Bridge foundations must be designed based on acceptable risks of failure. To secure rapid implementation of Load Resistance Factor Design (LRFD) principles for foundation design, the American Association of State Highway and Transportation Officials (AASHTO) and the Federal Highway Administration (FHWA) are requiring their use through AASHTO code. The Bridge Section of the Oregon Department of Transportation (ODOT) has responsibility for satisfactory design of all the bridge structures across the state’s highway system. This Dissertation presents an analysis and interpretation of particular aspects of the social, cultural, and ideological history of motorcycling in the US-Mexican Borderlands from 1900 to 2000. It is based on interviews with historical correspondents, archival and other documents as well as thirty years of participant reflection during which the author was immersed in biker culture. The motorcycle served as a vehicle for personal and group identity, resistance, and liberation. Issues related to identity, gender, race, marginalization and resistance, imagery, and rhetoric become clearer when considering the perspective of riders. In 1955, The Oregon State Highway Department helped usher in the freeway building era in Portland by publishing its plan for 14 modern freeways designed to crisscross the city. A major component of that report was the Mount Hood Freeway, a route designed to pass through southeast Portland, connecting the city to its expanding eastern suburbs. Other freeway routes in the Portland area were given precedence over the Mount Hood Freeway and by 1969, when the route obtained federal interstate status, urban freeways across the nation had become highly controversial. The Oregon Transportation Commission (OTC) created Area Commissions on Transportation (ACTs) to improve coordination, help prioritize infrastructure investment, and provide input on statewide transportation issues. The structure of the ACTs is designed to provide a cross-section of input from the state, regional, local, private, and community sectors. A research project was initiated to: assess the role and experiences of ACTs, research comparative approaches in the state and nationally, and develop and assess options for improving coordination and increasing effectiveness. A System-Wide Adaptive Ramp Metering (SWARM) system has been implemented in the Portland, Oregon metropolitan area, replacing the previous pre-timed ramp-metering system that had been in operation since 1981. SWARM has been deployed on six major corridors and operates during the morning and afternoon peak hours. This report presents results of a "before" and "after" evaluation of the performance of two freeway corridors as part of ongoing efforts to measure the benefits of the new SWARM system, as compared to the pre-timed system. Better management of highway operations can be achieved, in part, by controlling vehicular access to adjacent properties and cross streets. This tactic, referred to as access management, has proven safety and operational benefits. However, doubts remain regarding its environmental and economic benefits.

I hypothesize that one environmental indicator, carbon emissions, will decrease with proper access management. Controlling access increases the speed at which vehicles travel, improving fuel efficiency and reducing carbon emissions. My hypothesis relative to financial impacts is that access management will neither help nor harm businesses. Controlling access can reduce travel time which has the effect of increasing …

With rates of obesity, heart disease, and related health problems increasing in the U.S. many policy makers are looking for ways to increase physical activity in everyday life. Using a bicycle instead of a motor vehicle for a portion of everyday travel could help address these problems. This research aims to fill a gap in the existing literature on the effect of different types of infrastructure, such as bicycle lanes or paths, on bicycling. The Federal Highway Administration (FHWA) has set a high priority on the use of existing dynamic message signs (DMS) to provide travel time estimates to the public. The Oregon Department of Transportation (ODOT) currently has three DMS in the Portland metropolitan area configured to display travel time information. In the near future, ODOT would like to make travel time estimates available on additional DMS, over the Internet on tripcheck.com and via 511. The study also identified and assessed the feasibility of funding alternatives to address the needs identified.

The development of an effective recruitment strategy that attracts and secures entry-level logistics talent is essential to maintain corporate performance. A critical aspect of job placement involves understanding the preferences of students and employers. This research presents results of parallel surveys of U.S. undergraduate logistics, transportation and supply chain student and employer preferences and perceptions regarding employment. Results provided include a demographic respondent profile, their organization /functional area preferences and their perspectives on selected entry-level employment issues. These research results are intended to provide employers, educators and students with information that can be used to improve job placement success.

Safety Attitudes And Behavioral Intentions Of Municipal Waste Disposal Drivers, Swartz M. Stephen, Matthew A. Douglas

The Theory of Planned Behavior was used to study factors useful for predicting Behavioral Intentions to commit unsafe acts while driving for commercial drivers working for municipal waste management operations centers. The Theory of Planned Behavior was found to be moderately effective in predicting behavioral intentions, particularly through the constructs of Attitude and Perceived Control. Driver perceptions of safety climate, self-assessed personal safety performance, risk aversion, and attitudes toward behavioral factors associated with engaging in risky behaviors while operating motor vehicles were studied. Risk aversion and driver perception of their own safety performance were also useful predictors of intention.

An exploratory quantitative study on the relationship between profit contribution information and firm-wide internal integration is presented. Specifically, the authors examine how profit contribution information availability impacts firm-wide internal integration and, subsequently, logistics performance. This study provides greater insight into the area; only a few studies have empirically examined the impact of profit contribution information within a firm. The primary implication is that firms should utilize specific types of information, i.e. profit contribution information, for making more informed operational and strategic decisions. The paper also underscores the managerial value of using profit contribution information in decision making and planning.

Firms have begun to look internally for ways to increase external service quality. ANOVA is used to examine the effect of interdepartmental customer orientation on time, inventory, and customer service-based performance variables in distribution centers. Findings indicate that high interdepartmental customer orientation positively affects distribution center performance in terms of time-based performance measures and customer satisfaction. Interdepartmental customer orientation was found to have only a marginal affect on inventory performance. Implications of the current research for distribution centers and transportation managers are discussed along with limitations and opportunities for future research.
