The Homeless Of Massachusetts: An Analysis Of The 1990 U.S. Census S-Night Data, Christopher G. Hudson Jun 1993

The Homeless Of Massachusetts: An Analysis Of The 1990 U.S. Census S-Night Data, Christopher G. Hudson

New England Journal of Public Policy

This article, which examines epidemiological and policy correlates of homeless populations in 351 Massachusetts towns and cities, is based on an analysis of data from the 1990 U.S. census. It reviews the reliability of the most recent census data, reports findings on the distribution and characteristics of homeless persons in Massachusetts, and presents preliminary correlational findings on the impact of key demographic conditions and policies.

The report includes a meta-analysis of several studies that monitored the Census Bureaus street counts. It is estimated that 42.6 percent of the homeless on the streets in selected urban areas were counted by the …

International Migrants Or Welfare Clients: The Selection Of A Master Status For Indochinese Refugees By American Voluntary Agencies, Jeremy Hein Mar 1993

International Migrants Or Welfare Clients: The Selection Of A Master Status For Indochinese Refugees By American Voluntary Agencies, Jeremy Hein

The Journal of Sociology & Social Welfare

Government funding of nonprofit organizations is a dominant trend in American social welfare and it has greatly influenced the voluntary agencies resettling Indochinese refugees. Some agencies identify their clients as international migrants from the Third World, but others view them primarily as welfare recipients. These distinctive master statuses lead agencies to provide different services, thus affecting the refugees' initial adaptation to American society. Religiosity, period of creation, links to the welfare state, and international activities shape the selection of a master status for Indochinese refugees.

The Welfare Reservation: A Worst Case Scenario For A Federal Role In Homeless Assistance, Joseph M. Conforti

The Journal of Sociology & Social Welfare

The purpose of the little-known Stewart B. McKinney Homeless Assistance Act of 1987 is stated as "... States, units of local government, and private voluntary organizations have been unable to meet the basic human needs of all the homeless and, in the absence of greater Federal Assistance, will be unable to protect the lives and safety of all the homeless in need of assistance: and the Federal Government has a clear responsibility and an existing capacity to fulfill a more effective and responsible role to meet the basic human needs and to engender respect for the human dignity of the …

Victim No,1 was working with Victim No.2 to his right when he saw a bush with a pile of PMN-2 mines beneath it. He crouched to peer under the bush, suspecting the cache might be booby trapped. Having seen no sign of a trap he stepped back and initiated a buried PMN-2 with his right heel. Victim No.2 was "less than ten metres away". He received fragment injuries to his arm and fragments of molten plastic in his leg which cut his tendons.

Rapists And Their Parental Relationships, Yaeko Steidel Jan 1993

Rapists And Their Parental Relationships, Yaeko Steidel

Dissertations and Theses

This dissertation attempts to find out what associations exist between dysfunctional parental relationships in the childhood of rapists and the rapists' violent acts. It also briefly examines the sociocultural effects which nurture such relationships.

Rape, a crime very prevalent in our society today, is now perceived as an acute expression of men's contempt for and anger against women. The former interpretation of rape as primarily a sexually motivated crime is no longer popular. This dissertation attempts to trace the origin of the rapist's psyche from his dysfunctional parental relationships.

Rare data on rapist's family relations from a recent FBI survey …

An Implementation Analysis Of The Water Resources Development Act Of 1986, James Joseph Rich Dec 1992

An Implementation Analysis Of The Water Resources Development Act Of 1986, James Joseph Rich

Dissertations and Theses

Implementation research, an area once largely ignored in favor of policy design and impact assessment, now constitutes a significant portion of the policy analysis literature. One of the key issues addressed by the theory building portion of that literature is the necessity of precisely identifying implementation variables, conditions, or actions that measurably contribute to the success or failure of implementation efforts over a broad range of policies and programs, and to then suggest some order of significance. In order to test the validity of a variable set proposed by the literature, a multivariate implementation model was employed as the basis …

