For more than five decades Colombia has suffered a relentless and devastating war that has taken a greater toll than that of many major wars around the world. For the past four years the Colombian government and the left-wing guerrilla Revolutionary Armed Forces of Colombia–People’s Army (FARC-EP) have been engaged in peace talks with the aim of putting an end to the armed struggle. A two-state solution to the Israeli–Palestinian conflict, with a Palestinian state along the lines of the 1967 borders with East Jerusalem as its capital, the “mandated” settlement for decades, is no longer either a viable outcome or one that can be implemented. In the past fifty years, the “facts on the ground” have changed, but, perhaps more important, so too have “facts in the mind.” The geopolitical landscape in the Middle East bears little resemblance to “facts” back to 1967. In November 2015, the United States and the Russian Federation convened the main international stakeholders engaged in the Syrian conflict to broker the Vienna Accords. The unfolding political process culminated in the issuing of UN Security Council Resolution 2254. Since then the situation has evolved rapidly, ushering in a new outlook for the resolution of the six-year-old civil war. The conflicting parties in Syria have not yet fathomed the momentum of this deal. Some progress has been made as part of successive attempts to establish a “cessation of hostilities,” but there have not yet been any major breakthroughs because the …

Access To Taxicabs For Unbanked Households: An Exploratory Analysis In New York City, David A. King, Juan Francisco Saldarriaga

Taxicabs are critical complements to public transit systems. In New York City, ubiquitous yellow cabs are as iconic as the city’s subway system, and the city recently added green taxicabs to improve taxi service in areas outside of the Central Business Districts and airports. In this paper, we used multiple datasets to explore taxicab fare payments by neighborhood and examine how paid taxicab fares are associated with use of conventional banking services. There are clear spatial dimensions of the propensity of riders to pay cash, and we found that both immigrant status and being “unbanked” are strong predictors of cash …

Providing a high quality of service in public transportation is essential to reduce dissatisfactions stemming from traffic congestion and noise. Public transport providers need to find ways to dilute the effects of immoderate use of private cars in big cities while maintaining a sufficient level of customer satisfaction. This study aimed to identify the key service quality (SQ) factors that drive passenger satisfaction in Istanbul’s rail transit (RT) system using data obtained from an extensive survey conducted by the Istanbul Public Transportation Co. This report will address the fiscal impact of the SSP for the 2016-17 school year, the first year the program is available for students. As of February 2017 there were 22 students from 13 districts using the program to attend one of the 17 accredited private schools currently participating in the program. For 20 of the students we know which public school district he/she attended in 2015-16. All students must be attending a public school, relocating from out of state, or be members of an active duty military family in order to participate in the program. To estimate the fiscal …

The Elder Economic Security StandardTM Index (Elder Index) is a measure of the cost of living for older adults age 65 or older living independently in today's economy. The Elder Index defines economic security as the income level at which elders are able to cover basic and necessary living expenses and age in their homes, without relying on benefit programs, loans or gifts. The Elder Index defines an “economic security gap” as having incomes between the Federal Poverty Line and the Elder Index. The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. This work explains the importance of these and other DOD reports for those studying ECS developments, examines how DOD has documented Beijing’s military activities within these publicly accessible reports, and describes how members of Congress have reacted to ECS developments during the Obama …

Driven largely by dramatic increases in Oregon Public Employee Retirement System (PERS) costs, Oregon’s local governments face historically unprecedented increases in their “Total Employer Costs of Compensation,” or “TECC costs.” Even with 3% annual growth in general fund revenues under Oregon’s strict, voter‐passed property tax limits, the resulting budget squeeze could force reductions of 10% or more in the number of public employees who provide key public services – from police and fire/emergency medical protection to education, health care, and infrastructure maintenance.

