburban sprawl. The power sector is experiencing profound changes worldwide as policies are enacted to address the linkages between energy use and environmental degradation, as well as improve energy security and local economic development outcomes. This research examines the carbon dioxide (CO2) cap and the renewable energy quota in the United Kingdom's power sector using a constrained optimization model of the U.K. electricity grid. Scenarios simulate the dynamic nature of the supply curve for CO2 mitigation based on the availability of nuclear technologies, energy efficiency investments, fossil fuel prices, and access to emissions reductions from the EU CO2 Cap.

Highlighting presidential values brings to center stage the leadership dimension of foreign policy. Because values play an instrumental role in the policy process, understanding the dominant values of powerful leaders is crucial to sustaining democracy at its most basic level. An empirical study of public statements on Iraq by Presidents Bush, Clinton, and W. Bush from August 2, 1990, the date Iraq invaded Kuwait, through March 19, 2003 provides the data for analysis.