Child Care And The Employment Behavior Of Single And Married Mothers, Jean Kimmel Nov 1992

Child Care And The Employment Behavior Of Single And Married Mothers, Jean Kimmel

Upjohn Institute Working Papers

This paper examines the relationship between the cost of child care and the employment behavior of married and single mothers. The data used in this paper are from the 1987 SIPP, the first SIPP panel to utilize an improved probing of child care usage and expenditures. A primary contribution of this paper stems from the use of these improved child care data. A second contribution is to provide a clear comparison between single mothers and married mothers. A third contribution of this paper is its detailed discussion of participation elasticities, with a comparison of elasticities derived from different measures of …

The Older Population In Massachusetts, 1980-1990, Gerontology Institute, University Of Massachusetts Boston

Gerontology Institute Publications

Massachusetts and the nation are aging! People 65 and older are growing in numbers more rapidly than other younger segments of the population, and the unprecedented growth of this group has created new demands on and new opportunities for every major sector of American life. But if we are to make constructive plans for an aging society, we must have sound information on the major changes in the make-up of the population.

This report shows how the older populations in Massachusetts and in the United States have changed in the decade between 1980 and 1990. It is designed to serve …

During loading, it is believed that a 120mm PEPA mortar was dropped and detonated. The resulting explosion spread to similar items already loaded and a massive explosion killed four of the loaders nearest to the truck and the ex-pat supervisor. The supervisor may have been walking away from the truck or been in its cab at the time. He was killed when a small fragment hit him in the back of the head and penetrated his brain. He died at the scene.

To save time, breach lanes were reduced in width to 50cms. A Ghurkha deminer, walking in the ‘reduced width” lane activated a PMN (either a Chinese Type 58 copy of the PMN or an Iraqi copy). It seems that the TNT in the mine had cracked up causing a partial detonation.

Editor's Note, Padraig O'Malley Mar 1992

Editor's Note, Padraig O'Malley

New England Journal of Public Policy

Today, much of public policy debate takes place in a social vacuum. This is partly because policy issues are often rather arbitrarily assigned to particular and seemingly unconnected disciplines that put a premium on maintaining their separate baronies of intellectual hegemony, and partly because of our own too-pervasive proclivity for compartmentalizing in order to simplify. One of the goals of the New England Journal of Public Policy is to invade, as it were, these baronies, to liberate the policy issues held hostage there and release them into a broader, more human context, one that accentuates the idea of connectedness as …

Homelessness Past And Present: The Case Of The United States, 1890-1925, Ellen Bassuk, Deborah Franklin Mar 1992

Homelessness Past And Present: The Case Of The United States, 1890-1925, Ellen Bassuk, Deborah Franklin

New England Journal of Public Policy

An examination of the professional, political, and popular literature on the nature and extent of homelessness from 1890 to 1925 affords a comparison of the economic and social characteristics of the homeless population at the turn of the century with that of today. The discussion covers the ensuing debates over the causes of homelessness, the various subgroups among the homeless during both periods, and the relative rates of homelessness, the context of extreme poverty and dislocation, and the prevalence of individual disabilities. Except for the growing numbers of homeless families over the past decade, the homeless populations during both eras …

Housing The Homeless Through Expanding Access To Existing Housing Subsidies, Barbara Sard Mar 1992

Housing The Homeless Through Expanding Access To Existing Housing Subsidies, Barbara Sard

New England Journal of Public Policy

The premise of this article is that homelessness in America today is essentially a product of the lack of affordable housing for very low-income people. The article outlines this central income/housing gap analysis as the factual predicate of the goal to alleviate homelessness through securing subsidized housing resources for the homeless and imminently homeless. It explains why, based on the nature and number of annually available housing subsidies, expanding access to existing housing subsidies is a valuable, workable, short-term, at least partial solution to the immediate crisis of lack of affordable housing, albeit one which does not negate the acknowledged …