This study examines the impact of parents having health insurance on their children’s health care in Kentucky. Child health insurance status and child a usual source of medical care are the two health care measures analyzed. The author builds on prior research that indicated more children would become insured if parents had access to affordable health insurance options. Through the implementation of the ACA in 2014, Kentucky expanded Medicaid eligibility to low-income adults up to 138% of the federal poverty level (FPL) and offered discounts on private health insurance plans for families in certain income thresholds …

Improvised explosive devices (IEDs) present significant risks to mine action (MA) operators and the programmes within which they work. Such risks can be managed through well-informed risk identification and assessment, the avoidance of some activities, and the procurement/development of the necessary skills, equipment and procedures to address others.
This study focuses primarily on improvised devices of the types that are currently encountered by MA organisations during humanitarian operations. The use of IEDs for terrorist purposes or as part of active conflict is not addressed in this study. While it is recognised that MA organisations may be present in places where …

The Joint Fire Science Program (JFSP) has funded an impressive number of research projects over the years. However, the number of projects does not necessarily provide an accurate picture of the program’s effectiveness. Over the last decade, researchers have collected data and conducted several studies to determine whether the results of JFSP-funded projects are reaching potential users and informing management decisions and actions. Those studies have helped identify issues and influence changes within the program. This report is a personal account of prostitution survivors facing harassment from representatives of the sex industry in Australia. At events to promote a new collection of stories by survivors of the industry—Prostitution Narratives: Stories of Survival in the Sex Trade—speakers were intimidated and insulted. The survivors describe their experiences and their determination to speak-out against prostitution, even in the face of opposition.

The contemporary neoliberal economic order plays a significant role in American social organization and policy-making. Most importantly, neoliberal ideology drives the creation and imposition of markets in public goods and services and the valorization of free market ideology in cultural life. The neoliberal ‘project of inequality’ is in turn delimited and upheld by an authoritarian system of punishment built around mass incarceration, surveillance, and an unprecedented level of social control directed at the lowest strata of American society – a group that includes both the urban underclass, and unauthorized immigrants.

In January 2016, the GICHD joined the International Gender Champions Network. In July 2016, the GICHD adopted its first Centre-wide Gender & Diversity Action Plan. The American Right features a well-developed—and well-heeled—infrastructure for promoting a conception of freedom as inextricable from capitalism. The American Left, by contrast, has seemed content to cede the territory, abandoning the ground of freedom for the terrain of “equality,” “justice,” “fairness,” and “prosperity.” This paper is an effort to address this asymmetry in the public discourse over the meaning of freedom. Its principal objective is to capture the vision of freedom embodied in the political and economic thought of Louis D. Brandeis, one of the American Left’s ablest expositors of freedom.

This paper addresses a means of checking legislative gerrymandering, which I have called the Independent Electoral Reapportionment Commission (IERC). Its purpose is to prevent self-interested politicians from drawing biased constituency lines. While scholars have researched gerrymandering, few scholars have researched commissions designed to limit such gerrymandering, and no comprehensive work details the global means of accomplishing this goal.
Thus, the purpose of this paper is not to normatively prescribe the best practices for composing and empowering an IERC, but rather to descriptively show how different countries conduct this process. While Part II makes some determinations about which commissions may conceptually …

Community garden interventions provide policy, system and environmental change at the community level to establish health behaviors, which act in contest to obesity risk factors. Limited research examines factors, which influence the sustainability of community garden interventions. Therefore, in this study, a sample of 10 Midwestern community gardens associated through funding from a health promotion organization in 2013, collected data through the interviewing and surveying of 10 garden administrators and surveying of 12 garden volunteers. A deminer from the NGO [International demining organisation] was killed in Pailin province on Friday after detonating a mine while attempting to clear an area in the former Khmer Rouge stronghold.
One employee of the British demining organisation [name removed] died and another was injured after an antipersonnel mine exploded while they were working in Pailin province.
The anti-personnel blast mine in this accident was reported as having been a GYATA-64 and as having been a PMN-2. The source reporting it as a PMN-2 was the Cambodian Mine Action Centre so that identification is accepted, especially as the mine is …

On December 9, 2016, President Barack Obama directed the Intelligence Community to conduct a full review and produce a comprehensive intelligence report assessing Russian activities and intentions in recent U.S. elections. We have completed this report and briefed President Obama as well as President-elect Trump and Congressional leadership. We declassified a version of this report for the public, consistent with our commitment to transparency while still protecting classified sources and methods.
