The victim set off an OZM-72 bounding fragmentation mine at about 12:27, and was killed. An internal investigation concluded that he had been rolling up a trip-wire as he was working his way towards the mine. This contravened safety procedures, according to which deminers should not touch trip-wires at all but should call a supervisor.

This Occasional Paper, based on a presentation to the National Puerto Rican Coalition in Washington, DC, in 1992, proposes some limitations in "quantitative-only" research focusing on Puerto Rican poverty in the United States. An overreliance on quantitative-based analysis, as well as overlooking historical and comparative data, may not allow for a full understanding and awareness of the nature and maintenance of poverty in Puerto Rican communities in the United States. While the presentation acknowledges the importance of sophisticated quantitative research, it implies that joined together with historical and comparative analysis, investigations of Puerto Rican poverty would be vastly improved. This report provides a profile of women's current economic position in Massachusetts. It examines the age, race, and geographical distribution of women and girls across the state; family structure, income and poverty; and women's labor force participation, occupational and industrial distribution in jobs, and earnings. When relevant 1990s Massachusetts data are compared to national data and to Massachusetts data from the 1970s.

Following up on his important work on the competitive advantage of nations, economist Michael Porter has turned his attention to the competitive advantage of the inner city. In his work on the competitiveness of nations—a five-year study often leading trading nations—Porter found that no nation was competitive in everything. He noted that competitive success tends to concentrate in particular industries and groups of interconnected industries, or clusters.

A memo on the accident dated 6th January 1995 mentioned an investigation into the accident carried out by a UN TA [no copy was on file]. That investigation stated that Victim No.1 died in Maputo Central Hospital. Victim No.2 lost "one leg and fingers on his left hand". The memo stated that "the minefield survey is the most dangerous part of demining operations" and recommended suspension of surveying operations until SOPs had been "developed". No description of the accident was given and no blame was attributed.

The weather at the time of the accident was "sunny, clear, slight breeze and 85ºF". The victim was walking along the Safe Lane carrying a radio and notebook and thinking when he walked into a small tree. Two small trees (5cm stem thickness) blocked about 1/3 of the Safe Lane at the place. He stumbled sideways and was not able to hold the tree for support. He placed his foot "10-15"cm outside the Safe Lane and detonated a mine at 12:45. The Safe Lane marking tape survived the blast.

The victim was working in an area covered with tall grass and bushes. The soil was heavily contaminated by metal, so detectors were only used to detect trip-wires. He was not using a detector at the time of the accident. The procedure for trip-wires was to report a find to a supervisor and not to touch it. The victim had been tested on this and the procedure had been followed for previous finds in the area.

The research explored whether or not a relationship existed between the performance appraisal criteria used by the Social Security Administration and actual performance between 1984 and 1990. The issue was whether or not either of the diverse sets of performance appraisal criteria was more effective in improving performance than the other and whether or not base pay should be tied to the results of the performance appraisal system.

Before the beginning of the next century, the Hispanic, African-American, and other “minority” populations in the United States are expected to increase at a faster rate than the white population. In fact, the Census Bureau projects that Latinos will become the largest minority and, together with African Americans, will constitute one-fourth (25.5 percent) of the U.S. labor force by the year 2010. However, despite some gains, increases in population have not been proportionate to increases in voting and buying power—or to comparable increases in economic success or socioeconomic stability—for a significant proportion of either Latinos or African Americans.
