This article charts the evolving regulation of cooperation and coordination between international transport firms, in particular those operating within the liner shipping and international air transport sectors. There has been a long history of exemption of these sectors from the rules and regulations of antitrust or competition law. In the past three decades, regulatory reforms and privatization have, however, subjected these sectors to competitive forces that have transformed these industries. With the introduction of competition law in many jurisdictions, the justifications for their continued exemption have come under intense scrutiny. The transportation industry faces a growing shortage of professional engineers and planners. One key strategy in solving this problem will be to encourage more civil engineering and urban planning students to specialize in transportation while completing their degrees, so that employers have a larger pool of likely recruits. However, very little is known about how these students choose a specialization. To help fill that gap, this report examines the factors that lead civil engineering undergraduates and urban planning masters students to specialize in transportation, as opposed to other sub-disciplines within the two fields. The development of successful TODs often encounters several barriers. These barriers include: a lack of inter-jurisdictional cooperation, auto-oriented design that favors park and ride lot over ridership generating uses, and community opposition. The community opposition may be more vocal in suburban areas where residents of predominately single-family neighborhoods may feel that the proposed high-density, mixed-use TOD will bring noise, air pollution, increased congestion and crime into their area. Community opposition has been instrumental in stopping many TOD projects in the San Francisco Bay Area. This report explores public opinion on a new and promising concept—green transportation taxes and fees. These are taxes and fees set at variable rates, with higher rates for more polluting vehicles and lower rates for those that pollute less. This approach to transportation taxes and fees adapts the traditional transportation finance system to achieve two critical public benefits at once: encouraging drivers to choose more environmentally-friendly transportation options and raising revenue for needed transportation programs. The states of Louisiana, Mississippi and Alabama sustained significant damage, including 31 colleges and universities. Other institutions of higher education, most notably Louisiana State University (LSU), became resources to the disaster area. This is just one of the many examples of disaster impacts on institutions of higher education. We describe an integrated decision-making framework and model that we developed to aid EUROCONTROL, the European air traffic management organization, in its vital role of constructing a single unified European sky. Combining multicriteria decision analysis with large-scale optimization methods, such as integer programming and column generation using branch and price, our model facilitates the process by which the numerous European aviation stakeholders evaluate and select technological enhancements to the European air traffic management system. Some United States metropolitan areas with rail transit systems enjoy ridership and productivity success while others do not. This study examines the experiences of 11 U.S. metropolitan areas with between one million and five million persons to better understand why some areas are successful and others are not. A particular focus is the role of service planning decisions in facilitating transit success. We find that successful transit systems are those that: 1) articulate a clear, multidestination vision for regional transit; 2) rely on rail transit as the system´s backbone; 3) recognize the importance of the non-CBD travel market; 4) encourage …

Whether to aid welfare recipients in overcoming transportation barriers with increased car ownership or better transit became an issue after the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 was signed into law. Empirical studies pointed out that welfare recipients owning a car had a high probability of moving from welfare to work. In this study, the authors examined the impacts of car ownership promotion versus transit improvements on job accessibility, work trips, and traveler´s economic welfare by running a travel demand model adopted by the Sacramento Area Council of Governments (SACOG). This research investigated the durability of carbon fiber-reinforced polymer composites (CFRP) used for shear strengthening reinforced concrete deck girders. Large beams were used to avoid accounting for size effects in the data analysis. The effort included determining the role of freeze-thaw, moisture, and fatigue on structural performance and developing analytical design procedures that account for durability.

