Police And Citizens' Perceptions Of Community Policing In Richmond, Virginia, Denita R. Square-Smith
Police And Citizens' Perceptions Of Community Policing In Richmond, Virginia, Denita R. Square-Smith
Walden Dissertations and Doctoral Studies
Community policing is an initiative that requires public cooperation and participation to be successful. Little is known, however, about police and citizens' perceptions of community policing and its impact on Richmond, Virginia neighborhoods. Using policy feedback theory as a lens, the purpose of this phenomenological study was to explore and gain a better understanding of RPD's and Richmond citizens' perceptions of community-oriented policing strategies in Richmond neighborhoods. Research questions focused on how officers and citizens perceive the impact of community policing strategies and the specific strategies they viewed as most successful in building public trust. Data were collected from a …
Leader - Member Exchange And Performance In Nonprofit Human Services Organizations, Charles A. Archer
Leader - Member Exchange And Performance In Nonprofit Human Services Organizations, Charles A. Archer
Walden Dissertations and Doctoral Studies
Success of nonprofit human services organizations depends upon the ability to cultivate high quality performance among staff members. Employees of such organizations experience lower job satisfaction when managers disregard their opinions or treat them as unimportant. The purpose of this qualitative, exploratory case study was to explore employees' perspectives on the quality of their relationships with their supervisors and impacts of that perception on job performance. The central research questions regarded how employees understood those relationships and their impact on their work success. Using the framework of leader-member exchange (LMX) theory, which centers upon the employee-supervisor relationship, data were collected …
U.S. Army Drill Sergeants' Response To Sexual Harassment And Sexual Assault Of Gay, Lesbian, And Bisexual Recruits, Marin Vesselinov Nikolov
U.S. Army Drill Sergeants' Response To Sexual Harassment And Sexual Assault Of Gay, Lesbian, And Bisexual Recruits, Marin Vesselinov Nikolov
Walden Dissertations and Doctoral Studies
Even with the repeal of the 'Don't Ask, Don't Tell' (DADT) policy, the U.S. Army has seen increased cases of sexual harassment; sexual assault; and discrimination of gay, lesbian, and bisexual (GLB) service members by other service members. Despite this trend, few studies have explored the experiences of victims of sexual harassment and sexual assault of GLB recruits before, during, and after the repeal of the DADT policy. Using the bystander effect as the theoretical construct, the purpose of this phenomenological study was to explore the experiences and interactions with a sample of 11 drill sergeants (DSs) who witnessed GLB …

Integrating Public Affairs Information Strategy With Organizational Practices In Healthcare Delivery Organizations, Brian S. Vamstad
Walden Dissertations and Doctoral Studies
Public affairs professionals are responsible for monitoring the sociopolitical environment and using information strategies to respond to public policy proposals on behalf of firms and organizations. To develop, implement, and legitimize public policy, lawmakers and public administrators rely on the input from external experts and stakeholders. The purpose of this research was to explore how public affairs engage with healthcare intraorganizational stakeholders to leverage their knowledge for information strategies. Knowledge transfer served as a theoretical framework through a qualitative multiple case study of 3 healthcare delivery organizations in the upper Midwest of the United States. Primary data were collected using …
Geneva International Centre For Humanitarian Demining 2017 Annual Report, Gichd
Geneva International Centre For Humanitarian Demining 2017 Annual Report, Gichd
Global CWD Repository
2017 marked the 20-year anniversary of the signing of the Anti-Personnel Mine Ban Convention, which laid the ground for coordinated mine action efforts worldwide. This treaty has become a reference agreement in both the humanitarian and disarmament fields. Today still, it provides an example of how international law can effectively contribute to a safer and more secure world. It is in this spirit that the GICHD continues to promote the universalisation and implementation of the different treaties relevant to mine action. In fact, supporting national partners towards the timely fulfilment of convention obligations and completion targets remains a priority.
