Manufacturing buses for the US transit market has been a challenging business over the last several decades. It is a small market with volatile demand. Many manufacturers have gone bankrupt, left the market, or been acquired by competitors. Manufacturers of transit buses in the US must comply with a wide range of operational and design regulations. For longer than the past half century, the relationship between the United States and Cuba has been one of antagonism, mistrust, betrayal, hostility and defiance. Decades of mutual hostility arising from Cuba’s post revolution adoption of an economic system that emulated that of the Soviet Union, along with the long history of U.S. interference in Cuba’s domestic and international affairs that predated the Castro revolution and continued afterward, have resulted in this rancorous relationship. Hazardous materials are prevalent in all communities in the United States. They are stored and they are transported. Regardless of the method of transport, (for this study defined as: pipeline, rail, roadway, air, or water) hazardous materials are generally transported without incident. However, consequences of a hazmat transportation incident can be extreme with serious repercussions to public safety, life and wellbeing, the environment, and infrastructure. To plan for and mitigate these consequences, communities may choose to examine the transportation of hazardous materials through high risk areas – areas with sensitive ecosystems or high population – to better develop strategies.

Over one million refugees have entered the borders of the European Union (EU) in 2015, forcing a discordant shift in the immigration policies of individual member states and upsetting the political stability of the region. This analysis answers the question of how immigration policies regarding asylum seekers in Germany, Hungary, and Lithuania specifically have changed recently and what these changes could indicate for the future of the European Union’s own immigration legislation. China and Africa have had contacts since time immemorial. It is, however, in the last two decades that China vastly increased its engagement with Africa, following the first Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) that took place in 2000 and the Beijing Summit held in 2006. China has skillfully utilized its international strategy of multipolarity and non-interference to champion its economic interests as well as its hegemonic quest. Perceptions Regarding Public Safety In Portland’S Humboldt Neighborhood, Kris R. Henning, Greg Stewart

The Portland Police Bureau (PPB) has partnered with Portland State University (PSU) to develop new strategies for improving public safety and police-community relations. The initiative seeks to provide residents with greater voice in where police work in their neighborhood and what steps the police take to address public safety concerns. The current report presents the findings from a household survey conducted in Portland's Humboldt neighborhood. Residents' top concerns were gun crimes, gang activity, and traffic safety. The majority of residents support increased foot patrols by officers and community meetings as a means for reducing crime and strengthening police-community relationships.

This project argues that, in the wake of the 2007-09 financial crisis, the United States (US) and European Union (EU) are doubling down on finance-led domestic growth strategies and that this is their goal in constructing a transatlantic financial regulatory regime. The regime’s goal privileges the input of industry actors over other civil society actors. The construction of this regime is in response to pressure from emerging markets and to service domestic industry actors after the financial crisis. Public participation is becoming a more common characteristic of constitutional drafting processes around the world, and Africa has not been an exception in this regard. This paper seeks to survey several of the public participation processes undertaken in a number of African nations, in order to examine the methods followed and the effects produced by such processes. For that purpose, I have analyzed the constitutional drafting efforts in South Africa, Uganda, Eritrea, Zimbabwe, Rwanda, Kenya, and Egypt. School Choice Demonstration Project

Eliminating the Louisiana Scholarship Program (LSP) was proposed as a way to improve the financial situation of the Louisiana Department of Education budget in the current fiscal environment. A study released by the School Choice Demonstration Project (SCDP) found that the net fiscal impact on the Louisiana Department of Education budget would likely be an overall cost increase. In this study, we consider the effects that the removal or reduction of the program would have on individual districts. Districts would receive additional revenue from the state for affected students, but districts would also incur additional costs to educate these students. …

This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. This report examines existing methods of benefit-cost analysis (BCA) in two areas, transportation policy and transportation planning, and suggests ways of modifying these methods to account for travel within a multimodal system. Although the planning and policy contexts differ substantially, this report shows how important multimodal impacts can be incorporated into both by using basic econometric techniques and even simpler rule-of-thumb methods. Case studies in transportation planning focus on the California Department of Transportation (Caltrans), but benchmark California’s competencies by exploring methods used by other states and local governments. Pathologies Of Development Practice: Higher Order Obstacles To Governance Reform In The Pakistani Electrical Power Sector, Ijlal Naqvi

Development actors are regularly aware of the shortcomings of governance interventions before, during, and after development assistance is introduced, yet those programmes continue and are even revisited. Why? This paper uses the Pakistani experience with power sector reforms to illustrate how the donor-led reform agenda had readily apparent shortcomings. A new wave of development thinking responds to such failures by drawing on complexity theory and moving toward more local, iterative and experimental approaches. However, by highlighting how the awareness of problems with reforms isn't sufficient to avoid them, this paper points to a higher order of obstacles which remain unaddressed.
