Post-independence South Sudan faces numerous development obstacles and many consider oil to be a redeeming factor for the new state. This paper discusses the resource curse related to the country’s oil industry and how with proper management, the oil can largely benefit the new state. It explores Norway’s history of oil development and examines ways in which Norway can assist South Sudan in managing their oil, making it the most effective for the people. Key elements of the assistance are the implementation of the Comprehensive Peace Agreement, technical support focusing on increased oil recovery, and building stronger state capacity. But …

This evalution report, authored by research staff at the USM Muskie School, assesses the change in immunization rates in participating pediatric and family practices that serve a high volume of children insured by MaineCare (Maine's Medicaid system). As urban agriculture grows in popularity, researchers are attempting to quantify its potential contribution to local food systems. We present the results of a vacant land inventory conducted in collaboration with the HOPE Collaborative, a multi-stakeholder, community-based initiative in Oakland, CA, USA. Vacant lots, open space, and underutilized parks with agricultural potential were identified using GIS and aerial imagery. Using visual interpretation, we identified 1201 ac (486.4 ha) of public land and 337 ac (136.4 ha) of private land that could potentially be used for vegetable production. Based on USDA loss-adjusted consumption data, we calculated the potential contribution of these …

There are complex legal and ethical tradeoffs involved in using intensified regulation to bring smoking prevalence to near-zero levels. The authors explore these tradeoffs through a lens of health justice, paying particular attention to the potential impact on vulnerable populations. The ethical tradeoffs explored include the charge that heavy regulation is paternalistic; the potentially regressive impact of heavily taxing a product consumed disproportionately by the poor; the simple loss of enjoyment to heavily addicted smokers; the health risks posed by, for example, regulating nicotine content in cigarettes—where doing so leads to increased consumption. Using a mixed methods, interdisciplinary case study approach, this research project explores the benefits, risks, and challenges of male migration for women who reside in San Juan Guelavía, Oaxaca, Mexico. In a unique approach in the field of migration studies, this project considers not only women whose husbands have migrated--absent husbands--but also the impact of male migration on women whose husbands have returned as well as women whose husbands have never left--anchored husbands. Paying any tax is an unwelcome burden, but in Ireland many have a particular aversion to taxes on their homes. We are not alone in this. Elsewhere, taxes on homes are also unpopular; witness the People's Initiative to Limit Property Taxation which forced the California state government to cut property taxes. Nevertheless, residential property taxes remain an almost universal feature of developed countries because of compelling economic arguments for them. Federal approval of Rhode Island’s Global Consumer Choice Compact Global Waiver in 2009 provided Rhode Island with greater flexibility to modify its Medicaid program. Because 96% of long-term care expenditures in Rhode Island were directed toward institutional settings, a primary goal was to facilitate the state’s efforts to shift the locus of long-term care to non-institutional settings. This study draws lessons from Rhode Island’s experience with the Global Waiver for the long-term care rebalancing provisions of the Patient Protection and Affordable Care Act of 2010. Provisions in the Medicaid statute permit states to apply for waivers from traditional program requirements. On January 16, 2009, the federal government approved Rhode Island's Global Consumer Choice Compact Waiver. In exchange for a cap on combined federal and state spending of $12.075 billion through 2013, Rhode Island received greater flexibility to adopt certain Medicaid program changes. On January 16, 2009, the Federal government approved Rhode Island’s application for a Global Consumer Choice Compact Medicaid Waiver whereby the state became the first granted permission to operate its entire Medicaid program under the state plan and a single 1115 “research and demonstration” waiver. The Global Waiver has been implemented in the context of Republican proposals to turn Medicaid into a block grant which would give states substantially more flexibility administering the program in exchange for receiving an upfront allotment from the Federal government. The purpose of this needs assessment is to investigate the needs, interests, and opinions of mature residents of Hingham, Massachusetts, relating to their aging experiences and needs for age-related services. This assessment was undertaken by the Gerontology Institute of the McCormack Graduate School at UMass Boston on behalf of the Town of Hingham Department of Elder Services (hereinafter referred to as the Department of Elder Services). The paper explores the question, “What global core competencies can public administration glean from the field of borderlands studies?” Borderlands studies have traditionally focused on the geographic area on or near the frontier demarcation between nation states. Structural inequalities in American public education are inextricably tied to deep-seated patterns of racial and economic segregation. Children in poor neighborhoods are less likely to have the household resources, neighborhood institutions, or school amenities necessary for a good, challenging education. In response, a growing number of organizations have launched initiatives to simultaneously revitalize neighborhoods and improve public education, emphasizing youth participation as an essential component in their efforts. We draw upon ethnographic data from two such organizations to examine their practice of place-based critical pedagogy in community development. Forestry certification schemes have been considered the paradigmatic instance of a new form of private governance that may challenge state-centered authority and public policy-making. Although governments and intergovernmental organizations are certainly not the schemes' "main architects", they are more involved in the overall effects of forestry certification than is often emphasized, notably through procurement policies. Risk And Protective Factors For Recidivism Among Juveniles Who Have Offended Sexually, Andrew Spice, Jodi L. Viljoen, Natasha Elkovitch, Mario J. Scalora, Daniel Lee Ullman

Literature on risk factors for recidivism among juveniles who have sexually offended (JSOs) is limited. In addition, there have been no studies published concerning protective factors among this population. The purpose of this study was to examine the relationship of risk and protective factors to sexual and nonsexual recidivism among a sample of 193 male JSOs (mean age = 15.26). Youths were followed for an average of 7.24 years following discharge from a residential sex offender treatment program. The risk factor opportunities to reoffend, as coded based on the Estimate of Risk of Adolescent Sexual Offense Recidivism, was associated with …

A wealth of research has underscored the strong relationship between PCL-R scores and recidivism. However, mounting criticism cites the PCL-R's cumbersome administration procedures and failure to adequately measure core features associated with the construct of psychopathy (Skeem, Polaschek, Patrick, & Lilienfeld, 2011). In light of these concerns, this study examined the PPI and the PPI-R, which were designed to measure core personality features associated with psychopathy (Lilienfeld & Andrews, 1996; Lilienfeld & Widows, 2005). This exploratory case study examined the perspectives of state-level elected officials regarding what influences policy decisions related to child abuse and neglect issues. By interviewing six former state-level elected officials, the study explored what policy makers believe about their ability to impact child abuse policies, how they define, and ways they have experienced. evidence-based policy, and what they know about risk factors and protective factors with regard to child abuse-related policy. The study design was inspired by the Harvard Family Research Project's (2005) Bellwether Methodology, which bases advocacy strategy on the knowledge base and input from influential policy makers.