However, …

Impact Of The Zambian Agricultural Policy On Grain Trade, Onesphore Karuho
Impact Of The Zambian Agricultural Policy On Grain Trade, Onesphore Karuho
Walden Dissertations and Doctoral Studies
The agricultural sector in Zambia is supported through the government use of public expenditure programs to spur the production and subsidize the consumption of key grains to stabilize prices. Previous research has documented the effects of public spending on agriculture in terms of food prices and food security. The effects of government spending on the trade of key grains, however, is not well understood. As such, there is a gap in knowledge regarding the impact of agricultural policy on the agricultural trade. The purpose of this study was to determine the impact of Zambian agricultural policy on grain trade. A …
Effect Of The Relocation Policy Of Public Agencies In South Korea, Chan Ho Kim
Effect Of The Relocation Policy Of Public Agencies In South Korea, Chan Ho Kim
MPA/MPP/MPFM Capstone Projects
In 2005, the government announced the relocation policy of public agencies to non-capital regions. The main purpose of the policy was to decentralize population in the SMA (Seoul Metropolitan Area) through building regional competitiveness. The transfer of 98% of the public institutions was completed in April 2017 (MOLIT 2017). However, unlike the blueprint for the initial plan for the relocation of the agencies, there may be an increase in social cost and insufficient contribution to the regional economic development.
This study empirically examines effectiveness of the policy and its impact on regional economic growth and on how differently the policy …
Social Cohesion As A Gateway: Examining France's Efforts In Building Equitable Education Access For Marginalized Immigrants, Cherish Molezion
Social Cohesion As A Gateway: Examining France's Efforts In Building Equitable Education Access For Marginalized Immigrants, Cherish Molezion
Scripps Senior Theses
This thesis examines the effects of France’s educational social cohesion policies, Zones d’Education Prioritaire (ZEP schools) and L’Agence nationale pour la cohesion sociale et l’égalité des chances (Acsé). I argue that these policies affect access to education for working-class descendants of immigrants; however, France’s republican ideology inhibits the extent to which equitability can be established between working-class descendants of immigrants and the majority population. Though a quantitative and qualitative data analysis, I scrutinize trends in education access and the labor market over the 2000s. Lastly, I make policy recommendations centering around positive discrimination approaches that France should adopt, in …
Underutilization Of Federal Benefits In Oregon: Programs And Strategies, Raúl Preciado Mendez
Underutilization Of Federal Benefits In Oregon: Programs And Strategies, Raúl Preciado Mendez
National Policy Consensus Center Publications
The report results demonstrate the dependence low-income Oregon families have on the six federal programs and the challenges families face when attempting to access federal resources. The barriers to access are often structural in that they are embedded in the procedures and structure of the program. Based on its analysis, the report presents a series of reforms and support activities that Oregon state agencies and nonprofits could adopt to improve family access for each program.
The Political Determinants Of Food Security: Democracy, Decentralization, And Federalism, Catherine E. Schmitt-Sands
The Political Determinants Of Food Security: Democracy, Decentralization, And Federalism, Catherine E. Schmitt-Sands
Wayne State University Dissertations
Food security is partially determined by politics. This dissertation examines three political determinants of food security: democracy, decentralization, and federalism. Each one is operationalized and tested quantitatively against food security using a dataset of all countries from 1990 to 2011, although each model employs a different subset of the dataset. Democracy is divided along two dimensions: political rights and civil liberties. Both are significant positive predictors of food security. Increases in civil liberties are more consistently and strongly associated with food security than increases in political rights.
Decentralization is assessed along three dimensions: fiscal, administrative, and political. Fiscal and administrative …

Afghanistan is currently foreign aid dependent. The US Agency for International Development (USAID) has allocated over 100 billion US dollars since 2001 for the development and modernization of Afghanistan. The United States has invested over 700 billion US dollars overall. There is a breakdown or a problem in USAID funding for Afghanistan, whereas not all the money allocated was utilized for intended purposes. Today Afghanistan remains a LDC, a least developed country, with extensive …
Mass Shootings As Issue Management Exigencies And Focusing Events For Public Policy Debates, Melvin Gupton
Mass Shootings As Issue Management Exigencies And Focusing Events For Public Policy Debates, Melvin Gupton
Wayne State University Dissertations
