Public Sector Compensation: Is The Public School District Superintendent Compensation Worth It?, Ashok Em Sudhakar

UNLV Theses, Dissertations, Professional Papers, and Capstones

Governor Cuomo of New York, as reported in New York Times, said ( referring to School District Superintendents) : I understand that they sometimes have to manage budgets, and sometimes the budgets are difficult,” “But why they get paid more than the Governor of the state I really don’t understand.” He further stated “We have $500,000 school Superintendents...We can’t pay those kinds of salaries.”

Partial potential answers to Governor Cuomo’s query are: benchmarking is used to determine compensation, there is lack of transparency and the taxpayers are not even aware of the amount paid out to the superintendent and further …

Hospital Practices Related To Breastfeeding In Mississippi: A Socio-Ecological Approach, Amir Alakaam Dec 2015

Hospital Practices Related To Breastfeeding In Mississippi: A Socio-Ecological Approach, Amir Alakaam

Dissertations

Mississippi continues to have one of the lowest rates and the weakest support in respect to breastfeeding in the nation (Centers for Disease Control and Prevention, 2014a). Hospital practices supporting breastfeeding such as the Ten Steps to Successful Breastfeeding (TSSB) can dramatically increase breastfeeding rates and duration (Rosenberg, Stull, Adler, Kasehagen, & Crivelli-Kovach, 2008). The aim of this study was to explore breastfeeding practices in Mississippi hospitals based on two levels of the Socio-Ecological Model: the organizational level (phase I) examined the hospital practices based on the level of implementation of the TSSB; the individual level (phase II) examined knowledge …

Do Speed Humps Help Reduce Vehicular Speeds, Volumes, And Motorist Accidents?, Tanisha Werner Dec 2015

Do Speed Humps Help Reduce Vehicular Speeds, Volumes, And Motorist Accidents?, Tanisha Werner

Master's Projects

California has adopted a Complete Streets policy, which requires local municipalities to design roadways that meet the needs of all users (pedestrians, bicyclists, and motorists). This policy, combined with complaints about motorists speeding in residential areas, has been a catalyst for jurisdictions to install traffic calming measures on residential streets. One popular traffic calming measure used in the City of Redwood City is the installation of speed humps. A speed hump is a raised pavement surface that provides a physical reminder for motorists to slow down while traveling over it. Although literature shows that the installation of speed humps can …

7 'Pc' Ways To Make People-Centric Policies, David Chan Dec 2015

7 'Pc' Ways To Make People-Centric Policies, David Chan

Research Collection School of Social Sciences

If asked to describe 2015 for Singapore, I would summarise it as "a people-centric year". For just about everyone - politicians, civil servants, community leaders, academics, journalists, social activists or the public itself - the attention was centred on issues that matter to the people. It may seem obvious that being people-centric should characterise how Singapore goes about things. But when people-centricity is driven by populist concerns or political correctness, the outcomes can be self-defeating at best and disastrous at worst. It is important that individuals, communities and the Government, who adopt the ideal of being people-centric, know what it …

Soviet Launch Of Sputnik: Sputnik-Inspired Educational Reform And Changes In Private Returns In America, Hyeonggu Cha Dec 2015

Soviet Launch Of Sputnik: Sputnik-Inspired Educational Reform And Changes In Private Returns In America, Hyeonggu Cha

All Dissertations

On October 4th 1957, the Soviet Union launched the world’s first man-made satellite, Sputnik 1, into an elliptical low Earth orbit. This surprise triggered an arms race between the United States and the Soviet Union, and science-oriented educational reform in the U.S. The Sputnik swung off of the U.S. in military, politics, policies, and education. The Sputnik woke Americans up from complacency came from technology, science, and educational superiority. Educational reform started with emphasizing science and defense education and it was expanded to educations at all level. Early reforms, National Science Foundation (NSF), National Defense Education Act (NDEA) of 1958, …

Introduction: Turning Pages, Shaun O’Connell Nov 2015

Introduction: Turning Pages, Shaun O’Connell

New England Journal of Public Policy

Pages, essays, and books pile up in libraries while pixilated words and paragraphs get packed away on hard disks or float in clouds: permanence versus ephemera. Yet, as underfunded libraries turn into media centers and as digital backup options proliferate, who can tell what pages will last and for how long. These essays have long been stored in volumes of the New England Journal of Public Policy (NEJPP) or made available on the journal’s website. This collection sets them in a fresh context and gives them an opportunity to reach new readers in a format that shows how …

Touched By Fire: Readings In Time Of War (1991), Shaun O’Connell

New England Journal of Public Policy

In "Touched by Fire: Readings in Times of War," Shaun O'Connell draws us into the eerie atmosphere that pulled this country into itself in the late fall and early winter, when thoughts of war provoked hard questions and when, for a time, doubt became the stuff of eloquence.

