Persons with disabilities can achieve a greater degree of freedom when they have full access to a variety of transit modes, but this can only be achieved when the pathways to transit – the infrastructure and conditions in the built environment – allow full access to transit stops, stations, and vehicles. Since passage of the Americans with Disabilities Act (ADA) in 1990, many transit agencies and governmental jurisdictions have made significant progress in this area. This report examines existing methods of benefit-cost analysis (BCA) in two areas, transportation policy and transportation planning, and suggests ways of modifying these methods to account for travel within a multimodal system. Although the planning and policy contexts differ substantially, this report shows how important multimodal impacts can be incorporated into both by using basic econometric techniques and even simpler rule-of-thumb methods. Case studies in transportation planning focus on the California Department of Transportation (Caltrans), but benchmark California’s competencies by exploring methods used by other states and local governments. Pathologies Of Development Practice: Higher Order Obstacles To Governance Reform In The Pakistani Electrical Power Sector, Ijlal Naqvi

Development actors are regularly aware of the shortcomings of governance interventions before, during, and after development assistance is introduced, yet those programmes continue and are even revisited. Why? This paper uses the Pakistani experience with power sector reforms to illustrate how the donor-led reform agenda had readily apparent shortcomings. A new wave of development thinking responds to such failures by drawing on complexity theory and moving toward more local, iterative and experimental approaches. However, by highlighting how the awareness of problems with reforms isn't sufficient to avoid them, this paper points to a higher order of obstacles which remain unaddressed.

The United States is one of the top destination countries for human trafficking, and Florida has the third highest number of reported cases of human trafficking. Despite the severity of this issue, Florida anti-trafficking legislation, reintegration programs, and awareness campaigns tend to contribute to the invisibility of the victims and undermine their recovery and reintegration into society, especially when the victims are immigrants. This project uses a multi-method approach including content analysis of anti-human trafficking campaigns to argue that portrayals of a “perfect victim” only amplify stigmatization and discrimination against immigrant victims. Greater Toronto is recognized as a high-performing urban region. Over the past decade, however, negative social, economic, and environmental trends have emerged that threaten the region’s future. On the basis of documentary research and four focus group workshops with a diverse array of professional practitioners, this paper assesses the Toronto region’s current assets and vulnerabilities in relation to future risks.The discussion is framed by the concept of resilience—an increasingly popular, yet abstract, concept in urban planning and public administration. The 2015 presidential election cycle in Tanzania featured social media networks in electoral campaigning. Citizen and party campaigners emerged and used Facebook, Twitter, YouTube, Instagram and WhatsApp mobile instant-messaging application to recruit and mobilise voters. This article attempts to examine the most recent explosion of citizen and party election campaigners on Facebook. The analysis focuses on their engagement with Facebook campaigns, and whether the use of this social media platform amplified the promotion of presidential candidates. The findings indicate that some presidential candidates were hardly visible on Facebook and could not get citizen and party campaign-initiated support. Some were actively …

On Multiethnic Schools In Consociational Democracies: A Comparative Analysis Of Brčko District And Bosnia-Herzegovina, Jusuf Šarančić

The 1995 Dayton Peace Agreement both ended the Bosnian War and created the consociational democracy that exists in Bosnia and Herzegovina to this day. The ethnic autonomy created by the Dayton Agreement has resulted in a frozen conflict between ethnic groups that has manifested itself in the country’s monoethnic education system. This study explores the short-term stability under consociationalism and the long-term stability under a multiethnic education system. Additionally, this study explains the importance of the country’s only multiethnic education system in Brčko District and how it came into existence.

As the laboratory rat is one of the most widely studied animals, the abundance of available research material on its olfactory capabilities is not surprising. However, very little information can be found on their mine/ERW detection abilities. Consequently, in late 2015, GICHD conducted a study of APOPO’s Mine Detection Rat (MDR) programs in Angola, Mozambique and Cambodia. Introduction: This report examines comparative trends in receipt of public assistance and poverty rates between 1970 and 2014.

Methods: This study uses the American Community Survey PUMS (Public Use Microdata Series) data for all years considered here released by the Census Bureau and reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Receipt of public assistance is defined by receiving any amount of one’s income in the previous year from public assistance funds or not. Poverty status is defined by living below the federal poverty line in the previous year or not.

Ireland is suffering a housing crisis which will not be easily solved. This is not the first generation to struggle with housing problems. A review of history shows that property markets have pronounced cycles and a continual struggle to provide affordable housing with much direct state provision and extensive subsidises for home ownership. Part of the current crisis results from the abandonment of direct provision of housing by the state but the gradual withdrawal subsidies for owner occupation, has also made a contribution to making home ownership less affordable for many.

This paper explores different factors associated with the apparent urban concentration of terrorist attacks in Egypt (outside Sinai) since July 2013. The effect of socio-economic variables such as unemployment and poverty on terrorism are assessed in addition to other variables like multitude of targets, logistical considerations, and Islamist support base. Using data collected from local media sources, the results presented in this paper show that support for Islamist parties correlates positively with the number of terrorist attacks. Socio-economic factors like poverty and overall unemployment rate appear to have little explanatory value. The results also suggest that the urban-rural divide in …