This content analysis of multiple mass shooting cases examines a crisis genre that is not as frequently studied as other crises such as natural disasters or organizational exigencies. Though just as rich with stakeholders’ communicative exchanges and neatly traversing the three crisis stages, mass shootings have yet to be fully elaborated. To further the examination of these crises, this dissertation identifies those actors who hold the principal stakes in the aftermath of a mass shooting incident, and explores what these stakeholders are saying. By applying focusing events and issue management theories, it uncovers the prominent public policy issues reported in …
A Meta-Analysis: The Full Range Of Leadership Model Impacting Policing Organizations, Joseph Russell
A Meta-Analysis: The Full Range Of Leadership Model Impacting Policing Organizations, Joseph Russell
Walden Dissertations and Doctoral Studies
Police leadership has traditionally been dominated by the commander style, yet the more recent generation of police officers reject this style of leadership. Little, however, is known about whether the different leadership styles of the full range of leadership model result in positive outcomes in policing organizations. The purpose of this quantitative meta-analysis study was to examine the relationship between transformational, transactional, and laissez-faire leadership styles and the leadership outcomes in a policing context, such as subordinate satisfaction, perception of leadership effectiveness, and exerting extra effort. Data for this research synthesis derived from primary research studies, which included 9 U.S. …
Influences Of Provider-Patient Communication On Health Literacy And Public Policy Relevant Outcomes, Rachel Carla Cartwright-Vanzant
Influences Of Provider-Patient Communication On Health Literacy And Public Policy Relevant Outcomes, Rachel Carla Cartwright-Vanzant
Walden Dissertations and Doctoral Studies
Several artifacts of federal policy address the connection between health literacy of patients and health outcomes. These laws include The Plain Writing Act, Health Information Technology for Economic and Clinical Health, and the Health Insurance Portability and Accountability Act. Even with this policy structure, little is known about how nurses' knowledge of health literacy may influence patient understanding of medical information and health outcomes. Using Knowles' principles of effective communication, the purpose of this mixed-methods study was to concurrently examine the relationship between nurse knowledge of health literacy and communication techniques used by nurses to identify any causal relationships in …
Predictors Of Job Satisfaction Among County Jail Correctional Officers, Richara Simmons
Predictors Of Job Satisfaction Among County Jail Correctional Officers, Richara Simmons
Walden Dissertations and Doctoral Studies
Job satisfaction among jail correctional officers is important because it ensures the continuity of officers who can promote and maintain a safe environment inside the jail for all staff and inmates. Most job satisfaction studies on correctional officers, however, are focused on prison officers and not county jail officers. The purpose of this correlational study was to test and extend Herzberg's Motivation-Hygiene theory by exploring job satisfaction and motivation among jail correctional officers in Miami-Dade Florida. Survey data were collected from 149 correctional officers using Specter's (1994) Job Satisfaction Survey. Data were analyzed through correlational and multiple regression analyses. Findings …
Executive Director Experiences With Consumer Operated Service Provider Governing Board Members, Merideth Mccallick Erickson
Executive Director Experiences With Consumer Operated Service Provider Governing Board Members, Merideth Mccallick Erickson
Walden Dissertations and Doctoral Studies
Consumer Operated Service Providers (COSPs) are programs that are directed and administratively controlled by mental health consumers for their peers. As such, many mental health consumers have been placed in the position of serving on a COSP and often with unclear descriptions and no training. As a result, there is often a disconnect between the will of the board and the vision of the executive director, leading to tension and the possibility of failed mission. Using servant leadership as the guide, the goal of this case study was to explore the experiences of executive directors who operate Consumer Operated Service …
Effects Of A Policy Development Process On Implementing An Equity-Based Policy, Morakinyo A. O. Kuti
Effects Of A Policy Development Process On Implementing An Equity-Based Policy, Morakinyo A. O. Kuti
Walden Dissertations and Doctoral Studies
Unstable residential and inadequate academic environments lead to poor educational outcomes for low-income students in urban areas. In 2011, Ohio enacted a law to create a college preparatory boarding school (CPBS) for low-income students by 2013. However, Ohio's CPBS has not yet been established, thereby denying these students an opportunity to attain skills needed to enter college. Using the policy feedback theory (PFT) and Fredrickson's theory of social equity (SET) as foundations, the purpose of this qualitative study was to understand the nature of implementation barriers and propose solutions by exploring 2 successful CPBS programs in Maryland and Washington, D.C. …
Staffing Standards And Care Outcomes In For-Profit And Not-For-Profit Religious-Based Nursing Homes, Ara Omobola Omotowa
