One way public organizations improve services is through the implementation of performance measurement programs. To help public managers address the challenges of performance measurement, knowing how others are using data in decision-making is valuable. Communities of practice are one way for public managers to access such information. StatNet began in 2008 as a network of municipal officials using data-driven performance management approaches. The group gathers three times per year for in-depth discussion of municipal governance, focusing on topics such as police, fire, budgets, constituent relations and DPWs.

Effective reentry is an important component of the mission of the Suffolk County House of Correction and of its reentry programing. The maintenance of public safety depends largely on the institution’s ability to help offenders successfully reintegrate back into their communities. Connecting inmates to community-based programs, services, and support before they leave prison can help ensure that they will become productive members of their community.

Support For Suburban Growth Management: Lessons From Loudoun County, Virginia, Sidney Turner, Edmund Zolnik, Debasree Das Gupta

Suburban Sustainability

A multilevel approach is adopted to analyze how individual-level and community-level predictors interact to affect support for a specific growth management instrument. The multilevel model specification controls for respondent’s perceptions of local government’s general efficacy in managing growth and local growth rates. Results suggest that support for a specific growth management instrument increases amongst residents who generally support local government efforts to management growth and who live in high-growth communities. The implication is that policymakers who wish to foster support for specific growth instruments ought to target residents who generally support local government’s efforts to manage growth and who live …

A Guide On Transitioning Mine Action Programmes To National Ownership, Unmas

The case studies document programme implementation in very different environments – from least developed to developing countries and from low to very high levels of landmine/ERW contamination. Regardless of context, mine action programmes in all nine countries have achieved significant progress in clearance, stockpile destruction, Mine Risk Education (MRE) and even victim assistance. Many lives have been saved, the survivors helped and the …

Tackling The Global Ncd Crisis: Innovations In Law And Governance, Bryan P. Thomas, Lawrence O. Gostin Apr 2013

Tackling The Global Ncd Crisis: Innovations In Law And Governance, Bryan P. Thomas, Lawrence O. Gostin

Georgetown Law Faculty Publications and Other Works

35 million people die annually of non-communicable diseases (NCDs), 80% of them in low- and middle-income countries—representing a marked epidemiological transition from infectious to chronic diseases and from richer to poorer countries. The total number of NCDs is projected to rise by 17% over the coming decade, absent significant interventions. The NCD epidemic poses unique governance challenges: the causes are multifactorial, the affected populations diffuse, and effective responses require sustained multi-sectorial cooperation. The authors propose a range of regulatory options available at the domestic level, including stricter food labeling laws, regulation of food advertisements, tax incentives for healthy lifestyle choices, …

Lessons Learned From Pakistan: A Dissertation On The Bush-Obama Drone Doctrine, Michael A. Pipa Apr 2013

Lessons Learned From Pakistan: A Dissertation On The Bush-Obama Drone Doctrine, Michael A. Pipa

Independent Study Project (ISP) Collection

The first use of the modern day attack drone by the United States was in Afghanistan in mid 2002, and for the past 11 years attack drones have been used by the United States in as many countries as Pakistan, Yemen and Somalia. When considering the alternatives to using drones, such as sending marines on the ground to complete a mission or flying a piloted jet over enemy territory to gather intelligence, as well as the military power that the use of these vehicles projects, the attack drone has become the weapon of choice in the war on terror for …

From The Welfare State To The Enabling Society, Peter Hicks

Population Change and Lifecourse Strategic Knowledge Cluster Discussion Paper Series/ Un Réseau stratégique de connaissances Changements de population et parcours de vie Document de travail

Current information and communications technology is only now starting to be used in the world of social and employment policy and analysis. The full use of that technology will transform policy-making, social research and analysis, the design of social programming and the way in which it is governed. On all fronts, the changes will be deep and highly beneficial – including for individual well-being and government treasuries.

Today’s welfare state policies came to maturity some fifty years ago in the pre-computer age and are reaching the end of their useful lives. The transformed system which will replace it is referred …

Editor's Note, Padraig O'Malley Mar 2013

Editor's Note, Padraig O'Malley

New England Journal of Public Policy

We launched the New England Journal of Public Policy (NEJPP) in 1985 when Edmund Beard was director of the then-John W. McCormack Institute of Public Affairs. An Institute Senior Fellow at the time, I was founding editor and continued in that capacity until the last issue was published in 2007.

We remained closed over the last 6 years for all the usual reasons, which are encapsulated in one word: money, or rather lack thereof.

We now resume publication of the Journal in an online form, and invite you to scroll through different issues to get some idea of the breadth …

Foreword, Winston E. Langley

New England Journal of Public Policy

Change is a fundamental feature of life and living; without it, few things would survive, and fewer, if any, would thrive. The New England Journal of Public Policy has undergone a change, having elected to assume an electronic form. Since coming into being in this form three months ago, the success it has realized with its earlier issues has been remarkable. It is as if it were being waited on.

In the month of December 2012, for example, the journal was the second most popular publication series on ScholarWorks at the University of Massachusetts Boston, with a total of 2,783 …

Introduction, Ira A. Jackson Mar 2013

Introduction, Ira A. Jackson

New England Journal of Public Policy

When Padraig O'Malley informed me that the New England Journal of Public Policy that he edited so wisely and well for nearly 25 years was about to resume publication—albeit, electronically—I was thrilled and really overjoyed. As a new (interim) dean of a school of policy and global studies at a public research university, who wouldn't be excited about re-launching a journal that has been a crossroads between the academy and policymakers, a meeting ground between theory and politics, a safe place to explore relevant ideas that matter from a variety of valued perspectives?

The prior forty-one issues of the New …

Aids: An Overview, Loretta Mclaughlin

New England Journal of Public Policy

"We stand nakedly in front of a very serious pandemic, as mortal as any pandemic there ever has been," said Halfdan Mahler, director-general of the World Health Organization (WHO). "I don't know of any greater killer than AIDS, not to speak of its psychological, social and economic maiming. Everything is getting worse and worse with AIDS and all of us have been underestimating it, and I in particular. We're running scared. I cannot imagine a worse health problem in this century." When asked to compare AIDS to other epidemics, such as smallpox, that have infected and killed over the course …

Examining Mainecare’S Coverage Options Under The Affordable Care Act, Erika C. Ziller Phd, Trish Riley

Population Health & Health Policy

The Affordable Care Act (ACA) was designed to achieve nearly universal access to health coverage in the United States—in part by standardizing Medicaid eligibility across the country so that each state’s program would cover individuals with incomes below 138% of the federal poverty level (FPL), or $15,856 for an individual and $32,499 for a family of four in 2013 (see Figure 1).i However, in June 2012, the U.S. Supreme Court determined that states could not be required to broaden Medicaid and retained the decision as a state option. States that choose to participate may do so by amending their state …

Public Policy: Community Safety Through Breed Bans?, Deirdre S. Franklin

Animals and Public Policy Collection

The research performed provided several insights and outcomes that were anticipated in the research question. By analyzing the effects of breed specific legislation (BSL) and the statistics relative to dog bites, dog shelters and rescue groups, it became clear that the BSL does not work. This case study provides extensive proof to support this conclusion.
