This project demonstrates how an inexpensive system (hardware and software) can add new functionality to existing signal controllers, giving bicyclists an efficient way to cross a controlled intersection. The system integrates three components: (1) a Bike Connect box that resides near the signal-controller and is connected to it, (2) an application that runs on a Bike Connect device (currently an iPhone) and requests a green light at the correct approach-distance, and (3) a cloud-based publish/subscribe (pub/sub) component that handles cellular-communication between phone app and box. Specifically, we re-evaluate, compare and test our pedestrian index of the environment (PIE) measure using data resources more commonly available to planning agencies across the country. Next, we test the results of PIE and its input data in models of pedestrian mode choice for stability of estimation results within a region (intraregional) and between regions (interregional). This research is the next logical step in the MoPeD’s enhancement and is critical to enabling its utility beyond the Portland region. The results of this project show that …

When drafting nuclear law and regulations, both technical and legal expertise is needed to ensure the regulation meets the technical requirements for security, but also is legally enforceable within a country’s jurisdiction. This report, written for the Oregon Department of Transportation (ODOT) by Portland State University’s Northwest Economic Research Center, outlines the challenges that regional revenue collection poses for ODOT’s biennial Highway Cost Allocation Study (HCAS). The HCAS assesses the relative burdens of light and heavy vehicle classes on state infrastructure, in relation to the amount of revenue that said vehicle classes generate. In other words, it ensures that light vehicles and heavy vehicles are “paying their share” of state transportation expenditures.

This project is a follow up to a successful previous NITC project and subsequent nationally distributed book, called “Rethinking Streets: An Evidence-Based Guide to 25 Street Transformations.” The success of the first book demonstrated a need for easy access to evidence-based transportation information that can be used by practitioners, community members, policymakers, educators, and researchers. This project produced a follow-up guidebook, but with a focus on streets redesigned to accommodate bicycle transportation in ways following current best practices. This report documents how metropolitan planning organizations (MPO), State departments of transportation (DOT), and other transportation agencies are adapting Environmental Justice (EJ) analysis techniques to understand transportation impacts in communities undergoing rapid demographic change. The report also highlights national demographic trends, showing significant change in the size and location of low-income and minority households. These changes are documented in a series of State- and county-level maps demonstrating absolute and percent change in minority populations, low-income populations and limited English proficiency populations between the 1990 – 2010 decennial census periods. For too long we’ve been building streets as though they have one function–to move cars quickly. The reality is that streets can to do more than just move cars. They can move people on foot, on bikes, on transit, without hurting vehicular throughput and safety. They can be more than a way to get somewhere else. This study synthesized previously conducted research and identified additional research needed to attract, promote, and retain women in the transportation industry. This study will detail major findings and subsequent recommendations, based on the annotated bibliography, of the current atmosphere and the most successful ways to attract and retain young women in the transportation industry in the future. Oftentimes, it is perception that drives women away from the transportation industry, as communal goals are not emphasized in transportation. The Caltrans Division of Local Assistance has been asked by the Federal Highway Administration (FHWA) to gather data regarding ferry operations under the Moving Ahead for Progress in the 21st Century Act (MAP-21). MAP-21 includes a new formula program for ferry boats and ferry terminal facilities eligible under 23 USC 129(c) which authorizes federal participation in toll roads, bridges, tunnels, and ferries. Although connected vehicles (CVs) will soon go beyond testbeds, CVs and human-driven vehicles (HVs) will co-exist over a long period. Hence, it is critical to consider the interactions between these two types of vehicles in traffic flow modeling. In this study, we aim to develop a macroscopic model to understand how CVs would impact HVs in the traffic stream. Grounded on the second-order traffic flow model, we study the relationships among flow, density, and speed by two sets of formulations for the groups of CVs and HVs, respectively. Schedule Creep: In Search Of An Uncongested Baseline Block Time By Examining Scheduled Flight Block Times Worldwide 1986–2016, Terence P. C. Fan

Based on a stratified random sampling of airlines’ schedules for 200 heavily travelled directional nonstop airport pairs, this paper examines systematically how scheduled block times in non-stop flights have changed from 1986 to 2016. Three econometric analyses, by way of a 10th percentile quantile regression, 15th percentile quantile regression and ordinary least-squares regression, show that after accounting for the effects of air traffic growth, airport-specific congestion, flight delays, number of seat per flight, aircraft type, flight heading, airport slot policy, other airport-specific anomalies, airline-specific policies and changes in crude oil price, scheduled block times have been growing at a pace …

This research examines the expanding role of public-private partnerships (PPPs or P3s) in Denver metro transportation projects in three areas: (1) innovative funding and financing of transit infrastructure projects, (2) the partnerships between freight and passenger rail services, and (3) emerging collaborations of local governments, transit agencies, and transportation network companies (TNCs).

The purpose of the first study was to examine the recent use of P3s in the Denver Regional Transportation District's (RTD) FasTracks program, a 2004 voter-approved $4.7 billion transit expansion program. This dissertation explores social equity as it applies to public transportation. Transit has long been considered a tool to alleviate inequity by limiting the effects of spatial mismatch and providing access to opportunity to disadvantaged populations. This theory, however, has not been adequately proven empirically. The first chapter of this dissertation tests the theory that spatial mismatch is moderated by quality transit service. We do this by taking a cross section of the largest urban areas in the United States and applying structural equation modeling to identify relationships between exogenous and endogenous factors.