Staffing Standards And Care Outcomes In For-Profit And Not-For-Profit Religious-Based Nursing Homes, Ara Omobola Omotowa
Walden Dissertations and Doctoral Studies
Vulnerable older adults residing in nursing homes continue to experience poor care outcomes due to nurse staffing levels that are below the levels required for maintaining their well-being. Studies have shown that patient care outcomes in nursing homes are related to nurse staffing standards/levels, which are affected by profit maximization on adherence to registered nurses and licensed nurse staffing standards. The purpose of this descriptive study was to determine if there was a relationship between adherence to staffing standards and care outcomes in for-profit (FP) and not-for-profit religious-based (NFPRB) nursing homes using the profit maximization theory. Research questions focused on …
Women's Quest To Occupy Executive Positions In Corporate America, Erica Charles-Lynch
Women's Quest To Occupy Executive Positions In Corporate America, Erica Charles-Lynch
Walden Dissertations and Doctoral Studies
Women comprise 50.8% of the United States population and 47% of the workforce, and over the past few decades, many women have been promoted to midmanagement positions in Fortune 500 and other major corporations, but few run companies at the executive levels. The research problem addressed the underrepresentation of women in top leadership positions in the executive suite. The purpose of this study was to explore the perceptions of women in upper level management in large corporations on rising to the C-suite. A basic qualitative naturalistic inquiry was used employing interviews in collecting and analyzing the data. The targeted population …
Government Rule Compliance, Safety, And The Influence Of Regulation On Railroad Trainmen, Carlos Mendoza, Phd
Government Rule Compliance, Safety, And The Influence Of Regulation On Railroad Trainmen, Carlos Mendoza, Phd
Walden Dissertations and Doctoral Studies
Operational testing of railroad trainmen on federal government safety rules is a daily occurrence on every railroad in the United States. This constant testing and resulting discipline distracts trainmen from the task at hand, causing a loss of focus which could lead to injury or accidents. Using the social construction framework, this research sought to gain an understanding of trainmen's perception on how operational testing impacts their workplace safety, as well as how they perceive the U.S. federal government influences regulation and discipline. This phenomenological study investigated a segment of railroad employees, the trainmen, because they are operationally tested more …
Coping With The Threat Of Ebola In Monrovia: A Case Study, Augustine M. Sumo
Coping With The Threat Of Ebola In Monrovia: A Case Study, Augustine M. Sumo
Walden Dissertations and Doctoral Studies
In early 2014, 3 West African states of Guinea, Liberia, and Sierra Leone made news headlines when Ebola virus disease (EVD) ravaged the sub-region. The Liberian government was ill-equipped to efficiently contain EVD outbreak due to inadequate training for hospitals and healthcare workers. The government's mandatory cremation policies and the banning of public gatherings significantly contributed to the spread of EVD. EVD infected 10,666 and 4,808 died from the disease in the first 6 months of the epidemic. Using Bandura's Social Cognitive Theory (SCT) as the theoretical framework, the purpose of this case study research was to examine the social, …
Lived Legal Expertise: Mobilizing The Political Agency Of Incarcerated Youth, Ian S. Schiffer
Lived Legal Expertise: Mobilizing The Political Agency Of Incarcerated Youth, Ian S. Schiffer
Pomona Senior Theses
This thesis analyzes how caring relationships and an emancipatory approach to law related education (LRE) within juvenile justice facilities can cultivate political agency. I focused specifically on Camp Afflerbaugh-Paige, an LA County juvenile probation facility, in La Verne, CA, as a case study. During three months of teaching a law related education class and embedding myself at the facility with an asset-based framework, I encountered a wealth of knowledge that incarcerated juveniles possess, not from formal education or research, but based in their own lived experiences. Los Angeles County Probation spends $233,000 per student per year; assuming best intentions of …
Understanding Judiciary Interpretation Of A Qualified Disability Post-Ada Amendments, Daniel Frank Hallman
Understanding Judiciary Interpretation Of A Qualified Disability Post-Ada Amendments, Daniel Frank Hallman
Walden Dissertations and Doctoral Studies
In 1990, the Americans with Disability Act (ADA) was enacted to support disabled Americans as they sought to procure equality in society and the workplace. Despite these intentions, full implementation of the ADA has been fraught with court challenges and legislative amendments. As it currently stands, it is unclear as to how the judicial system is collectively interpreting a qualified disability. Using Clark and Connolly's interpretation of legal textualism as the theoretical foundation, the purpose of this case study of the Americans with Disabilities Act was to better understand and explore how the judiciary is currently interpreting qualified disability post-ADA …
Realigning Community Policing In A Homeland Security Era, Alfred Stanford Titus, Jr.
