Breaking The Legacy: Recognizing And Prosecuting Sexual Violence As A Violation Of Human Rights In The Democratic Republic Of The Congo, Miranda L. Weinstein

Sustainability and Social Justice

This paper aims to outline the existing policies aimed at providing protection for sexual abuse survivors in the Democratic Republic of the Congo. In an attempt to provide justice for the survivors of sexual abuse, an analysis of the 1992-1995 Bosnia and Herzegovina post-conflict reconstruction is included. In particular, prosecution of sexual violence and rape as a weapon of war will be provided in order to weigh the benefits and weaknesses of international criminal law. The conflict in eastern Democratic Republic of the Congo witnesses widespread and systematic sexual violence abuses. With over 60 armed groups at any given day, …

A Partnership's Capacity For Community Impact Understood Through Neoliberal Technologies Of Risk And Responsibilization: A Look At Worcester Massachusetts Senator Charles E. Shannon Jr. Community Safety Initative Partnership Worcester Massachusetts’ Senator Charles E. Shannon Jr. Community Safety Initiative Partnership, Katie Byrne

Sustainability and Social Justice

Since 2006, the Charles E. Shannon Jr. Community Safety Initiative has sought to reduce youth and gang violence in multiple Massachusetts cities through partnerships of community organizations, research institutions and police departments. Worcester, Massachusetts was an original recipient of Shannon funding due to its historic and increasing problem of youth and gang violence. Using a framework of governmentality, one of the ways crime is problematized and controlled is through the use of neoliberal technologies of risk and responsibilization, underscoring neoliberalism’s emphasis on personal responsibility. When risk is used to govern and assigned to individuals and groups of people living in …

Analyzing The Recent, Rapid Tourism Development In Panama's Bocas Del Toro Archipelago: Is Socioenvironmental Justice Attainable?, Olivia R. Bourque May 2016

Analyzing The Recent, Rapid Tourism Development In Panama's Bocas Del Toro Archipelago: Is Socioenvironmental Justice Attainable?, Olivia R. Bourque

Sustainability and Social Justice

The Bocas del Toro archipelago of Panama has seen a rapid growth in its tourism industry since the 1990s. From a neoliberal perspective, tourism development is beneficial for all. Alternatively, I analyze the recent, rapid tourism development in Bocas from a critical development theoretical perspective, identifying its positive and negative implications, as well as who they accrue to. While there are economic benefits to tourism in Bocas, only foreign investors, the Panamanian government and English-speaking residents appear to earn them. The Bocas residents, and indigenous Ngöbe residents in particular, suffer from a range of economic, sociocultural, environmental and land access …

Exchange Patterns And Relations In Collaborative Governance., Charles Wharton Kaye-Essien May 2016

Exchange Patterns And Relations In Collaborative Governance., Charles Wharton Kaye-Essien

Electronic Theses and Dissertations

Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. Additionally, our understanding of the relational patterns that emanate from collaborative agreements remains fairly rudimentary. The main objective of this research is to address some of the gaps in the literature and improve our understanding of collaborative governance …

The Power Of A Secret: Secret Societies And The Easter Rising, Sierra M. Harlan May 2016

The Power Of A Secret: Secret Societies And The Easter Rising, Sierra M. Harlan

Senior Theses

The Irish Republican Brotherhood (I.R.B.) and the Irish Volunteer Force (I.V.F.) altered Irish Nationalist tactics from Parliamentary supported Home Rule to a republican movement for Irish Independence. The actions of these secret societies between 1900 and 1916, during the Irish Revolutionary period,[1] are the reason that Ireland gained independence from the United Kingdom in 1922. The change from political negotiations by the ineffective Irish Parliamentary Party to the republican movement would never have happened without the Easter Rising of 1916. The centennial anniversary of this Easter Rising makes The Power of a Secret: Ireland’s Secret Societies and the Easter …

Cultural Values And Risk And Benefit Perceptions: An Examination Of The Mediating Roles Of Trust And Knowledge Hubris, Clayton Creed Tumlison May 2016

Cultural Values And Risk And Benefit Perceptions: An Examination Of The Mediating Roles Of Trust And Knowledge Hubris, Clayton Creed Tumlison

Graduate Theses and Dissertations

This thesis examines the process by which cultural value predispositions influence perceptions of risks and benefits of energy policies, specifically focusing on High Voltage Power Line (HVPL) installations and Hydraulic Fracturing (fracking). For HVPL installations I examine the role of (dis)trust in three groups associated with the HVPL debate – the government, environmental groups, and the energy industry – in determining risk and benefit perceptions of HVPL installation. Findings indicate that cultural value predispositions guide policy elites’ perceptions of trustworthiness. Further, this trust, in turn, guides perceptions of risks and benefits of HVPL installations, partially mediating the effects of cultural …

Barriers To Relative Caregivers' Participation In The Subsidized Guardianship Program In Arkansas, Amanda Breanne Krotke-Crandall May 2016

