In May 2014, the MYC hosted young people at our first Youth Summit for Transit Justice. In this youth-led process, we brought together youth from across the county and adult policy-makers to address our region’s transit issues. It was an important step for building youth-adult partnership to improve transit access for young people in Multnomah County. In this report, we report on the Transit Justice Summit and the youth perspective on transit fares, access, and the importance of transit justice for the success of all youth in Portland and Multnomah County. Since World War II, the executive branch has dominated foreign policy and national security decisions, expanding war powers well beyond the president’s constitutional purview. Aided by a complicit Congress, the president has bypassed the legislator and unilaterally prosecuted some of the United States’ bloodiest conflicts. Continuing this tradition of executive overreach, Congress passed the Authorization for the Use of Military Force (AUMF) on September 14, 2001, which ostensibly empowered the president to pursue those responsible for the 9/11 attacks, namely al Qaeda and the nations supporting them. The Social Value Of Mortality Risk Reduction: Vsl Vs. The Social Welfare Function Approach, Matthew D. Adler, James K. Hammitt, Nicolas Treich

We examine how different welfarist frameworks evaluate the social value of mortality risk reduction. These frameworks include classical, distributively unweighted cost–benefit analysis—i.e., the “value per statistical life” (VSL) approach—and various social welfare functions (SWFs). The SWFs are either utilitarian or prioritarian, applied to policy choice under risk in either an “ex post” or “ex ante” manner. We examine the conditions on individual utility and on the SWF under which these frameworks display sensitivity to wealth and to baseline risk. An agent-based simulation was created to examine key parameters in mass shootings. The goal of the simulation was to examine the potential effectiveness of Senator Dianne Feinstein's (D-Calif.) assault weapons and high-capacity magazines bill. Based on the analysis, the proposed law would have a negligible effect on the number of people shot during mass shootings. The assault weapons portion of the proposed bill will have no effect on the number of people killed or wounded in a mass shooting. The assault weapons ban does not seek to decrease the rate of fire of any firearm. Of the parameters tested a …

The subprime mortgage lending practices from 1995 to 2007 were disproportionately concentrated on minority and low income neighborhoods of the United States. Despite the negative effects of subprime loans, these loans are regaining popularity. The purpose of this phenomenological research study was to bridge the gap in knowledge about their effect on African American women by exploring the home buying knowledge and behaviors of African American women between 2004 and 2007 in a southern state. Transformational leadership and employee engagement have been studied in the private sector, yet research in the nonprofit sector is scarce. Addressing this gap is important to improve nonprofit practices, as nonprofit organizations contribute to a myriad of social issues critical to positive social change. Using Burns's theory of transformational leadership, which places emphasis on motivating and inspiring performance through a shared vision and mission, the purpose of this quantitative study was to analyze the effects of transformational leadership on employee engagement in nonprofit organizations. This research examines citizen acceptance of tolls and road pricing, and specifically focuses on determinants of the individual’s expressed willingness-to-pay tolls to use a tunnel express lane that would be free of traffic delays. We answer the research question “What factors influence citizens’ willingness-to-pay tolls” by empirically estimating a four factor model of willingness-to-pay: (a) direct benefit to the respondent; (b) relative cost over time; (c) community concern; and (d) political and environmental liberalism. We use data about citizen perceptions from the Life in Hampton Roads Survey, a survey of residents of Hampton Roads, Virginia. We find that willingness-to-pay is …

So much of global health governance focuses intensely on a brief moment in the human lifespan—from a safe birth to infant and child survival. Yet, with all the attention to this early window of life (infancy to age five), the opposite end of the life spectrum is comparatively neglected. The Millennium Development Goals (MDGs) do not mention a healthy lifespan or a healthy old age. This inadequate attention to the older years of the life appears to be a glaring omission given the universal challenges posed by aging societies. While leading the rest of the country in population growth, immigration, and increasing ethnic and linguistic diversity, Nevada’s mostly Latin American population experiences high poverty, low educational attainment, and high employment. As a result, Nevada has increasingly high numbers of English Language Learner students (ELLs) – students who speak a language other than English at home – and show low educational attainment compared to their English speaking counterparts. Obesity is a global epidemic, exacting an enormous human and economic toll. In the absence of a comprehensive global governance strategy, states have increasingly employed a wide array of legal strategies targeting the drivers of obesity. This article identifies recent global trends in obesity-related legislation and makes the normative case for an updated global governance strategy.
National governments have responded to the epidemic both by strengthening traditional interventions and by developing novel legislative strategies. This response consists of nine important trends: (1) strengthened and tailored tax measures; (2) broader use of counter-advertising and health campaigns; (3) expanded food labeling; (4) …

In 2016, the International Campaign to Ban Landmines and the Cluster Munition Coalition (ICBL-CMC) played a vital role in universalizing and promoting the implementation of the Mine Ban Treaty and the Convention on Cluster Munitions. Progress was achieved through systematic and clear articulation of state-by-state challenges and advocacy at the national and international levels, and through regular support to campaigns members by staff.

