The United States is in a perpetual state of motion. Every day, Americans drive over 8 billion miles, board over 20,000 flights, and ship over 45 million tons of freight. But what drives all of this physical movement? And what is the relationship to public policy? This presentation will begin to answer those questions, utilizing a combination of quantitative metrics and policy analysis to explain how, where, and why Americans move. Moving Forward With Great Expectations, David Chan

In an invited commentary article, SMU Behavioural Sciences Institute Director Professor David Chan discussed issues of public expectations. He explained the power of unmet expectations and two popular myths about public expectations. He then suggested several attitudes and approaches that help prevent or mitigate negative public reactions. Professor Chan concluded that both people and Government should and can improve the ways they calibrate, frame and manage public expectations.

Collective Begging At Its Best: Labor-Management Relations In South Dakota, Gary Aguiar
Journal of Collective Bargaining in the Academy
Public employee labor unions in South Dakota possess a feeble set of bargaining rights, so weak it should be considered “collective begging.” However, our recent contract contains significant victories despite decades of playing defense. What lessons can be learned from this experience that might help other similarly situated faculty unions? What does this case study teach us about the disparity of power, especially where labor has fewer legal and political tools than management? I apply DiGiovanni’s (2011) typology of “intangible influences” on collective bargaining to explain our success. As DiGiovanni predicts, history and timing played a large role in influencing …

On the 15th of January 2014 at [International demining organisation] task CBU 849, an uncontrolled detonation of a US M series M42 or M46 sub-munitions occurred while International demining organisation] searcher [Victim No.1] was cutting the vegetation and led to an injury with him and the site supervisor [Victim No.2].

This paper details the socio-legal factors that shape the relationship between the child, the family, and the state, and the ways unaccompanied migrant children’s lives have come to be defined and contested. The legal identity of migrant children is socially situated within a history that intertwines social movements of helping professionals, legal jurisdictions characterized by increasingly intolerant approaches to juveniles, and shifts in the treatment of unauthorized migrant youth under immigration law over time. Exposure To Pre-Incident Behavior And Reporting In College Students, Mario Scalora, Brandon A. Hollister, Sarah Hoff, Alissa Marquez

Campus targeted violence is preceded by noticeable, alarming behavior, and reporting improvement efforts have been suggested to increase students’ willingness to inform campus authorities of forewarning actions. Reporting improvement techniques have been most successful with material appealing to the perceptions of high-risk students (i.e., those likely to observe and not report). The current study examined the characteristics of students that view threatening behavior and lack willingness to report with a large, Midwestern, undergraduate sample (n 450). Approximately 35% of the sample (i.e., n 157) indicated observing pre-incident behavior on campus, and 65% of these individuals (i.e., n 101) described unwillingness …

Family Policy In China: A Snapshot Of 1950–2010, Yan Ruth Xia, Haiping Wang, Anh Do, Shen Qin

The Chinese family policies are shaped by the country’s political, socioeconomic, and cultural contexts and have evolved over the years. China has passed its most significant family policies and laws in marriage; child rearing; child, women, and elderly protection; family planning; and health care in the past 60 years. This chapter will cover the most important laws and policies that affect Chinese families from 1950 to 2010. The discussion focuses on policy development, implementation and analysis, and the challenges China faces in relation to these policy issues.

Evolving United States Metropolitan Land Use Patterns, Andrea Sarzynski, George Galster, Lisa Stack

We investigate spatial patterns of residential and non- residential land use for 257 U.S. metropolitan areas in 1990 and 2000, measured with 14 empirical indices. We find that metropolitan areas became denser during the 1990s but developed in more sprawl-like patterns across all other dimensions, on average. By far the largest changes in our land use metrics occurred in the realm of employment, which became more prevalent per unit of geographic area, but less spatially concentrated and further from the historical urban core, on average. Our exploratory factor analyses reveal that four factors summarize land use patterns in both years, …

A potent combination of declining population growth and economic stagnation has led many citiesand metropolitan regions to rethink how to reinvigorate their communities. The Midwest is a primeexample of this trend. According to the Chicago Council on Global Affairs, “the Midwest cannot hopeto keep up with other regions or international competitors without a vital entrepreneurial sector.”1 TheCouncil notes that “immigrants, risk takers by nature, are unusually successful entrepreneurs, morethan twice as likely as native-born Americans to start their own firms.”2 As a result, immigration is oneof the strategies to which communities are repeatedly turning to fuel economic growth. The movement to end the suffering caused by cluster munitions succeeded not only in establishing a legal ban in the form of the 2008 Convention on Cluster Munitions (CCM), but also in decisively reshaping the global perception of these weapons. Over the past decade, the awareness-raising and political mobilization surrounding cluster munitions have led to an understanding among states that any use would be associated with unnecessary human suffering and would most certainly provoke considerable international criticism. Developing nations have been slow to develop and implement cybersecurity strategies despite a growing threat to governance and public security arising from an increased dependency on Internet-connected systems in the developing world and rising cybercrime. Using a neorealist theoretical framework that draws from Gilpin and Waltz, this qualitative case study examined how the government and private sector in Jamaica viewed the state of cybersecurity in the country, and how the country was currently developing policy to respond to cyber threats.
