What Robert Bellah calls ‘expressive individualism’ has led to unprecedented social legislation in America and expanded government employment since the 1960s, helping to produce a generous supply of public services, policy entrepreneurs, and clientele groups. The legal scholar Lawrence M Friedman notes that ‘the right to be ‘oneself,’ to choose oneself, is placed in a special and privileged position.’ As a consequence, ‘achievement is defined in subjective, personal terms, rather than in objective, social terms.’ When the claims of expressive individualism are considered in tandem with the increasing reach of the modern social service state, a case may be made …

The United States experiences opioid addiction at epidemic levels. In 2012, the National Institute of Drug Abuse reported that 23.1 million Americans were in need of addiction treatment services, although only 2.5 million were enrolled in treatment. Following an amendment to the Drug Addiction Treatment Act of 2000 (Public Law 106-310), advanced practice nurses were qualified as providers who could bridge the healthcare gap in treatment access. The purpose of this project was to determine the interest of advanced practice nurses in (a) prescribing buprenorphine and (b) establishing guidelines that would allow them to do so. From 1990-2010 ecoterrorist attacks by the Animal Liberation Front (ALF) and Earth Liberation Front (ELF) created an anomaly in the U.S. with millions of dollars in property destruction. Interestingly, in a post 9/11 era, the FBI warns that the number one threat to U.S. national security is not religious terrorism, but rather environmental-group terrorism. When examining this topic further, there is a void in analysis between examining ecoterrorist attacks and U.S. public policy. Concerns have recently been raised that US federal agencies may sometimes avoid regulatory review by the White House Office of Information and Regulatory Affairs (OIRA). In this article, we assess the seriousness of such potential avoidance, and we recommend a framework for evaluating potential responses. After summarizing the system of presidential regulatory oversight through OIRA review, we analyze the incentives for agencies to cooperate with or avoid OIRA. We identify a wider array of agency avoidance tactics than has past scholarship, and a wider array of corresponding response options available to OIRA, the President, Congress, and the courts. Years of decline in Montgomery County have brought concerns how we got where we are and how we improve our situation. Proposed solutions like collaboration have threatened local control, this in a community that came together in 1913 to work our way out of the worst disaster we’ve ever faced. Deliberative forums on the issue of economic development will not be easy. We remind participants that the objective of these forums is to begin to work together for the common good and local control.

E-Advocacy In Human Services: The Impact Of Organizational Conditions And Characteristics On Electronic Advocacy Activities Among Nonprofits, Lauri Goldkind

E-advocacy, or the constellation of electronic tools used for policy advocacy, offer cost-effective approaches for engaging constituents to create social change. Providers of human services may face challenges when trying to implement these tools. While many electronic tools have low barriers for entry, other factors may inhibit their use in agencies. This article explores the organizational characteristics related to the use of electronic advocacy strategies. Based on a survey of nonprofit executives, the study uses path modeling to describe the connections between organizational characteristics and the use of electronic advocacy tools. Implications of these findings are discussed.

Innovative forums that integrate citizen deliberation into policy making are revitalizing democracy in many places around the world. Yet controversy abounds over whether these forums ought to be seen as authentic sources of public opinion and how they should fit with existing political institutions. In the central United States, undefined earthquake sources, long earthquake recurrence intervals and uncertain ground motion attenuation models have contributed to an overstatement of regional seismic hazard for the New Madrid Seismic Zone on the National Seismic Hazard Maps. This study examined concerns regarding scientific uncertainties, overly stringent seismic mitigation policies and depressed local economy in western Kentucky through a series of informal interviews with local businessmen, public officials, and other professionals in occupations associated with seismic mitigation. Most of our hopes and dreams for public education rely on how well teachers teach, and major federal education policies often need teachers to serve as their primary implementers. Yet we know very little about how teachers' responses to federal education policies affect their teaching, their identity and their motivations. Research on "policy feedback" recognizes that policy targets derive important lessons from public policies and political discourse, but there are gaps in terms of how, when and why relationships within organizations, institutions, or communities mediate these effects on policy implementers and citizens. Background. Avoidable emergency room (ER) visits and hospital admissions among people with intellectual and developmental disabilities (IDD) contribute significantly to rising Medicaid costs. The Affordable Care Act (ACA) and New York State (NYS) Medicaid Redesign Team have identified a critical need to reduce ER and hospital utilization in an effort to contain healthcare costs and improve quality of care. Study Objective. This study identifies independent predictors of medical and behavioral/psychiatric ER and hospital utilization for a cohort of individuals with IDD (n=597) residing in supported living arrangements in New York City, the most Medicaid-dense region of NYS. This dissertation examines the relationships between the state and civil society organizations within the context of HIV policy in Mexico. The Mexican context is important in this analysis: Mexico has relatively recently transitioned to a more democratic form of governance, including expanding institutional opportunities for civil society organizations to participate in processes of policy development and implementation. Further, Mexico has an HIV epidemic that is concentrated in the most at-risk communities. These communities typically face political and social exclusion. While policy makers assert that democracy can reduce terrorism, academics have produced differing theories explaining the relationship between the two. One theory suggests that democracy discourages terrorism because citizens in democracy can express grievances through electoral process resulting in their less incentive to resort to violence. Another theory argues that democracy encourages terrorism because its enabling environment reduces the cost of terrorist activities. Still another contends that democracy increases terrorism because political contestation in democracy induces some groups to use violence to outbid for their cause. As a researcher of targeted violence, I found Arthur MacDonald’s work “Assassins of Rulers” (MacDonald, 1912) very provocative. Although different norms for behavioral and criminological research early the past century may have limited the current applicability of Mac- Donald’s findings, this work highlighted certain paradigmatic issues that have later emerged within the targeted violence literature. Before addressing commonalities with recent research, discussion of methodological issues is warranted. First, one is impressed with how detailed MacDonald’s presentation is across the range of cases of political assassination and regicide. In FY2012, an estimated 605,680 individuals received day or employment supports from state IDD program agencies. This number grew from 457,405 in FY1999. The estimated number of individuals in integrated employment services increased from 108,680 in FY1999 to 111,670 in FY2012. State investment continues to emphasize facility-based and non-work services, rather than integrated employment services.

Constant reform has characterized the UN Development Programme (UNDP) throughout its existence, say the authors of two recent books on UNDP. Change bespeaks an organization ready to adapt but also fundamentally uncertain about its proper role. It teeters between two sets of tensions—as coordinator of and competitor within the UN development system, and as exerting priorities from the center while seeking to be flexible in its program countries. These tensions should be resolved, and enable UNDP to be the UN’s sustainable human development organization.

The acceleration of sea level rise (SLR) has become a threat to the stability of nation-states worldwide and associated with risks to environmental sustainability, economic infrastructure, and public health. However, from both an international and U.S. perspective, there is a lack of research examining legislative decision makers’ perceptions about policies regarding SLR. This study addresses that gap by examining how politics and proximity affects Virginia state legislators’ perceptions of the saliency of SLR. Privatization has increasingly become a policy option for government agencies struggling to meet rising demands for services but with fewer resources. In the transportation arena, many state departments of transportation (DOTs) have privatized by outsourcing highway functions to the private sector. But the outsourcing of technical and expert services such as those related to the design and construction of highway infrastructure may result in a smaller or less knowledgeable DOT workforce that is unable to perform the necessary contract management to ensure the quality of the work done by contractors.