The works discussed in this article include: Pledging Allegiance: The Last Campaign of the Cold War, by Sidney Blumenthal; Millie's Book, as dictated to Barbara Bush; An American Life, by Ronald Reagan; The Civil War: An Illustrated History, by Geoffrey C. Ward with Ric Burns and Ken Burns; …

Foreword, Padraig O’Malley Nov 2015

Foreword, Padraig O’Malley

New England Journal of Public Policy

Throughout the tenures of five U.S. presidencies, eight UMass presidencies, six governors, and five UMass Boston chancellors, Shaun O’Connell has regularly produced scintillating essays distilling the essence of several books, “bundled,” as it were, because of common themes that run through their pages, into masterful expositions—profound, reflective, social critiques that invariably tie knots between fiction and nonfiction and a range of pertinent public policy issues. His extraordinary ability helps us understand that the best poets and novelists and nonfiction authors give us glimpses into the complex machinery of the human psyche and often imbed economic and social policy issues before …

Blurring The Lines: The Overlapping Interests Of High Altitude Unmanned Aircraft, Commercial Space, And Aviation Policy, Ruth E. Stilwell Nov 2015

Blurring The Lines: The Overlapping Interests Of High Altitude Unmanned Aircraft, Commercial Space, And Aviation Policy, Ruth E. Stilwell

Space Traffic Management Conference

The commercialization of space operations, coupled with the rapid development in unmanned aircraft systems creates a new policy dynamic between otherwise disparate industries. Existing structures do not adequately address issues of access, governance, and sovereignty across the distinct domains of air transport, space operations, and high altitude unmanned aircraft operations. Globally, aviation policy and space policy have evolved independently as distinct fields. High altitude unmanned aircraft are rapidly increasing utilization of airspace not previously occupied by civil aircraft or spacecraft, where regulation of both safety and access is sparse. Rather than consider operations in this airspace as a third category …

Model-Based Analytics And Processes For Transportation Investment Alternatives Analyses: From Least Cost Planning To Multi Criterion Evaluation, Jeff Frkonja Nov 2015

Model-Based Analytics And Processes For Transportation Investment Alternatives Analyses: From Least Cost Planning To Multi Criterion Evaluation, Jeff Frkonja

PSU Transportation Seminars

Many public and private organizations that make decisions regarding whether and how to invest in transportation assets or programs do so via a structured decision-support process. This talk will address the technical aspects of the family of such processes that use travel demand model outputs—and other sources of quantified performance data—as inputs to analytic tools including benefit cost analysis (BCA) and multi criterion evaluation. Example applications of this framework have included tolling and pricing studies, capital investment alternatives analyses, and programmatic evaluations. Example processes include "Least Cost Planning" frameworks borrowed originally from the power generation industry.

The talk will also …

In Search Of Peace: Restructuring The Us-Iran Relationship In Light Of The 2015 Joint Comprehensive Plan Of Action, Samuel E. Winkler Oct 2015

In Search Of Peace: Restructuring The Us-Iran Relationship In Light Of The 2015 Joint Comprehensive Plan Of Action, Samuel E. Winkler

Senior Honors Theses

This thesis attempts to ask how the United States should conduct foreign policy towards Iran given the Joint Comprehensive Plan of Action (JCPOA), agreed to on 14 June 2015. The 2015 JCPOA initiated a drastic shift in US foreign policy toward Iran. It is now up to US policy makers to craft a coherent Iran foreign policy moving forward from the agreement. In order to accomplish this, the vitriolic relationship between Iran and the United States, which contains two concurrent narratives, must be examined. The dual narratives are the history of the successive US Presidential administrations’ relations with Iran, and …

