Law-Based Arguments And Messages To Advocate For Later School Start Time Policies In The United States, Clark J. Lee, Dennis M. Nolan, Steven W. Lockley, Brent Pattison

Homeland Security Publications

The increasing scientific evidence that early school start times are harmful to the health and safety of teenagers has generated much recent debate about changing school start times policies for adolescent students. Although efforts to promote and implement such changes have proliferated in the United States in recent years, they have rarely been supported by law-based arguments and messages that leverage the existing legal infrastructure regulating public education and child welfare in the United States. Furthermore, the legal bases to support or resist such changes have not been explored in detail to date. This article provides an overview of how …

College Students Reporting Responses To Hypothetical And Actual Safety Concerns, Brandon A. Hollister, Mario Scalora, Sarah M. Hoff, Heath J. Hodges, Alissa Marquez

University of Nebraska Public Policy Center: Publications

Campus violence prevention often includes proactively reducing crime through noticing and resolving concerning situations. Within these efforts, interventions aimed at enhancing reporting have been considered necessary. The current study explored several reporting influences on college students’ responses to hypothetical and actual campus safety concerns. Students were unwilling to report most (i.e., 52%) vignettes of pathway behavior, and most students who witnessed campus safety concerns did not report (i.e., 87%). Students who witnessed several concerning behaviors from a nonfriend perpetrator tended to be more willing to report, especially if personally victimized and understanding the violence risk associated with pathway behavior. Analyses …

Demining Programme Office In The Falkland Islands - Exploitation 2017, Fenix -. Insight Ldt.

Global CWD Repository

In January 2017, exploitation work was carried out by Fenix Insight Ltd on mines and other ordnance recovered by the Land Release Contractor (LRC).

Examination of grenades used in booby traps revealed that one, considered to be complex and dangerous, had been rendered safe by the ageing process. The other, though more familiar, was still fully functional and highly lethal. The findings highlight the continued danger from unexploded ordnance, and the need for threat assessment to be based on technical evidence rather than intuition.

Civic Dignity And Meaningful Political Participation, Melissa Mahoney Smith Jan 2017

Civic Dignity And Meaningful Political Participation, Melissa Mahoney Smith

CGU Theses & Dissertations

This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.

First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point …

In the past 8 years, at least 4 lone wolf terrorists have targeted military bases or recruiting centers in the United States and research suggests attack on the US military are increasing globally. The problem was that research had not addressed the lived experiences of survivors of lone wolf attacks or how they could inform procedures regarding a sense of security for military men and women. An Eritrean Perspective Of Africa's Potential For Indigenous, Independent Food Sustainability, Tewelde W. Tesfagabir

Walden Dissertations and Doctoral Studies

Food insecurity in Africa is a threat to future generations because many countries rely on potentially unsustainable food policies. Eritrea's indigenous food sustainability policy has not been explored or analyzed in a scholarly manner. This qualitative case study analyzed the effectiveness of the current policy of food sustainability without relying on foreign food aid in Eritrea. The main research question addressed relates to how Eritrean irrigation farmers understand and implement the Eritrean government's food sustainability policy. The theoretical framework for this study, Kingdon's policy stream, set the agenda for a policy of sustainable indigenous Eritrean agricultural development without food aid. …

The Effects Of Education Narratives On High School Persistence Among Navajo Girls, Nancy Catherine Carre Jan 2017

The Effects Of Education Narratives On High School Persistence Among Navajo Girls, Nancy Catherine Carre

Walden Dissertations and Doctoral Studies

Dropout rates among American Indian students have not shown significant improvement since the implementation of the No Child Left Behind Act (NCLB) of 2001. While extensive research exists on the dropout phenomenon, no studies were found that addressed why some Navajo girls leave school and the role education narratives play in their decision. Accordingly, this study examined the narratives shaping federal and Navajo education policies in order to understand how these influence school programs. The research questions dealt with three elements that could induce Navajo girls to leave school, the institutions and programs offered by federal and tribal government entities, …

Understanding The Impact Of Foreclosed Homes In Charlotte Neighborhoods, Justice Uche Uche

Walden Dissertations and Doctoral Studies

Abstract

Following the increase in foreclosures across the United States from 2007 to 2009, there was concern that foreclosed homes could lead to higher rates of crime in certain neighborhoods. Using social disorganization theory, the purpose of this difference-in-difference research design was to study the link between foreclosure levels, and crime rates in neighborhoods in Charlotte, North Carolina. Propensity score matching was used to examine whether neighborhood foreclosure rates have an impact on neighborhood crime level while controlling for neighborhood conditions. Data were acquired from Charlotte Neighborhood Quality of Life Studies, conducted biannually in 173 neighborhoods in Charlotte, North Carolina. …

Silent Policy Feedback Through School Choice, Catherine Cecchini Little-Hunt Jan 2017

Silent Policy Feedback Through School Choice, Catherine Cecchini Little-Hunt

Walden Dissertations and Doctoral Studies

Increasing numbers of Florida parents are withdrawing their children from traditional public schools in highly-rated school districts to enroll them in tuition-free, startup, charter schools. Since not all parents have equal access or are as equally motivated to elect school choice alternatives, the fiscal sustainability of the traditional public school system is at risk. Using Schattschneider's policy feedback process as a model, the purpose of this research was to gain an in depth understanding of the role policy perception plays on the decision-making process by parents. Data for this qualitative single-case study were collected through interviews with 8 charter school …

This article adds to that conversation by recounting the approach to assessing competencies used in the Department of Public Administration at Portland State University. There, newly developed rubrics reflect each of the department’s 10 competencies to examine whether students are acquiring the desired knowledge and skills. This article discusses the development …