The Housing Affordability Slide In Action: How Single Mothers Slip Into Homelessness, Elizabeth A. Mulroy Mar 1992

The Housing Affordability Slide In Action: How Single Mothers Slip Into Homelessness, Elizabeth A. Mulroy

New England Journal of Public Policy

This article presents the concept of a housing affordability slide toward homelessness, then analyzes how single mothers living in the Northeast experienced the stark reality of the slide in the summer of 1991. Discussion on critical elements of the slide includes a resource squeeze between high housing costs and low incomes, frequent residential mobility, limited locational choice, and multiple stress burdens. Single mothers speak in their own voices to explain their experiences of the slide and what its impact has been on them and their families. Policy recommendations cover linkage between family well-being and national urban policy and a court-ordered …

Homeless Children Having Children, Yvonne M. Vissing Mar 1992

Homeless Children Having Children, Yvonne M. Vissing

New England Journal of Public Policy

Homeless teenagers who have babies pose a significant population of concern for those in health and human services. This article explores demographic, structural, and economic changes for homeless young and single-parent families. It proposes that their homelessness is due to these barriers and the problems that result. Case studies illustrate the process of troubled teens becoming homeless women with babies. Policy recommendations for assisting these youngsters are offered.

Financing Mental Health Services For The Homeless Mentally Ill In New England, Margaret Stephens, Dominic Hodgkin Mar 1992

Financing Mental Health Services For The Homeless Mentally Ill In New England, Margaret Stephens, Dominic Hodgkin

New England Journal of Public Policy

This paper examines how New England states pay for the mental health care of the homeless mentally ill. The focus is on how states choose providers, how they reimburse and monitor them, and how these arrangements may affect the incentives facing providers. Detailed case studies of Massachusetts, Rhode Island, and Vermont regulations are included. The studies reveal important differences in how states choose and reimburse providers, for both the homeless and nonhomeless mentally ill. The states also differ in the extent to which they have contracted with nontraditional providers, which many believe to be a necessary approach, given the frequent …

Making The Homeless Disappear: Redefining Homelessness In Massachusetts, Sue Marsh Mar 1992

Making The Homeless Disappear: Redefining Homelessness In Massachusetts, Sue Marsh

New England Journal of Public Policy

While unemployment rocked Massachusetts, housing costs remained at record levels, and the federal government continued its inattention to housing and human service programs, the numbers of homeless families sheltered by the commonwealth of Massachusetts declined. This article examines the changes over the last decade in the way Massachusetts provides shelter to homeless families. What has in fact changed for homeless families, Marsh contends, is whether the state of Massachusetts considers them homeless. An increasingly complicated and burdensome set of rules has become a highly effective gatekeeper that keeps the commonwealth's shelter expenditures down and homeless families out.

Homeless persons with AIDS and HIV infection face significant health hazards during the daily struggle for survival on the streets and in the crowded shelters of our cities. This article offers a historical perspective on the evolution of the AIDS epidemic within the homeless population of Boston and examines the demographics, risk behaviors, and survival statistics of that epidemic. The Boston Health Care for the Homeless Program is presented as a model of service delivery that offers quality health care to homeless persons with AIDS while addressing the special needs of those bound by the immediacy of the next meal …

The Manufacture Of Dependency: Shelterization Revisited, Kostas Gounis Mar 1992

The Manufacture Of Dependency: Shelterization Revisited, Kostas Gounis

New England Journal of Public Policy

Emergency shelters have been the most comprehensive and enduring response to homelessness in the United States, with New York City leading the way since the early 1980s. Shelters have emerged as a hybrid between a degraded type of "public housing" and a new form of "institutionalization." The persistence of shelter dependency, or "shelterization," is an intractable problem that frustrates policymakers and service providers. Popular among certain circles of professional pathologists is the view that shelterization is a form of "adaptation" to the violent, anomic, and generally antisocial environment of the shelter. This explanation of shelter dependency is theoretically flawed and …