The results showed that moisture infiltration behind the CFRP, combined with freeze-thaw, was critical in reducing shear panel stiffness and shear capacity. Long-term moisture exposure alone produced only a minor decrease in shear capacity. Freeze-thaw, combined with fatigue, had little effect on shear capacity …

The primary goal of this study is to investigate pedestrian and bicycle safety qualitatively and quantitatively on the campus of Clemson University and to provide recommendations for safety improvement based on these analyses. Because of heavy pedestrian and bicycle volumes, the well-being of these users is critical to the overall safety culture of a university. The analysis of crashes, pedestrian-vehicle conflict data, vehicular speeds and volumes, and crosswalk facility characteristics on Clemson's campus enabled the development of a prioritization scheme for the selection of pedestrian crossing sites for design improvement. This paper studies approximations to the average length of Vehicle Routing Problems (VRP). The approximations are valuable for strategic and planning analysis of transportation and logistics problems. The research focus is on VRP with varying number of customers, demands, and locations. This modeling environment can be used in transport and logistics models that deal with a distribution center serving an area with daily variations in the demand. The routes are calculated daily based on what freight is available. New approximations and experimental settings are introduced. In this paper, we present ROAD, a general framework to evaluate Location-Dependent Spatial Queries (LDSQ)s that searches for spatial objects on road networks. By exploiting search space pruning technique and providing a dynamic object mapping mechanism, ROAD is very efficient and flexible for various types of queries, namely, range search and nearest neighbor search, on objects over large-scale networks. Traffic-monitoring systems, such as those using loop detectors, are prone to coverage gaps, arising from sensor noise, processing errors and transmission problems. Such gaps adversely affect the accuracy of Advanced Traveler Information Systems. This project will explore models based on historical data that can provide estimates to fill such gaps. We build on an initial study by Mr. Rafael J. Fernandez-Moctezuma, using both a linear model and an artificial neural network (ANN) trained on historical data to estimate values for reporting gaps. These initial models were 80% and 89% accurate, respectively, in estimating the correct speed range, and misclassifications were …

In the section on feasibility, we propose the concept of a Bus Rapid Transit (BRT) or light–rail system that effectively requires only one dedicated but reversible lane throughout the system to support two-way traffic in the median of a busy commute corridor with regular provision of left–turn lanes. The supply chains through which foods are produced, processed, and transported can have a significant impact on the environment in terms of the carbon dioxide (CO2) that is emitted during each of these phases; however, little research has incorporated information about environmental impact into supply chain scenarios. Moreover, many consumers are unaware of how their food choices may impact the environment in this way. To fill these gaps, a tool called CarbonScope was developed to show consumers the CO2 emissions associated with different food types and food transportation scenarios. Objective The Oregon Department of Transportation conducted a test of an innovative technology to replace fuel taxes with mileage fees. In the test, some vehicles were charged a flat fee per mile and others were charged differential fees that were higher for travel in the Portland metropolitan area during weekday peak hours and lower for other travel. I was charged with developing the database for the project and analyzing the behavioral responses of the participants. The database is quite extensive, including responses to three surveys as well as information on mileage in various categories. The experiment ended on April 1, …

Oregon is one of six states with requirements for mandatory reporting of drivers with medical impairments. In 2003, the state’s mandatory reporting program, administered by Oregon Driver Motor Vehicles (DMV) Services, was revised to cover an extensive range of cognitive and functional impairments. This report examines the safety risk of persons treated in Oregon’s revised Medically At-Risk Driver program. The incidence of crashes and traffic offense convictions before and after license suspension is documented and compared to crash and conviction incidence of persons treated in the DMV’s voluntary medical reporting program. Pre-Trip Inspection of the truck and trailer is one of the components of the current Commercial Driver's License (CDL) test. This part of the CDL test checks the ability of the student to identify the important parts of the commercial vehicle and their potential defects. The Virtual Check Ride System (VCRS), a computer-based application, is an assessment and feedback tool that mirrors the inspection component of the actual CDL. Global agri-food and transportation systems have dramatically expanded food production and distribution worldwide. This integration, however, also adversely affects human health. The negative effects arise from unequal access to healthy food, unequal access to transportation for agri-food workers, increasing geospatial and economic concentration in the agri-food industry, and an emerging competition between food and fuel.