Realigning Community Policing In A Homeland Security Era, Alfred Stanford Titus, Jr.
Walden Dissertations and Doctoral Studies
The priority shift from community policing to homeland security in local police departments in the United States has threatened the relationships and successes established by community policing, though little empirical research explored the relationship between funding and implementation of homeland security versus community policing objectives among local law enforcement agencies. Using Karl Popper's conceptualization of the liberal democracy as the framework, the purpose of this descriptive study was to examine how trends in funding and implementation of both community policing and homeland security objectives changed among American law enforcement agencies between 1993 and 2013. Data were acquired from the Law …
Agent-Based Overlapping Generations Modeling For Educational Policy Analysis, Connie Hou-Ning Wang
Agent-Based Overlapping Generations Modeling For Educational Policy Analysis, Connie Hou-Ning Wang
Walden Dissertations and Doctoral Studies
Educational systems are complex adaptive systems (CAS). The macroeffects of an educational policy emerge from and depend on individual students' reactions to the policy. However, educational policymakers traditionally rely on equation-based models, which are deficient in reflecting the work of microbehaviors. Using inappropriate tools to make policies may be a reason why there were many unintended educational consequences in history. A proper methodology to design and analyze policies for complex educational systems is agent-based modeling (ABM). Grounded in the theories of CAS and computational irreducibility, ABM is capable of connecting microbehaviors with macropatterns. The purpose of this study was to …
Policing The Mentally Ill In Coronado, Ca, Jennifer Susan Ayres
Policing The Mentally Ill In Coronado, Ca, Jennifer Susan Ayres
Walden Dissertations and Doctoral Studies
The growing number of individuals suffering from mental illnesses and their inability to access intervention methods has adverse effects on the criminal justice system. These impairments increase the likelihood that police officers will have negative attitudes about persons with mental illnesses. This study sought to understand whether police officers' empathy, education, experience outside of work as well as on the job, and officers' training in the field of mental health all related to police officers' attitudes relating to persons with mental illness. The purpose of this study was to expand the body of knowledge and determine how factors such as …
Crime Reduction Strategies Of Florida Sheriff's Offices Related To Residential Burglaries, Jack Armstrong
Crime Reduction Strategies Of Florida Sheriff's Offices Related To Residential Burglaries, Jack Armstrong
Walden Dissertations and Doctoral Studies
In Florida, the law enforcement response to burglaries is estimated to cost $1.3 billion, yet little is understood about whether specific types of enforcement and investigation strategies have an impact on reducing the incidence of burglary. Using Cohen and Felson's concept of guardianship as part of routine activities theory as the foundation, the purpose of this quantitative cross-sectional study was to examine whether any or all crime reduction strategies (community policing, intelligence led policing, Compare Statistics policing, traditional policing, hot spot policing, and evidence based policing) when combined with urbanity, household income, the sworn officers per 1000 population are statistically …
African American Male Police Officers' Perceptions Of Being Racially Profiled By Fellow Police Officers, Michael Armstrong Campbell
African American Male Police Officers' Perceptions Of Being Racially Profiled By Fellow Police Officers, Michael Armstrong Campbell
Walden Dissertations and Doctoral Studies
African American police officers, as other African Americans, report being subjected to racial profiling by police officers, and that these encounters have, in some cases, resulted in excessive and unjustified use of force. These types of occurrences have resulted in a divide between African American and Caucasian police officers. The purpose of this phenomenological research study was to explore the experiences and perceptions of African American male police officers in the State of New Jersey who feel they have been discriminated against by fellow law enforcement officers. Weber's social relationship theory served as the theoretical framework for this study. Data …
Determining Cost-Effectiveness And Learning Impact Of Government-Funded Counterterrorism Training Programs, Ira D. Jones, Jr
Determining Cost-Effectiveness And Learning Impact Of Government-Funded Counterterrorism Training Programs, Ira D. Jones, Jr
Walden Dissertations and Doctoral Studies
Since September 11, 2001, money and resources have been allocated at unprecedented levels in order to prevent future attacks on the United States. In the interest of preventing a similar type of incident, counterterrorism initiatives were funded using public funds with little or no oversight as to measuring the effectiveness of these programs. The purpose of this quantitative study was to determine if there was a statistically significant difference in the dependent variable - the level of awareness of participants (the ability to identify terrorism threats) who attended counterterrorism training that was solely lecture based and one that combined both …