Getting Ahead: Socio-Economic Mobility, Perceptions Of Opportunity For Socio-Economic Mobility, And Attitudes Towards Public Assistance In The United States, Alissa Klein Oct 2015

Getting Ahead: Socio-Economic Mobility, Perceptions Of Opportunity For Socio-Economic Mobility, And Attitudes Towards Public Assistance In The United States, Alissa Klein

USF Tampa Graduate Theses and Dissertations

In this research I first examine how Americans’ perceptions of what it takes to get ahead are influenced by their income and then compare those perceptions to measured levels of intergenerational socio-economic mobility. By better understanding these relationships I hope to gain insight into the paths people see to upward mobility, how this varies by income, and to what extent this belief is reflected in past mobility measurements. Additionally, I compare perceptions of what it takes to get ahead with responses regarding attitudes towards public assistance. The results of such a comparison could have important implications for public policy.

The …

Democrats And Demography: America’S Changing Demographics And The 2016 Election, American Enterprise Institute, Brookings Mountain West

Brookings Mountain West Special Events

On October 13, Democratic presidential candidates took the stage in Las Vegas for their first primary debate of the 2016 election. This cycle, both Democrats and Republicans face a defining challenge: a new America with a rapidly changing demographic profile — in terms of race, ethnicity, generation, age, and region. What do these changes mean for both parties nationally, and in the Mountain West states in particular? What demographic challenges do both parties face in 2016?

This panel brought together a group of experts to discuss the changes, their significance, and the possibilities for political success. The discussion includes a …

First Report Of The National Evaluation Of Rsvp Volunteers, Annie Georges, Susan Gabbard, Ashley Wendell Kranjac Oct 2015

First Report Of The National Evaluation Of Rsvp Volunteers, Annie Georges, Susan Gabbard, Ashley Wendell Kranjac

Sociology Faculty Articles and Research

"In 2013, the Corporation for National and Community Service (CNCS) initiated a national evaluation of the Retired and Senior Volunteer Program (RSVP). The national evaluation was intended to collect the necessary information to better guide the RSVP program and to address three objectives: 1) describe the characteristics of RSVP volunteers, including how volunteers are distributed across CNCS’s performance measure categories, and how volunteers allocated their time to different service activities across the performance measure categories; 2) measure the relationship between volunteer characteristics, service activities, and volunteers’ psychosocial health; and 3) measure the impact of RSVP national service participation on volunteers’ …

Policy Options For Recruiting And Retaining Rural Primary Care Physicians In Maine, Casey Lancaster Oct 2015

Policy Options For Recruiting And Retaining Rural Primary Care Physicians In Maine, Casey Lancaster

Muskie School Capstones and Dissertations

Maine faces a challenge providing primary care services to over half of its residents, as they live in rural areas – even though Maine has enough primary care physicians practicing in the state to service the needs of the population. Maine has a primary care physician distribution problem. Androscoggin, Oxford, Sagadahoc, Somerset, Waldo, Washington, and York Counties, all fall well below the national average of primary care physicians per 100,000 residents. Maine has no true financial incentive program to help rural area’s recruit and retain primary care physicians, though Maine does have two programs that attempt to get primary care …

'Hope For Every Addicted American' An Opioid Epidemic In The Age Of Ethopolitics: Implications For U.S. Drug Policy And Governing Problematic Subjects, Elizabeth Newcomer Sep 2015

'Hope For Every Addicted American' An Opioid Epidemic In The Age Of Ethopolitics: Implications For U.S. Drug Policy And Governing Problematic Subjects, Elizabeth Newcomer

Dissertations, Theses, and Capstone Projects

The United States is in the midst of an unprecedented drug epidemic instigated by overprescribed pain relievers and cheap, accessible heroin. Beyond its immense scope, what makes this opioid epidemic distinctive is a widespread awareness of its effects among privileged populations and a political consensus that it cannot be effectively addressed with existing, punitive drug policies. Building upon analyses of the drug addict identity and policy change as well as critical addiction studies, I critically examine the discourses of the opioid epidemic, considering their impact on U.S. drug policy since 2000 and analyzing the implications of these changes for governing …
