This project considers the socio-economic impacts of the new highway user fee structure made possible by advanced technology. The fee structure also has implications for land use and healthy communities ( urban/rural, income distributional, and environmental impacts). The 2001 Oregon Legislature created the Road User Fee Task Force (RUFTF) to make recommendations regarding a potential replacement for the gasoline tax. A vehicle mile tax has subsequently been proposed as the replacement. Preliminary work has been devoted to exploring technical and institutional options for implementation of such a charge. Specifically, scientists can quickly imagine the effects of global warming in the ocean environment, but a secondary impact will be how humans adapt to this changed world. Ice clearance will lead to navigable Arctic waterways and more potential polar shipping routes. Increased shipping routes will alter or increase global shipping activity. This OTREC education proposal will link experiential education with local transportation planning through a collaborative partnership between the University of Oregon and the City of Eugene. Educators have long worked to find pedagogical approaches that yield the best educational results. While much attention has been given to the influence of urban form on travel behavior in recent years, little work has been done on how neighborhood crimes affect this dynamic. This research project studied seven San Francisco Bay Area cities, and found substantiation for the proposition that neighborhood crime rates have an influence on the propensity to choose non-automotive modes of transportation for home-based trips. Specifically, high vice and vagrancy crime rates were associated with a lowered probability of choosing transit in suburban cities for both work and non-work trips, high property crime rates were associated with a lower probability …

In a study of older adults and their travel patterns in Oregon, a statewide mail survey and telephone interviews were conducted with older drivers and older adults who had voluntarily chosen to stop driving. The purpose of the study was to determine: (1) the factors that influence driving cessation; (2) the physical and emotional barriers that delay driving cessation; (3) what opportunities exist for alternative transportation after driving cessation; (4) whether drivers make relocation decisions on the basis of driving cessation; (5) the warning signs that make a driver stop driving; and (6) whether a crisis situation generally forces a …

Despite the efforts to reduce traffic accidents by government entities and automobile manufactures, the numbers of accidents are not considerably reduced. An evaluation of an algorithm based on the fly's eye is done on this research applying its principles to detect scene change on images for printed circuit boards providing initial steps to implement this algorithm on vehicular traffic to keep track of objects moving on the field for collision avoidance purposes. The effectiveness of the algorithm is addressed through a comparison of its performance with that found in experimental data.

Optimal deployment of limited emergency response service units in a metropolitan area is of interests to public agencies. The limited emergency units not only have to respond to the demand for service by residents and businesses, but also cover Critical Infrastructures (CIs). This Thesis formulates an improved optimization model to allocate different types of Emergency Response Service (ERS) units among their candidate base stations. Through federal regulations, metropolitan planning organizations (MPOs) are mandated to perform public outreach and impact assessment. Although there are some established parameters, the quality and effectiveness of public outreach efforts vary widely, and in many instances information dissemination becomes the central focus of public outreach efforts. However, information dissemination, although essential, is not as effective as a two-way process of public involvement in which members of the public may provide feedback to shape agency initiatives. The rising trend of motorization and improving socio-economic status of Thai people directly influences the aggravating road safety situation with fatalities and permanently disabled injuries of about 130,000 and 500,000 respectively over the past decades. An estimated annual cost from road crashes amounts to about US$2,500 million, 3.4 percent of Gross National Product (GNP), undoubtedly inflicts Thailand with a burning public health concern in the South East Asian region.
