Veterans treatment courts (VTCs) and agencies that work with veterans experiencing posttraumatic stress and substance use disorders have been unable to provide evidence-based treatment that includes veterans' families in recovery and treatment. This limitation has resulted in treatment gaps that appear to have had an adverse impact on veterans and their families. The purpose of this qualitative content analysis was to examine the formulation of AB 2371, a 2012 legislative amendment to California code PC 1170.9, and evaluate whether lawmakers considered family-oriented treatment in passing the amendment. Food policy has a unique role for public, nonprofit, private, and academic stakeholders. Growing food in the city is a challenge worldwide. Food systems can be destroyed by external (weather extremes) and internal (zoning regulations) forces. This study explores urban farms as a secondary food source and their common themes across four sectors. A Northeastern U.S. city was the case study to examine how it implemented its formal urban agriculture program. The positive social change implications of urban farms include greater food visibility and food access in low-income areas and more consumer awareness about growing fresh food. This essay focuses on ways in which the governments of Bhutan and the United Kingdom are measuring subjective well-being as well as on how other governments including Norway, Spain, China, Canada, and New Zealand, are exploring the development of subjective well-being indicators. It concludes with recommended actions to aid in the formation of a consistent and comparable subjective well-being indicator for use by governments globally. The United States-Mexico remittance corridor finds itself at a crossroads, exacerbated by an amalgam of factors including tapering migration levels, a more mature Mexican economy and higher levels of technological permeation. I identify the individual, governments and service providers as the three main actors in the United States - Mexico Remittance Corridor. I deploy an interdisciplinary set of sources, ranging from academic journals to World Bank datasets to illustrate the logistical hurdles that are delaying changes to what many experts believe, is an unsustainable status-quo. The United States has the highest rates of teenage pregnancies, births, abortions, and sexually transmitted infections in the industrialized world. African American teen pregnancies and sexually transmitted infections are on the rise in many rural southwest school districts in the State of Georgia where the sex education curriculum is nonexistent or solely focuses on abstinence. Georgia ranked 4th in cases of primary and secondary syphilis, 6th in AIDS, 12th in gonorrhea, 14th in teen pregnancies, and 17th in chlamydia in the United States in 2012. At many traditional universities, the federal timelines for determining financial aid eligibility is based on releasing of the Free Application of Federal Student Aid each January, and the subsequent financial aid processing cycle July 1- June 30th. These federally established dates can conflict with traditional August class starts and creates a backlog and delayed processing of information that, in turn, hinders students from receiving timely information in order to make informed decisions based on financial aid awards. APRI staff provided research support to the Ohio Federal Military Jobs Commission as they met and developed their final report on strengthening the state's federal military jobs sector. APRI primarily provided research and authorship for Chapter 3 of the report, titled Expand Small Business Federal Contracting. Chapter 3 discusses the strategy to enhance communication and collaboration among State entities in order to create statewide response to the federal initiatives that make contracts available to small business and veteran-owned businesses. Increased demand for high-skilled foreign labor in recent years has led to an upsurge in applications for employment-based U.S. green cards. But the limits on the number of green cards given out each year have not changed in over two decades. This has caused a backlog in the legal immigration system leaving many immigrant workers from populous countries like India waiting many years to become permanent U.S. residents. Although the Constitution did not declare English the official language of the United States, its complete linguistic dominance in such a linguistically diverse nation is unparalleled. Despite its supremacy, the last three decades have witnessed a renewed nationalistic movement that claims the role of English is threatened and that its establishment as the official language of the United States is crucial to protect the language and the unity of the nation.
So far, attempts to institutionalize English at the federal level have failed, but 28 states have adopted English as their official language and/or legislation that limits the use of …

In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. This story follows the lives of two white activists in New York's Black Lives Matter movement. It examines the largely ignored impact white activists have had on the BLM movement and also explores the history of white activists in the abolitionist and Civil Rights movements. The climax details a highly-publicized spat between rival Black Lives Matter organizations that happened during a Dec. 4 protest to commemorate the one-year anniversary of Officer Daniel Pantaleo's non-indictment in Garner's death. Primary care physicians operate on the front lines of health care. Although primary care physicians play a critical role in improving health outcomes, workforce trends in the United States show a growing shortage of primary care physicians as demand for primary care rises. In conveying the importance of primary care physicians, the worsening physician shortage, the inequitable distribution of providers, and the lackluster institutional response thus far, this paper calls into question the effectiveness of current indicators used to identify underserved areas and provide appropriate government assistance. Despite calls from within the professional field and external forces, counselors have faced ongoing challenges in their efforts to be effective advocates for their clients and themselves. A review of the literature reveals that throughout the history of the profession, prominent figures have called on counselors to assume advocacy roles, and that some initiatives have been successful in fostering lasting change. However, as counselors and their clients’ needs continue to evolve, so too must strategies to address these needs be reevaluated and new initiatives put into place.

From August 26 to September 8, nine political science students and four supervising faculty traveled from Kennesaw State University to the 2012 Republican National Convention and the Democratic National Convention as part of special topics course on a course titled “Party Conventions Field Study”. Within the existing economic development literature, there is a well-established linkage between the presence of skilled human capital and economic growth. A subset of this literature has focused on the role that a specific type of skilled human capital, known as the “creative class,†may play in facilitating regional economic development. This dissertation builds upon the existing creative class literature by examining the factors that have attracted the creative class to the state of South Carolina. The Fourteenth Meeting of the States Parties (14MSP) was a formal meeting of the 162 States Parties to the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. The federal government is the largest payer of healthcare services while states are responsible for implementing the ACA’s features. Public policies have different effects on different populations groups and can perpetuate health disparities among some populations. My research utilizes community-based participatory approach to research in the examination of one unique population: the Marshallese. This dissertation research presents three papers that are part of a cohesive research agenda predicated on community-based participatory research (CBPR) to facilitate policy-oriented learning. Urban public-private collaborations promoting large-scale tourist events are increasingly common. The incentive to collaborate, for urban policy-makers, is the perception of the opportunity for economic development, and yet little is known about factors contributing to the sustainability of such urban cross-sector collaborations. The dissertation accomplishes three objectives. First, it combines resource dependence theory (RDT) and goal congruence theory (GCT) to extend our understanding of how collaborating organizations align their respective organizational goals and manage their interdependencies in complex, urban, inter-sectoral, environments. The purpose of this study was to understand the phenomenon of how heterosexual Baby Boomers define and understand intimacy, sexual expression, along expectations and desires relating to their respective expressions across the lifespan through their individual experiences and reflections. A set of guiding questions were used in a hermeneutic phenomenological qualitative research design. Data was gathered from thirteen subjects (n=13) using the Rappaport Time Line (RTL) that was used to develop individualized semi-structured interviews and follow-up interviews that were professionally transcribed. Housing mobility programs have been implemented in America since the 1990s to solve poverty concentration and to improve the economic self-sufficiency of low-income families through housing subsidies. This policy was based on the assumption that mixed-income neighborhoods provide better resources and opportunities to low-income families so that program participants who relocate to low-poverty neighborhoods improve their economic status. Currently, few studies examine the effectiveness of housing mobility programs under a decentralized fiscal system. Specifically, the migration of program participants may stimulate Tiebout’s vote-with-feet mechanisms and may limit the duration of the newly-created mixed-income environment, leaving poverty concentration and poverty unsolved. …