Barriers To Relative Caregivers' Participation In The Subsidized Guardianship Program In Arkansas, Amanda Breanne Krotke-Crandall

Graduate Theses and Dissertations

Only 12 children of the 45,000 of children being raised by guardians in Arkansas have become participants in the Arkansas Subsidized Guardianship Program. The program, enacted by the Arkansas Legislature in 2011, could potentially help low-income grandparents meet the financial burdens of raising a child, thus creating another avenue of permanency for children within the Arkansas Department of Family Services (DCFS). This research sought to identify what barriers may exist to dissuade participation in the subsidized guardianship program in Arkansas using the theoretical base of Intersectionality. To answer this question the investigator conducted in person interviews with DCFS administrators, and …

What Citizens Want To Know About Their Government’S Finances: Closing The Information Gap, Meagan Jordan, Juita-Elena (Wie) Yusuf, Martin Mayer, Kaitrin Mahar May 2016

What Citizens Want To Know About Their Government’S Finances: Closing The Information Gap, Meagan Jordan, Juita-Elena (Wie) Yusuf, Martin Mayer, Kaitrin Mahar

School of Public Service Faculty Publications

There is an information gap between citizens and their governments when it comes to government finances. The inherent complexity of fiscal policy makes it exceedingly difficult for effective public participation. Effective public participation in fiscal decision making must address informing or educating the citizenry with accurate and meaningful government financial data. Better understanding citizen wants and perceptions is critical to closing the information gap between users and providers of financial information. This study uses information gathered from focus groups with residents of Norfolk, Virginia that asks what government financial information they want and how to make that information useful. Results …

Implementation Of The Public Distribution System: An Empirical Analysis Of The Right To Food In An Urban Slum, Dipika Jain, Brian Tronic

Journal of Food Law & Policy

Malnutrition is one of the biggest problems facing India today. Thus, the functioning of the Public Distribution System (PDS) - which provides subsidized food to hundreds of millions of people is critically important. However, while numerous studies have evaluated the performance of the PDS in rural areas, there is a notable lack of research in urban slums, a rapidly growing population. Through interviews with PDS beneficiaries and other stakeholders, the present study examines the PDS in one slum in Delhi and finds numerous problems, including low quality grain, corruption, and the lack of an effective complaint mechanism. Although several states …

Biblioworks: Advocating For The Creation Of Libraries For Children In Chuquisaca, Bolivia, Jhasmany Saavedra

Capstone Collection

During 2015-16, I completed my SIT professional practicum as an intern with BiblioWorks based in the Asheville, North Carolina office. Founded in 2005, the focus of this very small organization has been to provide funding and support for libraries and other educational programs in one part of Bolivia. I am from Bolivia and, prior to my scholarship to study at SIT, had worked with local NGOs. During my on-campus phase, I took a sequence of courses in policy advocacy and thus, along with other assignments, I became BiblioWorks’ US-based resource person working with the Bolivia-based director as the organization began …

#Therighttoremainsilent: Police Department Adoption And Deployment Of Social Media, 2010-~2015, Paul Geary

UNLV Theses, Dissertations, Professional Papers, and Capstones

Police have a complex myriad of ever-changing responsibilities and fluid expectations from the public, and traditional media has performed a largely ambivalent self-appointed oversight and agenda-setting function vis-à-vis police for decades. But in the last five years, the second wave of the first new mass communications medium since the 1940s, social media, has democratized both that oversight function as well as traditional media's agenda-setting ability. Meanwhile, police have been characterized as slow to adapt to change and to adopt new practices in response to a changing world. This work analyzed police agency social media adoption and explained the rate at …

An Examination Of Sagebrush Rebellion Communications Using Narrative Policy Framework, Amber Overholser

UNLV Theses, Dissertations, Professional Papers, and Capstones

Despite being rich in resources, a growing population and open spaces, the Old West has often erupted into the “Angry West” (Lamm, R. D., & McCarthy, M. 1982), as individuals, interest groups and political leaders throughout the West have demanded the turnover of select lands within the region for local control, development and/or private sale. One of the most well-known and heated public lands debates took place during the late 1970s and was called the Sagebrush Rebellion. Rebellion leaders gained national attention as they emphasized the need for autonomy, resource development and equality with Eastern states through the turnover of …

Advanced Training On Ammunition Identification And Disposal In Afghanistan, Gichd May 2016

Advanced Training On Ammunition Identification And Disposal In Afghanistan, Gichd

Global CWD Repository

GICHD delivered an advanced level training course on ammunition identification and disposal in Kabul, Afghanistan on 16-29 April 2016. The focus of the course was to build on existing skillsets and improve the knowledge of the characteristics of NATO and other ammunition encountered in Afghanistan.