This baseline assessment was undertaken by Handicap International in October 2014 in all five governorates of Gaza. The focus of the survey was to collect baseline data related to the knowledge, attitudes, and practices regarding Explosive Remnants of War (ERW) contamination in communities impacted by the recent conflict.
The survey consisted of two parts: quantitative data collection comprising 459 individual questionnaires and qualitative data collection of 4 focus groups. The Night Vision and Electronic Sensors Directorate (NVESD) has recently developed a sensor system, named “Hammerhead,” capable of discriminating between explosives and explosive-related compounds in water at concentrations of 10-100 parts per trillion. The sensor discriminates between different compounds using a biologically inspired fluorescent polymer sensor array, which responds with a unique fluorescence quenching pattern during exposure to various explosives.1 The sensor achieves sensitivities of 10-100 parts per trillion by employing a preconcentrator upstream of the sensor inlet, which traps explosives from water flowing over it, then releases the explosives at elevated concentrations during thermal desorption. In recent years, civil society has risen to speak on behalf of underrepresented groups in Africa. In particular, civil society has advocated for the representation of women’s interests. Yet, relatively little is known about the full range of actors who seek the representation of women’s interests, mobilize around women’s issues, and articulate specific preferences. Some of these actors include not only feminists, but also religious activists who may clash over women’s issues. This gap in knowledge, moreover, extends to non-democratic countries. This paper is an examination of the determinants of Family Support employee allocation. Specifically, related to Kentucky, the goal of this research is to determine if public assistance caseloads are equitable across nine geographic regions. A review of relevant literature provides a larger context to this topic. Literature primarily suggests three mechanisms by which Family Support resources might be allocated: legal regulations, postcode lottery, and Tiebout migration.

Horse racing is a well-known sport and the part of the horse industry best known to the public; however, there is little information on the health status and health needs of people who work in this business. Past research shows that the thoroughbred worker population faces a myriad of health challenges. Swanberg et al. (2013) studied demographics, working conditions, and health of Latinos who work on thoroughbred farms in the United States by analyzing phone interviews, face-to-face interviews, and injury logs. In response to a dual problem of critical water scarcity and rapid population growth, leaders of metropolitan Las Vegas implemented a region-wide, internationally marketed sustainability campaign. Preliminary studies found that, while sustainability policy attains its rhetorical goals, solutions initiated not only perpetuate but also purposefully expand the original dual problem to justify continuous water resource acquisitions. To examine this sustainability conundrum constructed by leadership—problem-perpetuation rather than problem-resolution—a critical examination in resource management asked two basic questions: what is being sustained and by what means? Jewish Community Housing for the Elderly (JCHE) is a large, multi-campus organization that houses and serves 1,500 residents (80 market rate and 1,420 low income). The average age is 80 years old, with one-third of residents 85 and older. Three quarters of the residents are not native English speakers. Through HUD and other funding, JCHE offers a range of supports to these residents, including translators, interpreters and staff with language and cultural competence, meals, transportation and, through their Service Coordinators, facilitation of resident access to government benefits, home care and other services.

Uninsured and underinsured people living with Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome (HIV/AIDS) are able to utilize federally funded AIDS Drug Assistance Programs (ADAPs) to cover the price of their HIV-related medications. In Kentucky, this program also provides support services through social workers, a dedicated pharmacist, and medications by mail order. With the Affordable Care Act, many patients previously covered by the Kentucky AIDS Drug Assistance Program (KADAP) will be newly eligible for Medicaid and will no longer receive services through KADAP. The California Global Warming Solutions Act, also known as Assembly Bill 32 (AB 32), was passed in 2006 to reduce California emissions to 1990 levels by 2020. Senate Bill 375 (SB 375) was passed in 2008 to support AB 32's emission goals. SB 375 aims to reduce emissions from transportation and land use by assigning regional per capita emission targets for 2020 and 2035. Through a series of four case studies of San Diego, San Francisco, Fresno, and Berkeley, this thesis investigates the impacts of SB 375. Historically, the Oval Office has been a leader in global health assistance. From the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI) under the Bush Administration, to the Global Health Initiative launched by President Obama in 2009. However, unlike PEPFAR and PMI, the Global Health Initiative met an untimely end with the launch of a bold new global health measure by the Obama Administration: the Global Health Security Agenda (GHS Agenda). This study provides data on the optimal staff, materials, space, and time resources required to operate a regional hub reception center, a “short-term facility with the goal to process and transport displaced survivors (evacuees) to temporary or permanent shelters following a catastrophic incident,” (Regional Catastrophic Planning Team, 2012). The facility will process approximately 20,000 evacuees over its entire seven-day duration following a disaster to assist in community resilience. The study was performed using a model created using the computer simulation software, AnyLogic.
