Getting Out Of The Ghetto: Harm Reduction, Drug User Health, And The Transformation Of Social Policy In New York, Rachel Faulkner-Gurstein

This dissertation is a qualitative study of the emergence and evolution of harm reduction drug policies in New York City. It examines harm reduction as a case of the institutionalization of a public health policy movement. Harm reduction seeks to treat the medical and social consequences of drug use without requiring abstinence. The dissertation examines the process by which harm reduction has managed, in the words of one informant, to 'get out of the ghetto' and become increasingly integrated into New York's public health establishment. Harm reduction has undergone three stages of institutionalization. It began as an activist policy movement. …

The objective of this dissertation was to investigate the impact of graphic cigarette warning label policies enacted in Thailand and Malaysia on youth and adult smoking outcomes. We sought to examine the effect of the policy on youth smoking intention, susceptibility, and behaviors. Among adults, who were all baseline smokers, we sought to examine the effects of graphic warning labels on smoking intensity, quit attempts, and cessation. Secondary data were utilized from the International Tobacco Control (ITC) South East Asia (SEA) Survey, a nationally representative cohort survey for which eight years of data spanning from 2005 to 2012 were available. …

Multimarket Contact And Strategic Entry Decisions, James E. Prieger

This work examines the relationship between multimarket contact (MMC) and entry in the US broadband service industry. I examine unique data on entry into ADSL broadband over the years 2005-2008 in the US. Results indicate that MMC increases the probability of entry into local broadband markets by incumbent local telephone companies, which is consistent with the firms’ expectations that competition will be softer in such markets. Thus, the evidence is consistent with the notion that MMC facilitates mutual forbearance. A deeper investigation uncovers evidence consistent with firms using MMC to help build “spheres of influence” to limit competition. Evidence for …

Background: Since 1965, there have not been any major revisions of the healthcare laws in the United States, until the recent implementation of the Affordable Care Act (ACA). However, ACA is not well understood and is often controversial. The purpose of this study is to: (1) evaluate the relationship between the employers’ and the employees’ perceptions regarding the ACA mandates for small businesses, (2) evaluate the relationship between the self-reported and the tested knowledge of individuals regarding the ACA mandates for small businesses, and (3) determine if socio-demographic factors influence individual’s perception of the law. It is the year of grandfamilies in our nation’s capital. Not since the mid-1990s has there been so much activity among federal lawmakers and policymakers to try to help all grandfamilies, both those within and outside the foster care system. In August 2015, a major piece of legislation was introduced in Congress, which would make holistic reforms to our nation’s child welfare financing system. For the first time, child welfare funds could be used to provide supportive services to parents and grandfamilies outside the system, so children do not have to enter it. Despite the numerous initiatives suggested and implemented to reform education in Egypt, very little was achieved in terms of improving education quality and, consequently, boosting development and democratic transition processes in Egypt. This paper argued that basic education in Egypt suffered variant degrees of weaknesses in applying good governance dimensions, including participation, accountability, responsiveness, fighting corruption, effectiveness and transparency, which ultimately affected negatively the overall performance of the basic education sector in Egypt. During the early 20th century, Congress and the presidency created new bureaucracies to liberalize the restrictive immigration laws then in effect. This dissertation expounds a process that is referred to as 'policy innovation through bureaucratic reorganization.' The case study method is utilized to examine the formation and evolution of the Bureau of Immigration & Naturalization from 1906 to 1913 and the Immigration & Naturalization Service from 1933 to 1940. In these periods, elected officials increased the numbers of immigrants and naturalized citizens. Such administrative results were produced by decreasing agency resources like funding, staffing, and infrastructure, as well as appointing …

Based on interviews with rural homeless service providers, the authors examine in this practice note how policy has created shifts in practice for organizations serving homeless populations. Homeless individuals find a decreasing opportunity for assistance while awaiting Rapid Re-Housing. Some organizations, dependent on Rapid Re-Housing monies, are facing a lack of funding to pay for general homeless care provision. Organizations are creating care networks to address requirements of the new policy in addition to pooling resources in underserved areas.

What is the historical connection between deinstitutionalization and the Olmstead decision? The purpose of this study was to examine and analyze policy within a historical perspective the connections between institutional care, deinstitutionalization, the Olmstead decision, and the effect on persons with intellectual disabilities lived experience, in the state of Illinois.

The data collected include, the transcripts of interviews with four participants, artifacts from policy documents and historical papers accessed from the Disability Museum online journals. The creation of a table for use in coding themes as associated with 5 (out of 18) core concepts for disability policy.

The FAA and industry are attempting to make significant improvements in general aviation (GA) safety through voluntary measures largely carried out by grassroots aviation organizations, such as aircraft type clubs. While aircraft type clubs are principally focused on safety and education efforts, little is known about the efficacy of their voluntary measures. Research is lacking with respect to understanding whether or not voluntary measures contribute to GA safety. This mixed methods research quantifies the accident data of three aircraft type clubs and compares the safety of their members to nonmembers. States And Multicultural Education Policies: An Event History Analysis, Leander D. Kellogg

Multicultural education policies related to K-12 curriculum have been shown to benefit underperforming students. This research found that 10 states have adopted such policies between 1978 and 1994. A unified model of policy innovation and diffusion with a conceptual framework, which included three factors: motivation to innovate, obstacles to innovation, and resources to overcome such obstacles was used to explore demographic, political, and economic conditions along with neighboring states diffusion. Both internal and external determinants were found to significantly influence the adoption of multicultural education. Specifically, states with slightly less education funding were more likely to adopt a policy. Additionally, …

For many decades the Kurdish language was ignored and banned from public use and Turkish became the lingua franca for all citizens to speak. This way, the Turkish state sought to create a nation-state based on one language and attempted to eliminate the use of other languages, particularly Kurdish, through severe regulations and prohibitions.

Firstly, this thesis traces the language planning policies in the 20th century which resulted in the invisibilization and denial of Kurdish through an attempted linguicide. John Kingdon's Multiple Streams Framework (MSF) was articulated in order to better understand how issues entered onto policy agendas, using the concept of policy actors interacting over the course of sequences of events in what he referred to as the "problem", "policy" and "politics" "streams". However, it is not a priori certain who the agents are in this process and how they interact with each other. Objective: Dietary guidelines are important education and policy tools to address local nutrition concerns. The current paper presents a comparative analysis of nutrition messages from three Spanish-speaking Caribbean countries (Cuba, Puerto Rico and Dominican Republic) to explore how these dietary guidelines address common public health nutrition concerns, contextualized in different changing food environments and food culture similarities.

Design: Qualitative, comparative analysis of current dietary guideline documents and key recommendations.

Results: Key recommendations were categorized into sixteen themes (two dietbased, ten food-based and four ‘other’). Only the Cuban dietary guidelines included diet-based key recommendations. Of the ten food-based …

In King v. Burwell, the U.S. Supreme Court once again saved the Affordable Care Act (ACA) by upholding subsidies (tax credits) offered to low- and middle-income individuals for insurance bought on federal exchanges. A contrary opinion would have put at risk health insurance for 6.4 million Americans and threatened to destabilize insurance markets for millions more.

The ACA is supported by four interlocking reforms, each of which are necessary to realize its promise of expanding health care coverage: (1) guaranteed issue (prohibiting discrimination based on pre-existing conditions), (2) community rating (barring insurers from imposing higher premiums based on health …