By not offering a formal IMAS explosive ordnance disposal (EOD) qualification and associated testing protocols, the course curriculum allowed flexibility. On the first day the program was customised to the assessed needs of the attendees, based on the feedback from interviews with them all. As a result the curriculum allowed, for the practicing of alternative …

Wic Program Evaluation: A Breastfeeding Study, Christina Damouny

Master's Projects

Poor nutrition is prevalent among low-income pregnant and postpartum women, and infants. Inadequate nutrition during these vital stages can have negative effects on the health status of this population. The Women, Infants and Children Program (WIC) was established specifically to help low-income women and children lead healthy lives by providing nutrition education, referrals to healthcare and other health-related services, breastfeeding promotion, and economic resources to purchase nutritious foods at retail grocery stores. WIC has been shown to have an influence on participating mothers’ infant feeding decisions for both formula- feeding and breastfeeding. Although WIC is mandated to provide breastfeeding education …

Transferring Implementation Facilitation Knowledge And Skills To Improve Healthcare Delivery Systems, Mona Jane Ritchie May 2016

Transferring Implementation Facilitation Knowledge And Skills To Improve Healthcare Delivery Systems, Mona Jane Ritchie

Graduate Theses and Dissertations

Evidence-based practices and programs can improve healthcare quality but many organizations lack the ability to implement and sustain them. Skilled implementation facilitators applying a range of interventions can enable healthcare systems to address these challenges. However, we have limited knowledge about skills facilitators need and no studies examine how experts can transfer skills to others to build capacity for implementation efforts. The purpose of this study is to address these gaps.

For this qualitative descriptive study, I conducted content analysis of data previously collected from an expert and two novice facilitators to whom she was transferring skills for supporting implementation …

The Clean Power Plan: A Legal Analysis Of The E.P.A.'S Final Rule, Robert Paul Apr 2016

The Clean Power Plan: A Legal Analysis Of The E.P.A.'S Final Rule, Robert Paul

Honors Theses

The consensus among scientists is that climate change and its consequences are upon us as the result of human activity. The necessary reductions of emissions of greenhouse gases to mitigate these consequences have long been identified. The continued failure of the United States Congress to pass any national legislation directly addressing climate change has led President Obama to pursue executive action, through the authority of the Environmental Protection Agency, to regulate greenhouse gas emissions under the Clean Air Act section 111(d). Collectively known as the Clean Power Plan, the heart of this action is the carbon dioxide emissions Final Rule …

Professional Discretion And The Law: Impact Of Actuaries On The Underfunding And Decline Of Private Sector Single Employer Defined Benefit Pensions In Canada: How Many "Post Nortel" Pension Fiascos Are Brewing In Canada?, Paul Charles Walker Apr 2016

Professional Discretion And The Law: Impact Of Actuaries On The Underfunding And Decline Of Private Sector Single Employer Defined Benefit Pensions In Canada: How Many "Post Nortel" Pension Fiascos Are Brewing In Canada?, Paul Charles Walker

LLM Theses

Considering that private sector single employer defined benefit pension plans must be fully funded by law, the legal issue emanating from their systemic underfunding is whether or not actuaries have been using their discretion in a manner which is within a reasonable interpretation of the margin of manoeuvre contemplated by the legislature, in accordance with the principles of the rule of law. This thesis discusses the merits of potential legal remedies to arrest the underfunding and decline in the number of private sector single employer defined benefit pensions in Canada, including the introduction of single employer target benefit plans, increasing …

Abuse Us And Lose Us: Regional Effects Of Disarming Domestic Violence Offenders, Dory Mizrachi Apr 2016

Abuse Us And Lose Us: Regional Effects Of Disarming Domestic Violence Offenders, Dory Mizrachi

Graduate Research Symposium (2010 - 2017)

Domestic violence is among one of the most underreported crimes in the United States. Yet, national and international estimates suggest that approximately one in three girls/women will experience domestic violence. Research also demonstrates that this form of gendered violence is commonplace in the lives of millions of women and that it has deleterious outcomes, such as intimate partner homicide. It was not until recent decades that several legislations have been enacted to combat this critical problem. The Lautenberg Amendment, also known as the Domestic Violence Gun Ban of 1996 provided an essential addition to the Gun Control Act of 1968. …

Adverse Childhood Experiences In Rural And Urban Contexts, Jean A. Talbot Phd, Donald Szlosek Mph, Erika C. Ziller Phd

Mental Health / Substance Use Disorders

Recent research shows that rural children are more likely than urban children to experience certain kinds of adversity. Researchers at the Maine Rural Health Research Center looked at how adverse childhood experiences (ACEs) have affected rural and urban adults. Using data from the Behavioral Risk Factor Surveillance System Assessment, this study found that, while the prevalence of ACEs was comparable in rural and urban adults, over half of rural adults surveyed reported having ACE exposure.Among those with any ACE history, about one quarter experienced four or more ACEs. Policy implications and strategies are highlighted in this brief.

Key Findings:

  • Past …
