On September 27, 2013, California’s governor signed Senate Bill (SB) 743 into law, in part mandating the transition from a level-of-service-based (LOS) measure of transportation environmental impacts to a vehicle-miles-traveled-based (VMT) one in compliance with the California Environmental Quality Act (CEQA). Several California jurisdictions, including San Jose, Pasadena, and San Francisco, have moved quickly to comply with SB 743, so it is no surprise that several of these early-adopter cities have been working hard to develop powerful VMT estimation methods and tools using the most recent research available.

The arrangement of last-mile services is playing an increasingly important role in making public transport more accessible. We study the use of ridesharing in satisfying last-mile demands with the assumption that demands are uncertain and come in batches. The most important contribution of our paper is a two-level Markov decision process framework that is capable of generating a vehicle-dispatching policy for the aforementioned service. We introduce state summarization, representative states, and sample-based cost estimation as major approximation techniques in making our approach scalable. The last-mile problem concerns the provision of travel services from the nearest public transportation node to a passenger’s home or other destination. We study the operation of an emerging last-mile transportation system (LMTS) with batch demands that result from the arrival of groups of passengers who desire last-mile service at urban metro stations or bus stops. Routes and schedules are determined for a multivehicle fleet of delivery vehicles, with the objective of minimizing passenger waiting time and riding time. Integrated land use and transportation models have evolved along a spectrum from simple sketch planning models to complex microsimulation models. While each has its niche, they are largely unable to balance the flexibility and realism of microsimulation and the speed and interactivity of simple models. The Regional Strategic Planning Model (RSPM) aims to fill this gap by taking a microsimulation approach while making other simplifications in order to model first-order effects quickly. The typical approach of increasing infrastructure to alleviate traffic issues such as congestion is becoming unviable due to limited space, high cost, and associated externalities. Control and management strategies using Intelligent Transportation Systems (ITS) seek to maximize the use of existent infrastructure. Many ITS strategies, such as the deployment of information, require or benefit from knowledge about traffic patterns and trends. Hurricane Katrina devastated the city of New Orleans in late August 2005, resulting in damage to much of the city’s sports infrastructure and the temporary departure of both of New Orleans’ major league professional sports teams, the National Football League Saints and the National Basketball Association Hornets. The city spent over $500 million restoring the sports infrastructure in New Orleans, and both teams subsequently returned to the city. In addition, New Orleans has since hosted numerous mega-sporting events including the Super Bowl, NCAA Men’s Basketball Final Four, and several college football national championships. In recent decades, governments have committed enormous public resources to subsidize construction of new stadiums, and the dollar value of taxpayer contributions for these subsidies continues to climb. Spending of taxpayer dollars includes both direct subsidies from state and local governments, as well as indirect subsidies from the use of tax-exempt bonds to finance construction. In granting stadium subsidies, governments claim that the stadiums are a public good that attracts tourists and businesses, thereby generating increased spending and job creation—benefits that flow to the community rather than to team owners. Connected automated vehicles (CAVs) are typically equipped with communication devices (e.g., dedicated short range communications (DSRC)) and on-board sensors (e.g., Radar, Lidar, Camera, etc.). Communication devices would enable the exchange of real-time information between vehicles and infrastructures via vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) channels. Sensors equipped in vehicles are providing various vehicle sensor data (VSD) such as the CAV’s GPS location, speed and moving direction (trajectory). Existing studies have shown the effectiveness of using CAV trajectories as input in many traffic control models.

This study explores the travel patterns, needs, and mobility problems faced by diverse low-income, inner-city older adults in Los Angeles in order to identify solutions to their mobility challenges. The study draws information from: (1) a systematic literature review of the travel patterns of older adults; (2) a review of municipal policies and services geared toward older adult mobility in six cities; (3) a quantitative analysis of the mobility patterns of older adults in California using the California Household Travel Survey; and (4) empirical work with 81 older adults residing in and around Los Angeles’ inner-city Westlake neighborhood, who participated …

Do “See Something, Say Something” programs work? The evidence strongly suggests that in the specific case of public surface transportation, the answer is “yes.” Transport staff and passengers play an important role in the prevention of terrorist attacks. By discovering and reporting suspicious objects, they have prevented more than 10 percent of all terrorist attacks on public surface transportation. Detection rates are even better in the economically advanced countries where more than 14 percent of the attempts are detected—and have been improving. This MTI Security Perspective analyzes detections since 1970 and suggests that “See Something, Say Something” campaigns are worthwhile.

Surge pricing is commonly used in on-demand ride-sourcing platforms (e.g., Uber, Lyft and Didi) to dynamically balance demand and supply. However, since the price for ride service cannot be unlimited, there is usually a reasonable or legitimate range of prices in practice. Such a constrained surge pricing strategy fails to balance demand and supply in certain cases, e.g., even adopting the maximum allowed price cannot reduce the demand to an affordable level during peak hours.
