Alexis de Tocqueville observed that colonial Americans were preoccupied with civic duty, and he spoke to the beneficial power of early American volunteer associations which did not rely on government solutions. The “Invent2Prevent” (I2P) program is a student led competition to design, implement, and test innovative peer-to-peer initiatives focused on prevention of terrorism, targeted violence or hate. The collegiate competition was the focus of a program evaluation funded by the Department of Homeland Security, Science and Technology Directorate and carried out by the University of Nebraska Public Policy Center, an affiliate of the National Counterterrorism Innovation, Technology, and Education Center (NCITE), a US Department of Homeland Security Center of Excellence housed at the University of Nebraska Omaha. The U.S. Military Does Not Adequately Prepare Members For Transition From Service, Emily Graham
Population Health Research Brief Series
Nearly 250,000 U.S. military members transition out of service each year. The Transition Assistance Program (TAP) provides information, tools, and training to prepare service members for their transition to civilian life. However, nearly half of veterans say the military did not adequately prepare them for their transition from service. This issue brief highlights the shortcomings of veteran transition programs, like TAP, and provides recommendations for improving transition outcomes through more holistic programs.

Board members of human service nonprofit organizations (HSNPOs) perform within the self-governing nonprofit sector influenced by complex logics (reasoning) from institutions. Unknown are the origin, identity, role, or purpose of institutional logics or their influence on HSNPO board members to adopt or not adopt existing good ethical governance. This generic qualitative inquiry study explored HSNPO governance and ethics as experienced, described, and narrated by HSNPO board members. This study utilized the theoretical frameworks of institution theory, complexity theory, institutional complexity theory, and institutional logics metatheory. A networked territorial spatial pattern, centered around major strategic corridors, plays a crucial role in supporting the construction of the new dual-circulation development pattern. The “Two Horizontals and Three Verticals” major strategic corridors that have been formed can effectively promote the concentration of socio-economic factors in major urban agglomerations. However, there exists a mismatch between the north-south vertical strategic corridors and the east-west socio-economic linkages and transportation corridors. A systematic review of China’s low-carbon policy and paradigm transformation is imperative for establishing a well-designed policy system to achieve the “dual carbon” goals. Based on the theory of policy change, this study constructs an analytical framework of “policy objectives—policy themes—policy fluctuations”. This study uses text mining techniques and policy measurement methods to analyze 1 743 low-carbon policies implemented in China from 2000 to 2021. The study summarizes the stage characteristics and evolutionary path of low-carbon policy development in China, evaluates the contribution of each policy theme at different stages, and portrays the paradigm shift in low-carbon governance. Strengthening the construction of international scientific research environment is conducive to promoting international scientific and technological exchanges and cooperation, as well as building an open innovation ecosystem with global competitiveness. Based on research interviews and policy analysis, this study analyzes the blockages and proposes policy recommendations from six aspects: entry and exit of scientific research personnel, cross-border flow of scientific data, cross-border flow of scientific research materials, openness of S&T plans, settlement of international S&T organizations, and services and welfare of foreign talents.
