E-Commerce and package deliveries are growing at a fast pace and there is an increased demand for same-day deliveries. Established delivery companies and new startups are investing in technologies that reduce delivery times and/or increase delivery drivers’ productivity. In this context, the adoption of Sidewalk Automated (or Autonomous) Delivery Robots (SADRs) has a growing appeal. SADRs are pedestrian sized robots that deliver items to customers without the intervention of a delivery person. Speed limit increases, particularly on interstates have been studied and researched many times over the course of the last 50 years in the United States. These research efforts began after the implementation of the National Maximum Speed Law (NMSL), which reduced all speed limits to a maximum of 55-mph. In the years that followed, this restriction was relaxed to 65-mph with the Surface Transportation and Uniform Relocation Assistance Act (STURAA) and ultimately repealed later by the National Highway System Designation Act (NHSDA). Since the repeal, states reacted in myriad of ways and many studies documented the changes of those reactions. …

In an effort to address financial constraints and environmental concerns states have increasingly turned to a combination of un-tolled (HOV) and tolled (HOT) lanes. Public-private partnerships (3Ps) are a popular mechanism for this more sustainable approach to highway infrastructure that couples environmental sustainability (efficient utilization of existing lanes, less congestion) with financial sustainability (private investment). This chapter focuses on how investment in the American rail infrastructure has shaped changes in the population and residential patterns. Specifically, the chapter examines the association between commuter rail systems, urban rail transit systems, and the movement of the college-educated young into the inner city. Two hypotheses are proposed about the characteristics of rail systems and the relationship to the growth in the percentage of young college graduates residing in close-in neighborhoods. Using a sample of central cities within the 51 largest metropolitan areas in the U.S., the chapter compares the growth in young college graduates (ages 25 to 34 …

Are Wide Streets Negligent?, Michael Lewyn

American commercial streets are typically designed to encourage rapid automobile traffic, thus making streets unsafe for pedestrians. In the 2016 case of Turturro v. City of New York, the New York Court of Appeals upheld a jury verdict against a city for failing to slow down such traffic. This article describes Turturro, but shows how limited its holding was: the Turturro court emphasized a city's failure to study traffic calming, so if a city studies its options adequately it can avoid liability even if its policies are unsuccessful.

How will people get around after a major earthquake? The Ready Streets project examines ways to create a strong, connected, and disaster-resilient mobility network in the Parkrose-Argay neighborhood of Portland, as well as replicable criteria for future neighborhoods. This is accomplished by examining the existing conditions of the area, working with community members to determine key destinations and priorities, and formulating recommendations to the Portland Bureau of Transportation.

This chapter analyzes the experiences with tolling in the Hampton Roads region of Southeastern Virginia to better understand residents' and drivers' support for tolls and behavioral responses to tolls. The Hampton Roads region, with its population of 1.7 million and extensive network of highways, roads, bridges, and tunnels, has a long history of toll facilities that date back to the 1920s. The most recent tunnel tolls, associated with the Elizabeth River Crossing Project and introduced in February 2014, are the focus of this chapter. I examine whether Uber and Lyft are currently complements or substitutes of public transit, and how partnerships between cities and ride sharing companies can increase their complementary relationship and solve parking and mobility issues. The results suggest that transportation network companies (TNCs) like Uber and Lyft do not have a statistically significant effect on public transit ridership overall, but are complements of public transit for certain populations. Policies that give discounts for TNC rides taken to and from transit stops help solve the first mile / last mile problem, which consequently help increase transit ridership.

Bridge decks usually experience deterioration at a more rapid pace than other infrastructure components due to the heavy traffic loads and environmental conditions that the deck sustains. Delamination within concrete bridge decks accelerates due to water and deicing salts penetrating the concrete; resulting in the corrosion of reinforcing steel. The corrosion of rebar may result in a fracture parallel to the surface of the concrete structure at the top of the reinforcement layer. The increase of traffic on major U.S. roadways has motivated the implementation of new technologies and better management of the transportation infrastructure, including managed lanes on freeways. Dedicated truck lanes, a type of managed lane, are increasingly attracting attention since truck freight is continuously increasing and trucks have greater impact on traffic flow relatively to cars. Lane changing is one of the most basic activities when driving on freeways or arterials. A lane changing maneuver may be classified, depending on the driver's motivation, as mandatory or discretionary. A mandatory lane change occurs when a driver is trying to move his/her vehicle from its existing lane to the target lane in anticipation of the next turn or to avoid a lane closure downstream. This thesis explores barriers to widespread adoption of electric vehicles and proposes possible policy solutions. It analyzes main barriers including awareness, upfront cost, and range anxiety, as well as existing policy solutions, and a detailed case study examining policy differences in high adopting versus low adopting states. Awareness and eduction surrounding electric vehicles and their capabilities, financial incentives and market mechanisms for reducing costs, and charging infrastructure and efficiency improvements are examined. This thesis examines how global and local governance has combined to deliver effective and sustainable public transportation in cities by comparing Bogotá’s bus rapid transit (BRT) system, TransMilenio, with Medellín’s mass transit system, STIMVA, often referred to as Metro de Medellín. After considering the rationales used to justify local and global authority over climate change, this analysis problematizes the supposed benefits of empowering global and local actors by highlighting the conflicts of interest that plague the elites who mediate the global and the local. Demand for the emergency medical technician (EMT) is 2 times greater than that of all other occupations. Sustainability of ambulance services (AS) personnel is dependent upon the recruitment of EMTs into the industry. The purpose of this multiple case study was the exploration of the recruiting strategies that AS administrators used to increase the number of EMTs. Widespread electric vehicle (EV) adoption will be crucial for achieving decarbonization goals in California. The inclusion of marginalized populations in this process is important and involves challenges related to their physical access to charging infrastructure and economic access to EVs. Public access electric vehicle chargers (PAEVCs) and upfront financial incentives for EVs may help reduce the barriers affecting these populations. In this thesis, a spatial analysis at the census block group level shows that, in California, PAEVC access is lower in areas with below median household incomes and areas with a black and Hispanic majority. There is increasing evidence on the association between public transit usage and obesity. To further understand the causal impact of changes in county public transit usage on county obesity rates, this paper presents a longitudinal study on this topic. Annual health data from the Behavioral Risk Factor Surveillance System (BRFSS) and transportation data from the National Household Travel Survey (NHTS) were aggregated and matched at the county level, to create a panel data set with 227 counties from 45 states across two time periods, 2001 and 2009.
