Defense Support to Civil Authorities (DSCA) is the process by which military assets can be requested by civilian authorities, often by state or regional offices of emergency management. There was a long history of Jim Crow laws in the State of Georgia, which permeated in social, educational, and economical ways that prohibited African American business owners from competing for the state contracts. In 1982, there was a shift in state policy that implemented an outreach programs to seek out African American businesses and ensure that those interested businesses were enrolled as registered vendors for procurement. The Department of Defense (DoD) utilizes risk management to develop antiterrorism practices and policies on military installations. However, there is a gap in understanding the impact these practices have on the culture and relationship among military personnel and their civilians. Using Schneider and Ingram's conceptualization of social construction of target populations, the purpose of this ethnographic qualitative study was to understand the nature of the relationship between antiterrorism programs, culture, and risk management on a single military installation. This thesis explains how national media shape Indian foreign policy toward Pakistan. I use empirical research to explore the contribution of national media to the formulation of policy during the 1999 Kargil War and 2001 Agra Summit between India and Pakistan. I created a database of news articles in the leading national English newspapers—The Times of India and Hindustan Times and then coded and analyzed them. I analyze the media’s role by identifying trends in media strategies such as framing, agenda setting, and manufacturing consent. The initial 72 hours after a large-scale crisis are critical in terms of preserving life and property, and the private sector and its critical infrastructure are often called upon to assist government organizations in such events. Anti-Muslim prejudice has increased precipitously since the attacks of September 11, 2001, including prejudicial effects related to socio-cultural differences on college campuses. The purpose of this quasi-experimental exploratory research was to understand the effectiveness of multicultural education programs (MEPs) in reducing anti-Muslim prejudice in higher education. Grounded in intergroup threat theory and frame analysis, it was hypothesized that students who are not engaged in multicultural affairs will perceive Muslims as more threatening and will therefore hold more prejudiced views than would students who active in multicultural affairs. Police officers continue to sustain injuries during close proximity encounters with non-compliant and combative suspects. The purpose of this quasi-experimental study was to examine whether the use of less-lethal instruments, such as conducted energy devices, oleoresin capsicum, impact batons, and hands/feet defensive tactic reduced police officer injury during confrontations with uncooperative suspects at a medium-sized police department in a southern state. Use of high-cost healthcare services is common, including hospitalizations and emergency department (ED) visits. The Great Recession that officially began in December 2007 nationally resulted in a loss of income on the part of many families with children who in turn, relied on a variety of safety nets, including cash assistance from Temporary Assistance for Needy Families (TANF) program. Loss of income has been recognized as a major risk factor of child maltreatment, in particular child neglect. During its 2007 recession, Arizona shortened its TANF lifetime limits substantially which resulted in transfer income losses for many families with children on TANF. The housing foreclosure crisis of 2007-2010 in the United States disproportionately affected persons of color. Some states, such as Florida, were heavily impacted by property value losses, yet there has been little research since about the experience of losing a home and recovering from that loss from the perspective of the homeowner. The Economic Impact Of City-County Consolidations: A Synthetic Control Approach, Joshua Hall, Josh Matti, Yang Zhou

Although more rapid development is a primary motivation behind city-county consolidations, few empirical studies explore the impact of consolidation on economic development. No studies look at government consolidation in the United States using modern causal inference methods. We use the synthetic control method (SCM) to examine the long-term impact of city-county consolidations on per capita income, population, and employment. The results from the three cases explored indicate that consolidation does not guarantee development and actually can have negative effects. Additionally, consolidation can deepen the urban-rural divide by accelerating the decline of rural populations relative to those of urban areas. The …

Income-based indicators of happiness have been shown to be limited in their ability to predict happiness. Alternative measures of happiness have been gaining prominence in happiness research, and two predictors of happiness were investigated in the current study. The extent to which happiness (measured by affect, life satisfaction, and psychological well-being) could be predicted by gender and perception of community safety was investigated with 19,644 participant responses to The Happiness Alliance Survey. Multiple linear regression models indicated that gender and community safety are significant predictors of affect, life satisfaction, and psychological well-being. Military mental health clinicians (MMHCs) have been essential to Operations Enduring Freedom and Iraqi Freedom. They served in extreme stress conditions, including on the front lines. As co-combatant/clinician, the MMHC bridged unique perspectives on the effects of war stress experienced by Active-Duty Service Members (ADSMs). To date, no study has focuses uniquely on MMHCs narratives as they provided care from this multiple perspective. This investigation was carried out from a phenomenological perspective. A single, open-ended question was asked of seven MMHCs about lived experiences while serving, resulting in in-depth interviews. These were textually coded.
